Review of Michael Byers "Intent for a Nation"

Intent for a Nation

Michael Byers, Professor of Politics and International Law and regular public commentator, describes his book, Intent for a Nation: A relentlessly optimistic manifesto for Canada’s role in the world, as a challenge to Grant’s generation-defining thesis. Canada, Byers argues, may not be on an inalterable path towards full US integration.

intent for a nationBut contrary to its title, Intent for a Nation does not reject its namesakes’ thesis – it embraces it wholeheartedly. Lament for a Nation paints Canada as a country already lost to the forces of Americanization. Byers, in contrast, places Canada on a precipitous edge, teetering on the abyss. Indeed Canada position is so precarious, Byers himself twice believes the country doomed: once after the “Free-Trade election” and again after Chrétien signs NAFTA. And yet, a handful of increasingly rare policy decisions manage, albeit just, to preserve a distinct Canada and Canadian foreign policy. In reality ‘relentlessly optimism’ simply means believing Canada can still be saved.

Intent for a Nation is thus a firmly nationalist treatise – a book that sees Canada under immediate and imminent threat from Americanization – and this perspective is the source of its strengths and weaknesses. As a nationalistic critique, it is often powerful, providing important insights. At the same time, its anti-American lens is extremely limiting. Byers, like Grant or Hurtig, overweight’s America’s role, holding it responsible for almost all Canada and the world’s problems.

As such, this book is as much about America and Americanization as it is about Canadian Foreign Policy. In virtually every instance the analysis inevitably leads to the same conclusion. Canada’s choice is black or white – assimilation or isolation. A choice Byers echoes with chapter titles like “Do We Really Need a Continental Economy?” The face that such a course of action would be a best difficult, and at worst disastrous, is a window into the book’s central limitation – its inability to move beyond critique. For a self titled ‘manifesto,’ the book focuses almost exclusively on what Canada shouldn’t do, and says little about what it should.

That said, it is refreshing to read a strong nationalist critique of Canadian foreign policy, particularly one that adeptly engages on military issues. The argument that the goals and purposes of Canada’s military are increasingly shaped by its integration with US forces is the book’s most convincing discussion. A Canadian military that fully integrates with its US counterpart does indeed run the risk of preparing for, and executing, US styled military operations. As military strategist Martin van Creveld points out, American Forces: “Combine aggressiveness with impatience. Putting blind faith in technology and using far more firepower than is needed, they regularly end up by alienating whomever they face-as happened in Vietnam, Somalia, and now in Iraq.” Do we want to spend (literally) billions to emulate the many idiosyncrasies of the US model? More importantly, if we mold our tools after America’s hammers, should we be surprised if we increasingly see global problems as nails?

In a similar vein, Byers’ discussion of the Canadian Arctic rightly stands in notable contrast to much of the military-centric discourse on ‘securing’ the north. And his treatment of war on terror, racial profiling, and missile defense are all notably level- headed. It is clear that Byers has an important voice to add to the debate. Indeed the problem in each of these cases isn’t what he says, its’ that he doesn’t say more. A strong critique is important, but we were frequently left wondering, what does Byers think Canada should do?

As a manifesto, the book provides few options. Both the chapters on climate change and terrorism never take the reader beyond past mistakes. There are hints of possibilities (such as increased individual responsibility for emission control, and greater use of legal mechanisms in the war on terror), but at markedly few points does Byers provide directions for action. Indeed, his regular calls for national leadership, with little indication of a policy platform, become frustrating.

Take, for example, the treatment of Responsibility to Protect (R2P). Byers rightly argues that Axworthy showed prescient leadership by convening the International Commission on Intervention and State Sovereignty (ICISS). He then argues that Paul Martin, and by extension Allan Rock, sold out by presenting a watered down version to the UN General Assembly in 2005.

The principle of R2P is that the international community should have a mechanism to intervene when sovereign governments are unwilling or unable to protect their citizens. Faced with the problem of how this principle should be actualized, Martin argued that the Security Council’s threshold for the authorization of Chapter VII intervention should be expanded to include a wider range of harms. Byers suggests a more appropriate course would have been to “embark on a long and difficult campaign to shift international opinion towards a right to unauthorized humanitarian intervention.”

This is a strikingly ambiguous, and controversial, statement regarding one of the central foreign policy challenges of our time. We are provided with no indication of what a different legal framework might look like, nor do we receive guidance on how this would mitigate the central concern of R2P’s critics – its abuse by powerful countries over weak ones. Indeed, this policy challenge was so difficult, that the ICISS commission itself deferred answering it and it is the underlying reason why Martin chose to work within the UN framework rather than against it.

In addition to failing to flesh out his policy prescriptions, the few sentences he does provide do not form a coherent list of policies, but rather a catalog of often conflicting reactions.

For example, in a chapter entitled “Climate Change” Byers speaks urgently, but vaguely, of the need for a green economy. But later, in a chapter entitled “Do We Really Need a Continental Economy?” he laments the decline of east-west tractor-trailer traffic across the country and rise of north-south traffic between Canada and the United States. And yet comparatively, this east-west traffic was grossly inefficient. Trade between Seattle and Vancouver is much more efficient – and thus green – than that between Vancouver and Toronto. Byers may be both a nationalists and environmentalist, but he never tackles the tough issue of prioritizing or contextualizing these two policy objectives with respect to one another.

Another example emerges from his treatment of Afghanistan and Darfur. “Where would we gain the most?” Byers asks. “Continuing with a failing counter-insurgency mission in Afghanistan or leading a humanitarian intervention to stop the genocide in Darfur.” The choice appears clear: deploy our military to Darfur to project our humanitarian interests. But in order to do so, we would need to pull our troops out of Afghanistan. While our role in Afghanistan should be debated, there are real humanitarian costs to leaving. Not accounting for these costs, in an argument on the moral imperative of inserting military forces – against the desire of its government – into another Muslim country rife with sectarian conflict and radical jihadism is highly problematic.

Similarly, calling Afghanistan a “US led war in Asia” and Darfur a peacekeeping mission trivializes the former and romanticizes the latter. This month rebels killed 10 African Union peacekeepers and a further 50 are missing. Darfur could be every bit as complicated and dangerous as Afghanistan. Both are examples of complex emergencies in which new, and in large part Canadian-led concepts such as 3D and human security, are being applied.

One senses that Byers disdain for Afghanistan springs not from the nature or intent of the mission, but simply that it was American instigated and led. When discussing Afghanistan this bias is merely distracting, but in other cases, the distortions border on the absurd. For example, Byers rightly criticizes successive Canadian governments for failing to give .7% of GDP in overseas development assistance (ODA). However, when assessing why Canada has failed to do so, his culprit is all too predictable. The United States – who contributes a mere .1% of GDP – fear their international reputation will suffer if Canada fulfills its ODA commitment and thus exerts subtle pressure which keeps our contributions down. Putting aside that no examples of how this nefarious influence is exerted, are we really suppose to believe the United States cares how much Canada donates in ODA?

What makes this bias all the more frustrating is that without it, the book would be far more compelling. Byers considers Canada a powerful country, capable of greatness on the international stage. In interviews he fleshes out how internally generated insecurities often impede our success. It is a sentiment we agree with, and to which history can attest. When Canada chooses to lead, our track record has been remarkable. But in his book, this insight is crowded out by the obsession with the United States, who is inevitable blamed for our shortcomings.

If Canada is a powerful country, how should it exert its influence? The final chapter on Global Citizenship is clearly intended to provide an inspiring framework that can tackle the problems Byers identifies. But the conclusion does not unify the book’s varying themes and critiques. It is hard to find the link between the concept of global citizenship proposed and the challenges outlined in the previous 9 chapters. Moreover, Byers’ definition of Global Citizenship ultimately does not differ from those he critiques, as well as others he doesn’t mention, making it difficult to tease out his unique contribution to the debate over this term.

In addition, the book’s obsession with the United States ultimately hinders, rather than enhances, its analysis. Byers’ examples – standing up to the United States and charting a path not determined solely by economic factors – of how Global Citizenship can be actualized at the national, as opposed to individually focus principally on Canada-US relations. Canada must preserve its ability to act independently on the international stage when necessary. But Byers conflates our capacity to act independently with our choice to do so. Are there troubling aspects to the Canada-US relationship? Absolutely. But Byers seems less interested fixing them than firewalling the country off from the United States. Is disengagement and isolationism the logical conclusion of global citizenship? Surely being sovereign, and a global citizen, entails more than not being American?

But this criticism should not diminish the role Michael Byers’ and his book serve as agent provocateurs. Intent for a Nation was written to spark discussion, and in that spirit it is an important contributor to the national debate. He is right to argue that Canada can do more and that message deserves an audience, both in Ottawa and across the country.

As a stand alone piece however, the book lacks cohesion, contains vague and conflicting advice, and overemphasizes the role of the United States. These issues largely spring from the fact that Intent for a Nation embraces the same flawed analysis of its namesake. Four decades after the publication of Lament for a Nation, nationalists continue to cling to the same gloomy predictions. All this despite the fact that Canada has retained its independence, and according to some pollsters, has become increasingly different from the America. Maybe its time we moved beyond the constraints of this thesis?

Even Gordon Gibson doesn't like MMP

Gordon Gibson, a supporter of Citizen assemblies and a big supporter of BC-STV (the electoral system proposed by the BC Citizen’s assembly) explains why he believes Mixed Member Proportionate (MMP) – the electoral system proposed by the Ontario Citizen’s assembly – is actually worse then the current First Past the Post (FPTP) system.

In a Globe and Mail op-ed, Gibson explain:

As to differences in political culture, it may be that B.C. is more independent-minded and that political parties are more trusted in Ontario. That would be consistent with the results – STV boosts the backbencher, voter choice and the election of some actual independents. MMP gives even more power to parties and party discipline than our present system.

Why would Gibson assert that MMP gives more power to parties and party discipline? Simple.

Members that represent ridings derive their power from their constituency. If a proposed bill threatens the interest of their constituents they go and lobby the party leader. Their leverage in this conversation is the fact that, if the bill is sufficiently important to their constituents, it is actually in their interests to vote against it (and thus preserve their electoral chances).

In an MMP system, the proportionally elected members are divorced from the electorate. They don’t represent anyone per se, and so don’t have a constituency. Thus they cannot vote against the party leader. What is their leverage? If they do vote against the party, one can bet the party leader will use their significant power to remove that member from the “party list” during the next election. Dislodging a member from his/her constituency is possible, but it is messy and difficult. Dislodging a proportional member from a party list however, would be relatively simple. This is why MMP further concentrates power in the hands of party leaders.

What makes MMP even more disconcerting is the knock on effect these weak proportionally elected members would have on traditional members. With a certain number of votes safely in their back pocket, party leaders would be even more secure in bullying their member into towing the line.

MMP supporters will counter by pointing to the lack of free votes as an indication of a lack of democracy. But as the above analysis should indicate, a lack of free votes is not the problem. There are few free votes because members exert influence over party leaders to have them modify or abandon proposed legislation before voting becomes necessary. Again, this is only possible because they possess the leverage created by having a constituency.

Either way, it is interesting when a significant reformer and FPTP opponent – like Gordon Gibson – feels it neccessary to write an op-ed about how MMP is worse the FPTP. That should give anyone pause.

As an aside: Gibson starts off his op-ed by explaining that the Ontario citizen assembly was fundamentally flawed. Citizen’s Assembly (CA) advocates must be seething as they like to argue that although new and imperfect, each CA builds on the lessons and strengths of the previous one.

Insite – Incremental Death?

Yesterday the federal government announced it would extend the legal exemption that allows Insite, Vancouver’s supervised injection site, to stay open until June 2008. (to understand why the Injection site is important click here, here and/or here)

So the good news is brief and temporary: Insite, gets to stay open an additional 6 months.

And here’s the bad news. Tom Flanagan, Harper’s chief strategist has recently published his tell all book: Harper’s Team: Behind the Scenes in the Conservative Rise to Power. One of the books key messages? Conservatives must adopt an “incrementalist” strategy. In other words, they must slowly when advancing the conservative agenda – move too quickly and the electorate will turn against them.Insite Logo

This begs the question. Is the reprieve for Insite genuinely designed to give the Federal Government more time to assess whether it is having a sufficiently positive impact? This is very much my hope. Those in the know tell me that the Federal Government only got around to appointing the team to assess Insite a few weeks ago. Given that this team’s report was never going to be ready in time for Christmas deadline another temporary extension was widely expected.

Part of me desperately wants to believe in the Harper as “policy wonk” narrative. If this is the case, then the overwhelming evidence in favour of Insite may be persuasive to a person focused on outcomes. On the evidence it would be hard to justify pulling the plug on Insite.

Flanagan’s incrementalism thesis however, plays on Insite supporters’ worst fears. If Flanagan is to be believed (and there are good reasons to believe him) then the reprieve is simply a way to hold off a decision until after an election (and a hoped for majority government) at which point it will be politically “safe” to kill Insite. As I mentioned in an earlier post, it is very hard to imagine the Conservatives picking up a seat in Vancouver if they kill Insite. If however, they appear to be moderate and are considering saving it, they boost their chances of capture a seat like Vancouver-Quadra. This is certainly the fear of Keith Martin and other local federal Liberals.

So am I excited that Insite got a 6 month extension? Not really. Insite works. Moreover it is operating at capacity. We shouldn’t be debating whether or not it stays open. This is akin to arguing if we should keep open a single public hospital in a country where there is no public healthcare insurance. It’s the wrong debate. The question should be – how do we scale this policy up nationally?

But that’s not the debate we are having, and likely won’t be having for a few years. So in the interim let’s save Insite.

As far as I can tell our fate in this capacity rests on whether Harper is an incrementalist, or a policy wonk.

Our New/Old Drug Policy: Welcome to the 1980s

The Tories are beginning to lay down the ground work for a new (or should we say old) drug strategy.

The ‘new’ strategy? A TV campaign informing kids that drugs are bad, an increased presence at the border and a slight increase in funding for drug rehabilitation. If it sounds like the 1980s all over again, it is.

Ironically, it is being billed under the new tagline: “Enforcement is harm reduction.”

This is bad news for all of us. The tentative progress of the last decade is about to be lost in one fall swoop, including of course, Vancouver’s Insite injection site.

Let’s be clear, enforcement is not harm reduction.

There is no evidence to suggest that an increased police presence will have any impact on the drug problem in Vancouver, or anywhere else in the country for that matter. Indeed, American’s 36 year old war on drugs demonstrates otherwise. My question to Tony Clement is: what are doing that Nixon (who coined the term “war on drugs“), Carter, Reagan, Bush Sr., Clinton, Bush Jr., and previous Canadian governments, didn’t try? With only a fraction of the resources America dedicated to similar campaigns, explain to us why this policy will be success?

In short, Clement’s strategy is analogous to yelling at a non-english speaker when they don’t understand you. It’s a strategy – and for some people it feels good – but it accomplishes nothing. This is because the problem isn’t that they can’t hear you – it’s that they don’t understand you. Similarly, it’s not that many drug users don’t know drugs are bad – or haven’t seen warning messages – it is that they have come to a place where they are truly dependent. Screaming at them, arresting them, and legally marginalizing them isn’t going bring them into the fold and increase the likelihood they’ll seek treatment – if anything it will accomplish the opposite. I would love to see Clement in the downtown eastside, yelling at users to seek treatment. It would be about as alienating and as effective as it sounds. Contrast that to the injection site’s strategy of developing a relationship with users over time, and keeping the door open for when they are ready. Is it ideal? No, nothing about the world of drugs is ideal. But at least it works.

The simple fact is, Clement wants to overturn a program that enjoys the support and cooperation of the Vancouver Police Department, local community leaders, local business leaders, and Vancouver Costal Health. Still more problematically, Clement wants to replace a program supported by evidence and science with one based on ideology and fear.

The benefits of the injection site and harm reduction strategies are clear. They include:

  • Saving lives by:
    • Reducing overdose fatalities
    • Reducing injection-related infections such as HIV and Hepatitis C
    • Increasing access to addiction treatment programs
  • Improving public order by:
    • Reducing public injections
    • Reducing drug-use related public disorder
    • Reducing drug related waste (such as needles) in public spaces
  • Reducing healthcare and policing costs associated with drug-use by:
    • Reducing emergency room visits
    • Reducing use of ambulatory and emergency response services
    • Reducing police resources dedicated to drug-use related public disorder

If the Conservatives aren’t interested good public policy, policy that saves lives, improves public order and reduces healthcare costs… so be it. But I am certain they are interested in electoral outcomes. Given the injection site’s support in Vancouver (the last polls show it receives a 70% support rate) it will be difficult to secure a seat in the city if the Insite injection site is perceived to be on the chopping block. With Emerson stepping down, the Conservatives won’t have a single MP from one of the country’s three largest cities. If evidence and science can’t persuade them, maybe, just maybe, electoral math can.

For myself, the Insite injection site is what re-invigorated my interest in municipal politics. I hope it survives the December 31st exemption renewal deadline. Otherwise, I’d hate to be the politician who saw Insite go down on their watch – I know I’ll be volunteering for who evers campaign is opposing theirs.

Carole Taylor and Vision Vancouver

There are some rumors floating through the blogosphere that BC Finance Minister Carole Taylor is interested in running for Mayor.

It is an interesting development since it is unclear with whom Taylor would run. Most observers would probably argue her natural home would be with the NPA. If Mayor Sullivan succeeds in securing incumbency protection for NPA candidates then nothing short of an open party revolt will bring him down. And then, even if it does, his rumored war chest could mean he could run as an independent.

What then is Taylor to do? One possibility that shouldn’t be ignored is taking a run at the Mayoralty nomination with Vision Vancouver. Clearly many in the party that would find supporting a former Liberal MLA an anathema. But then this would be a test of Vision. It would need to ask itself, is it merely the NDP’s arm in Vancouver politics, or is it a broader based progressive party that seeks to attract progressives on both the right and left of the spectrum? If, it is the former, than it will continue to split the vote with COPE and will likely never recapture the success it achieved under the moderate (and at times right leaning) Larry Campbell.

Indeed, in a worse case scenario where Carole Taylor runs unopposed as the NPA candidate, she would probably clean house. Not only would Vision lose the opportunity to win back the Mayor’s seat, it would almost certainly not pick up any new councilor seats and could conceivably lose some.

But a Vision slate with Taylor at the fore could be powerful. The only question is, could the party foster a coherent agenda between its right and left wing progressives wings? I genuinely don’t know – but it is a possibility worth at least exploring.

For those within Vision who won’t even entertain Taylor because of her alleged conservative pedigree miss a more intriguing narrative. Take a closer look at the BC Liberals track record after Taylor joined. After her arrival the BC Liberals moved left on:

  • first nations issues (from the insulting “referendum” to Campbell becoming the First Nations emissary to Stephen Harper)
  • the environment (BC is now the only jurisdiction seriously tackling climate change in Canada)
  • the unions (from almost out right war with health care workers to labour peace through a series of negotiations lead by Taylor)
  • homelessness (from cutting programs to buying up SRO’s across the downtown eastside)

This is not an argument in favour of Carole Taylor, only an assertion that Vision would be wise to sit down with her, engage her, and determine if there is sufficient common ground for a closer relationship. What is clear is that this election will be a defining one for Vision. It will need to prove that it is more than just Larry’s creation and can survive on its own. A strong Mayoral candidate – like a Carole Taylor or a Gregor Robertson – will be essential.

Exploding the Myth: MMP and Inceasing Voter Turnout

A number of web sites (such as this one, this one and this one) in favour of Mixed Member Proportional (MMP) claim that one reason to vote yes in the upcoming Ontario electoral reform referendum is because MMP will arrest the decline in voter turnout. At best, this claim is problematic. At worst, it is flat out false.

Let me be clear. I’m deeply concerned about the decline in voter turnout. Moreover, I wish MMP would help. But the evidence shows that it doesn’t. Specifically, New Zealand and Germany, the two countries that use MMP, have both experienced a decline in voter turnout equal to that experienced here in Canada.

Probably the best example for this is New Zealand, a country which, in 1993, voted to transition from a First Past the Post electoral system (which we use here in Canada) to MMP. In effect, the Ontario electoral referendum is asking if Ontario should follow in New Zealand’s footsteps.

The problem is, that after adopting MMP in 1993 the decline in New Zealand’s voting rate accelerated. Consider the following chart, courtesy of the International Institute for Democracy and Electoral Assistance. MMP did reverse voter turn out, but only for the first election. After this point voter turnout declined faster than before the adoption.

Although Germany continues to enjoy a higher absolute voter turnout rates than Canada, it is also experiencing a decline in voter turn out similar to that of Canada.

Finally, some pro-MMP sites discuss how countries with MMP have higher electoral participation rates than Canada. This is true. However, this is based on only 2 data points (Germany and New Zealand). However, it is worth noting that New Zealand experienced higher voting rates than Canada even when it had the FPTP system and that, as noted above, participation rates declined faster after the adoption MMP than under FPTP.

So is it the voting system in Germany and New Zealand that creates a high voter turnout? In New Zealand – whose political culture and history is more similar to our own, the answer is definitely no. In Germany, it is possible, but hard to ascertain. What is known is that Germany, New Zealand and Canada are all experiencing a decline in voter turn out at the same rate, and based on the experience of New Zealand, whose switch from FPTP to MMP had no impact on this decline, there is little reason to believe that electoral reform would have a different impact here in Canada.

There may be good arguments in favour of voting for MMP but improving voter turn out is not one of them.

Canada2020 speaker series launched

electoral reform: maybe people just don't care

Yesterday, the Toronto Star had this fun story about the upcoming referendum on electoral reform. My favourite part was the beginning:

To find out what people think about the Ontario referendum being held a month from today, the Toronto Star stopped some 50 people at Yonge and Bloor Sts.

Just one person knew about it.

Only three others were interested enough to listen to what was being proposed.

Clearly this issue represents a burning platform for the electorate… Or not.

And let’s be fair – it is not like Canadians can’t get passionate about issues: The Charlotte Town Accord, Meech Lake, Free Trade, all caught voters attentions. If electoral reform hasn’t, maybe that means something…

Of course, proponents of Electoral Reform will claim this is because of a lack of press coverage and/or awareness on the part of the public. But then, this is the same bitter claim of any group whose issue isn’t dominating the news agenda.

Problematically, they’ll keep making that claim until their issue makes the news agenda and pierces the public’s consciousness. The basic precept being – everybody would care about this as much as I do – if only they were as well informed as I am.

Perhaps, or perhaps there is a simpler explanation. Maybe electoral reform is not a pressing issue to most people. Certainly a system the strengthens the power of the parties and the backroom boys isn’t easily going to inspire people I know…

Op-ed on Iraq and Canada in today's Toronto Star

Taylor and I have another op-ed in today’s Toronto Star. It isn’t often that we get to see a foreign policy dilemma development in front of us. When we do, we have a rare opportunity, and responsibility, to debate and plan our response. Iraq suddenly appears on Canada’s radar screen

For the past five years, Canadian leaders have had little to say about the Iraq war. Content not to be in but careful not to be too critical, most have adopted a laissez-faire position on the conflict. This position is unsustainable.

In just over a year’s time, Americans will elect a new president. Regardless of whether the victor is a Democrat or a Republican, the last ardent defender of the Iraq war will have left the international stage and the world will look at Iraq through a new lens. The Iraq war, “Bush’s War,” will be over. Iraq the humanitarian crisis will be in the ascendant.

In anticipation of this emerging shift, the Security Council last week voted unanimously to increase the UN’s role in Iraq. The international body will endeavour to do what it – and notably not what the U.S. military – does best: engage in essential diplomatic, negotiation and humanitarian activities.

And this is only the beginning. While the departure of U.S. and British troops will undoubtedly remove one aggravating factor, sectarian strife, a humanitarian crisis and a failing state will remain.

Within a year, Iraq will have shifted from a precipitous and ill-executed American invasion and occupation, into an internationalized humanitarian crisis.

And a crisis it is.

According to a recent UN report, there are 1.8 million internally displaced persons and 2 million refugees in neighbouring countries, with an additional 40,000 to 50,000 leaving per month; 54 per cent of the population lives below the extreme poverty line of $1 a day; 43 per cent of children under the age of 5 suffer from malnutrition; inflation is 70 per cent, and in 2006 there were 34,452 recorded civilian deaths and 36,685 recorded civilian injuries.

Compare these numbers to Kosovo and East Timor, and add the regional consequences of a prolonged Iraqi civil war, and surely there is a case for active international engagement.

As the recent Security Council resolution indicates, a global strategy is starting to take shape. There will be calls for still greater UN intervention, possibly even a peacekeeping force. Over the next 12 to18 months, an international plan for dealing with Iraq will likely emerge.

Will Canada help shape it?

We could opt not to. That would be politically expedient, although it would confirm our declining status on the international stage.

Or we could see this as a diplomatic opportunity where we are uniquely positioned to lead. Canada is an ally of the United States and Britain but had the integrity and self-confidence to not participate in the flawed invasion. Canada is not burdened with a colonial or imperialist past in the region. Unlike Germany and France, Canada has had limited financial interests in Iraq. And, in contrast to Russia and China, Canada possesses a relatively well-respected record on human rights.

By helping to develop a solution that could bring stability to Iraq, the region and the international community, Canada could shine. Indeed, the parallels to the event that launched Canada’s much vaunted but greatly diminished status as an international peace broker are noteworthy.

During the 1956 Suez crisis, the world’s powers were equally hamstrung. What made us so useful then is what could make us so useful today.

This potential is, of course, complicated by our role in Afghanistan. It could reasonably be argued that Afghanistan is our primary international commitment and that we simply do not have the resources to contribute to two major peace-building efforts. But military constraints need not curtail our diplomatic role in a new UN-led effort in Iraq.

Any future mission in Iraq will require a legitimacy that the U.S. invasion lacked. Our position within the UN, coupled with our unique standing in the international community, could make sure this is achieved.

As a country, we need to remember that, regardless of the causes, Iraq today is a humanitarian crisis and a geopolitical time bomb, a country whose collapse or breakup could destabilize the immediate region, and potentially much more.

Old Media – was the golden era ever that golden?

“There is a country in the world where only 15% of the population has completed high school and just 5% have university degrees. Television sets are something of a rarity, cable is nonexistent; programs are available for only a limited number of hours a day – in black-and-white. The total circulation of weekly newspapers comes in at about 20% of the population. There is only one national magazine. No one has access to the Internet. No one owns a cell phone. The best bets for information seem to be radio, libraries, and access to a few knowledgeable people.

The country? Canada. The year? 1960.”

Friends and proponents of “old media” keep referring to the “good old days” when people read allegedly high quality newspapers. More importantly they lament the decline of the number of people who read newspapers and who are news literate.

At the root of this fear is an assmuption that in an earlier era we had a better informed, more active and more engaged citizenry. As a result our democracy, social cohesion and rates of social engagement were stronger. What I love about the above statistics is how they vividly show that this idealized view of the past is a complete myth. Even at the height of this era, the 1960’s, newspaper subscription rates were at a mere 20% of the population.

It is worth noting that today 81% of households and 67.8% of Canadian have high speed access to the Internet. While not all of them are reading the New York Times of the Globe and Mail, I am willing to bet a good number of them are consuming a written, online media of some form. All this begs the question was the golden age of old media really all that golden?
