Think Tank Watch

Did a brown bag lunch today at the Department of Foreign Affairs on network centric policy making. All kicked off by last week’s blog post on foreign policy as a disruptive innovation problem and the new world order. Great to reconnect with the department, make some new friends and meet up with some old ones.

Lots of interesting discussion which helped push some of my thinking and that I will try to blog on soon.

In the meantime, Daryl C. introduced me to Think Tank watch. A weekly service provided by the dept and its embassies. Think Tank Watch is a survey of what Think Tanks in the US, the UK and Canada are producing along with links to the articles and content. What would be great is if they also had the content on a website with an RSS feed.

Another cool fact about Foreign Affairs? Free wifi in the lobby. It is, admittedly, a small thing. But it is an example of the fact that someone, somewhere in the department, understands the importance of connectivity.

It’s a positive sign and an concept that some other departments have yet to grasp.

Another foreign policy issue not on the election radar

I have a piece in Embassy Magazine today lamenting the fact that US-Canada relations are likely in for some significant changes over the next few years… and we’re unlikely to do much in the way of planning.

Certainly no one on the campaign trail is going to be talking about it.

Why Canada-U.S. Should Be an Election Issue

Canada’s relationship with the United States has always experienced ebbs and flows. The question is not how do we prevent this cycle, but how Canadian governments choose to manage it?

And manage it we have not. Not since the Trudeau era has Canada been more marginal to debates in Washington. Even the basic elements that once kept the relationship running smoothly—such as quarterly meetings between senior Canadian and American officials—no longer occur. Consequently, when issues arise that relate directly to Canada—such as on the environment, protectionism, or energy security—our voice is frequently absent.

Today, Canada engages the United States not as a strategic partner, but as yet another country with a laundry list of complaints. Be it the border or softwood lumber, our concerns may be justified, but the tone and message is problematic: we have a concern, and you are the cause.

There are understandable reasons for this state of affairs. Over the past eight years, the United States has pursued policies, from Iraq to Kyoto, that, to understate the problem, made the vast majority of Canadians uncomfortable.

But the Bush era is coming to an end. And with elections taking place on both sides of the border, the political map of North America could look dramatically different by the end of November. A McCain or, more dramatically, an Obama administration could mark the beginning of a number of important policy shifts. Issues critical to Canada, and the Canada-U.S. relationship, will likely be reviewed. More importantly, policies that will shape the future of North America will be decided, with or without our participation.

Among the most important of these issues is energy security, something both presidential candidates have stated they will prioritize. As America’s largest energy supplier, Canada will factor significantly in these plans. In addition, at some point, a North American carbon regime will likely emerge, the environmental implications of the tar sands will need to be confronted, businesses will want to further facilitate the movement of goods and people across the border and, of course, Canadian and Americans will need to co-operate to ensure success in Afghanistan, especially as the United States refocuses its energies there. This is to say nothing of the unpredictable events and issues that will inevitably spring up.

And yet, none of the prime ministerial candidates will talk about renewing our relationship with the United States. The subject is simply too unpopular, and the outcome of the U.S. election too unpredictable. So at the very moment, when a plan and vision is most required from our leaders, when the opportunity for renewal is emerging, Canadians are least likely to receive one.

Perhaps others can begin strategizing and preparing. Canadians should hope so, for such a renewal is not only necessary but possible. In a recent Policy Options piece on renewing the Canada-U.S. relationship, Robin Sears notes: “Imagine the vision, the courage and imagination that it took in the harsh winter of European famine of 1947-48 for two powerless French statesmen to sit in a Paris café and begin to plan for a united Europe!”

Today, despite our differences, Canadians and Americans face not even a fraction of the obstacles that confronted Schuman and Monnet, nor do we want to even contemplate a vision half as grand.

Such planning will, as always, require Canadian leadership. Part of this is because of the asymmetric impact of any resolution. For Canadians the magnitude of the challenges is simply fundamental, but to America they are but a few of many pre-occupations. Their chess board is simply vastly more complex. But for domestic reasons, the Canadian public will demand their government lead, not follow, the Americans.

Somewhere in Ottawa, I hope, there is the Canadian equivalent of Schuman or Monnet, who see the opportunity and are planning a strategy to manage the next generation of Canada-U.S. relations. One thing is for certain, no one on the campaign trail will be.

Gordon Foundation Global Youth Fellowship

An annual tradition I’ve come to enjoy is putting up this post. The people at the Gordon foundation are wonderful and those I’ve talked to about this program have had very positive things to say. While our government may be running a shoddy foreign policy there are no shortage of interesting discussions or opportunities for Canadians. The new CIC fellowships, the dialogue over at Canada’s World,  are but two of the numerous new ways to write, think, talk or act on international issues…

Anyway, back to the Gordon Foundation:

The Walter and Duncan Gordon Foundation has put out its call for applications for the 2008 Global Youth Fellowship program. The Fellowships are targeted towards emerging Canadian leaders who demonstrate potential to enhance Canada’s role on the world stage. The Fellowships will provide successful candidates with a cash award of $20,000 as well as other forms of support.

To be eligible for consideration, applicants must be Canadian citizens or permanent residents between 24 – 35 years of age with previous international experience – paid or volunteer. They also need to demonstrate a sustained commitment to international issues through studies, career choices and volunteer activities.

Application Deadline: Thursday, April 10, 2008 by 5:00 p.m. EST

Note to Balsillie: Lack of funding didn't kill the CIIA, its culture did

Interesting news on the Canadian international policy front. Some of you may have read this story outlining how Balsillie has given $1million dollars, and will lead the fundraising effort for another million, to establish the Canadian International Council.

This is a good news/bad news story with some important lessons for anyone running a national organization.

First, the good news.

Any funding into the study of Canadian Foreign Policy is good news. Thanks to Andrew Cohen, the notion that Canada’s influence in the world is in virtual free fall is now accepted orthodoxy. As Jeffrey Simpson aptly put it: “never before has the world meant more to Canada; never has Canada meant less to the world.” A wider set of voices, activitely engaging in public debates about Canada and the world, should be a welcome development.

Moreover, this move will rescue the fast declining Canadian Institute for International Affairs (CIIA). At one time the CIIA was the crucible in which the international affairs were debated and discussed in Canada. Membership was essential for anyone active in the development of foreign policy.

Times, however, have changed. Today there are a wealth of groups that engage international issues: Engineers without Borders, Journalists for Human Rights, the Canadian Red Cross, Oxfam Canada, Greenpeace, Canadian Council of Chief Executives, etc… offer both a more focused discussion and, perhaps more importantly, tangible impact, in a way the CIIA couldn’t, and the CIC can’t. Common wisdom says the glory days of the CIIA ended for a reason… as the above mentioned list attests, the marketplace simply became more competitive and specialized. That said, it may be that there is both an interest in, and a critical role for, a non-partisan organization that brings Canadians together to talk about foreign policy in the broadest sense. I certainly hope so.

And now, the bad news

Rebranding and plowing money back into the CIIA saves it from having to ask itself the tough question: why is it dying? And have no doubt, the CIIA is dying. This is true in the figurative sense, something John MacNaughton, its chair conceded in the Globe when he noted that the establishment of the CIC “moves CIIA from the deathbed to the launching pad.” It is also true in the literal sense. The average age of the CIIA’s 1300 members is in the 60s and possibly 70s (remember, this is the average age). I went to several events in Ottawa where the under 50 crowd represented maybe 5-7% of the audience.

The challenge for the CIIA, and now the CIC, is twofold, but with a single goal: become relevant by attracting new, younger, members.

Part of this problem is structural. In many chapters (the Kitchener-Waterloo branch being a notable exception) the CIIA has become a place where retired diplomats gather. It’s boards are dominated by retired diplomats (although there is often a token young person, usually from the local university). This means the issues, discussions, and networks are geared towards an older audience. When the CIIA was a place where aspiring diplomats and foreign policy geeks gathered, the network effect caused more young members to join, so they could meet peers who were rising stars. Today, the CIIA is a place where retired diplomats and foreign policy geeks meet, this means the network effects work against younger people, who while possibly keen to learn from wiser souls, recognize they are less likely to meet contemporaries and peers. In short, the CIIA lacks critical mass in the right demographics.

The part of the problem is cultural. CIIA meetings tend to be stuffy, formal events, reflecting the diplomatic tradition from its founding period (1930’s-50’s). While there is not dress code, members tend to wear suits and events focus on speeches with some Q&A. It’s all very traditional, formal and hierarchical. International affairs already suffers from a reputation as a snobby subject, this formality almost certainly discourages novices and younger members from participating, and returning.

In short, the CIIA financial issues were never the problem, just the symptom. The problem is cultural.

Money: an opportunity rife with risk

Without a real change in course, things at the CIC will look very much like they do at the CIIA today. Moreover, if past performance is anything to go by, the selection of 20 fellows will have little impact, and could make things worse. My suspicion (and fear) is that the CIC’s fellowships will become the retirement home for Canada’s foreign policy old guard, men like the eminent and highly qualified Allan Gotlieb. Worse still, the alleged “innovative” choices will people like Jennifer Welsh, Michael Byers or Rob Huebert (just to cover the political spectrum). In reality these people should be “safe” choices. As they, and the old guard, already have a pulpit from which to speak, and have done so effectively. If the CIC wants to be about new ideas and compelling debates, it should bring in some younger and more diverse blood. Perhaps set a target of making a third to half its fellows true “risky” choices – rising voices, or those outside the old safe, stodgy world of the foreign policy cocktail circuit. Ideally, they’d target people with credibility, and an emerging track record of engaging in public debates.

So in closing… here are some people I’d like to see nominated for the CIC fellowships (in no particular order):

And for some older voices probably not on the radar of the CIC I might include:

  • Daryl Copeland – Public servant, outside thinker
  • Max Wyman – the arts in Canadian foreign policy
  • Chief Billy Diamond – business and first nations perspective

So there it is, the unvarnished analysis of the challenges facing the CIC. I’m cheering for them, I just hope they are willing to break the old-boys network mold. If not, we’ll be back where we were in no time.

Also, on a completely separate note I’ve recently discovered Picket Boy’s behind the lines coverage of the Vancouver municipal strike now in its 3rd (or is it 4th?) week. For those interested it is worth a look. The two line summary so far is: it’s been a ballad of incompetence (the mayor) vs. miscalculation (the unions). The result is a race for irrelevance. Instead of predicting who will win, I suspect that, as is often the case in these types of negotiations, everybody will lose.

cut and run from cut and run

So it turns out that if you use Bush-like rhetoric people start to believe that you also share in his goals, aims and methods. And, given the president’s popularity is somewhere in the 20’s or 30’s in America, he’s almost certainly the most unpopular person in the world for Canadians.

Little wonder that Canadian support for the Afghan conflict has waned.

This is a serious problem, because contrary to what the NDP would have you believe, this is an important mission, one that benefits from the skills and experience a country like Canada brings to the table. Changing the rhetoric will be a good start, but the real question remains, are we prepared to tell the Americans how the mission should be run? Will we imprint a Canadian approach on the mission?

New lows on Afghanistan

How I wish that the government wouldn’t hide behind our soldiers when facing criticism over the direction and leadership of Canada’s mission in Afghanistan. Their response politicizes the debate in an unconscionable manner.

If you are going to lead, then lead. Get used to the fact that that may mean answering some difficult questions from the public, and the opposition parties, from time to time.

The most recent example of this phenomenon comes courtesy of Stockwell Day in this weekend’s Globe & Mail:

“Mr. Day said yesterday that the opposition attacks had to stop because they were affecting Canadian officials in Afghanistan. ‘Stop maligning our corrections officers and stop maligning our troops’ Mr. Day said.”

The whole ‘criticizing the government is tantamount to not supporting our troops’ is not only appalling, it’s passé. Even President Bush doesn’t use this line anymore.

Let’s be clear. We aren’t criticizing Canadian soldiers or corrections officers when we express concern that the Afghan prisoners they hand over to local authorities may end up being tortured. These men on the ground are simply following orders (and may even assume that the correct safeguards are in place). We are however, being critical of the political leadership that oversees this mission and has a duty to uphold international (and Canadian) law.

I’m supportive of Canada’s mission in Afghanistan. We have real, material national interests at stake in this conflict. My concern is that we do it right, even when that may not be the easiest course of action.

Op-Ed in Toronto Star

Given we are hovering around the 50th anniversary of peacekeeping I wrote this op-ed for the Toronto Star. Of course, as I’m in Vancouver I can’t actually see said piece in print but remain hopeful a newsstand here that carries the star.

That might sound easy but you’d be surprised how little actually makes it over the rockies.

Suez at Fifty: (Mis)understanding Pearson

On a small non-descript pillar in the lobby of Foreign Affairs Canada hangs Lester B. Pearson’s Nobel Peace Prize — a reminder of Canada’s high-water mark on the international stage.Pearson received the Nobel Peace Prize in 1957 for his and Canada’s suggestion and deployment of a peacekeeping force that would separate opposing forces in the Suez while a peace plan was implemented. Tomorrow marks the 50th anniversary of the UN General Assembly vote to send that police force into Egypt. It was the birth of peacekeeping. For many Canadians, even 50 years later, the crisis remains the defining moment of Canadian foreign policy, symbolizing Canada’s international role as a pacifist intervener that puts global interests before national self-interest.

But where has this ideal led us? Canada’s foreign policy, with its emphasis on multilateralism and the export of Canadian values, has become ever more focused on the goal of improving the world. And yet, despite these efforts, we have never been weaker or more marginal. Even the recent Conservative counterreaction — with its less critical support of America’s unilateral world view — has failed to provide a viable alternative.

What happened? Did Pearson’s success steer Canada in the wrong direction? Are the Suez Crisis and Peace Prize the bane of our foreign policy?

Sadly, the answer is yes. The blame lies not with Pearson but with us and our collective misunderstanding of the man, his ideas and his legacy. Much of the popular imagery surrounding him is myth, a national exercise in selective memory.

If we are serious about building an effective foreign policy for the 21st century, we must confront the central myth of Canadian diplomacy. Contrary to everything you learned, Pearson was neither a Boy Scout nor a dove. He was so much more: a creative problem solver who respected great-power politics and was unafraid to champion Canada’s national interests.

The 50th anniversary of the Suez Crisis and the invention of peacekeeping is the perfect starting point for such a critical reassessment. Contrary to the mythology, Pearson did not advocate peacekeeping out of a humanitarian desire to prevent some far-off war. Rather, he recognized that unlike other conflicts of the time, the Suez Crisis threatened to draw the United States and Soviet Union into direct confrontation. Consequently, it posed a real and direct threat to Canada.

In 1956, intercontinental ballistic missiles were not a significant part of the world’s nuclear arsenal. Consequently, any war between the superpowers would have been fought in the skies over Canada as American and Soviet strategic bombers raced overhead to deliver their nuclear payloads. Pearson’s peacekeeping was not designed to stop a Middle East war but to prevent nuclear bombs from falling out of the sky over Toronto. Self-interested problem solving, not altruism or idealism, launched the peacekeeping project.

Nor was Pearson a dove. Yes, he recognized the essential role played by economic and social resources in improving society and proposed 0.7 per cent as the benchmark for foreign aid. However, he was equally aware of the critical role played by military power in international relations.

Canadians rarely discuss Pearson’s role as key architect, negotiator and signatory of the North Atlantic Treaty Organization. As he noted of the Soviet threat: “Our defence in this conflict must be one of increasing and then maintaining our strength, while always keeping open the channels of negotiation and diplomacy. Arms must go hand in hand with diplomacy.” This was a man who, when necessary, was unafraid to confront those whose goals were antithetical to Canadian values.

Pearson was a multilateralist, but he was first and foremost a pragmatist. He understood the importance of great-power politics and the limits of treaties. In his own negotiations, he noted that “… if the great powers have the will and desire to co-operate, even if the machine isn’t perfect, it won’t matter very much. It will work. Therefore, Canada’s preoccupation … is based on the hard realities of the existing international situation.” Recent Canadian foreign policy could not be further from this position. From the Land Mines Treaty to UN reform, Canadian efforts to improve the international system invariably focus on perfecting the machinery irrespective of the interests or participation of the great powers.

Unfortunately, we pay a significant penalty for the Liberals’ and Conservatives’ failure to grasp Pearson’s lessons. The Liberals have been more concerned with getting the principles right regardless of superpower interests. This approach feels good, but it erodes Canada’s influence. In contrast, the Conservatives simply substitute American for Canadian interests. Thus, in places like Afghanistan we adopt American strategies and tactics that alienate the local population and put the mission at risk. As a result, this approach may yield the (occasional) American photo op, but it generates neither influence nor results.

It is at home, however, that the real cost of misunderstanding Pearson is felt. Pearson was a Canadian success because he was pragmatic, creative and solved the problems that challenged Canada. The Department of Foreign Affairs remains a creative problem-solver, but it is rarely allowed to be either pragmatic or self-interested. It is no wonder that Canadians have acquiesced to declining defence, aid and foreign policy budgets.

By transforming our foreign policy into at times, a luxury item, a charitable endeavour focused on “raising our profile” or a poor extension of American foreign policy, our leaders have removed foreign policy from the public’s imagination and made it an easy target for budget cutters.

If our foreign policy is to experience another golden age, it must regain its relevance to Canadians. Our leaders need to understand Canada’s interests, articulate them clearly and find a means to advance them in a manner consistent with our internationalist values. Pearson understood this. It also explains why his legacy has been so difficult to grasp. He defies labelling. He was neither a hawk nor a dove, neither pro- nor anti-American. He simply solved Canadian problems in a way that made the world better for everyone.

If we are willing to shed the mythology surrounding the man, we might once again grasp his nuanced view of the world and Canada’s place in it. Then, maybe, the Suez Crisis and the Peace Prize will cease to be a reminder of what we once were and instead serve as a guide for what we can once again become.
