Insite – Incremental Death?

Yesterday the federal government announced it would extend the legal exemption that allows Insite, Vancouver’s supervised injection site, to stay open until June 2008. (to understand why the Injection site is important click here, here and/or here)

So the good news is brief and temporary: Insite, gets to stay open an additional 6 months.

And here’s the bad news. Tom Flanagan, Harper’s chief strategist has recently published his tell all book: Harper’s Team: Behind the Scenes in the Conservative Rise to Power. One of the books key messages? Conservatives must adopt an “incrementalist” strategy. In other words, they must slowly when advancing the conservative agenda – move too quickly and the electorate will turn against them.Insite Logo

This begs the question. Is the reprieve for Insite genuinely designed to give the Federal Government more time to assess whether it is having a sufficiently positive impact? This is very much my hope. Those in the know tell me that the Federal Government only got around to appointing the team to assess Insite a few weeks ago. Given that this team’s report was never going to be ready in time for Christmas deadline another temporary extension was widely expected.

Part of me desperately wants to believe in the Harper as “policy wonk” narrative. If this is the case, then the overwhelming evidence in favour of Insite may be persuasive to a person focused on outcomes. On the evidence it would be hard to justify pulling the plug on Insite.

Flanagan’s incrementalism thesis however, plays on Insite supporters’ worst fears. If Flanagan is to be believed (and there are good reasons to believe him) then the reprieve is simply a way to hold off a decision until after an election (and a hoped for majority government) at which point it will be politically “safe” to kill Insite. As I mentioned in an earlier post, it is very hard to imagine the Conservatives picking up a seat in Vancouver if they kill Insite. If however, they appear to be moderate and are considering saving it, they boost their chances of capture a seat like Vancouver-Quadra. This is certainly the fear of Keith Martin and other local federal Liberals.

So am I excited that Insite got a 6 month extension? Not really. Insite works. Moreover it is operating at capacity. We shouldn’t be debating whether or not it stays open. This is akin to arguing if we should keep open a single public hospital in a country where there is no public healthcare insurance. It’s the wrong debate. The question should be – how do we scale this policy up nationally?

But that’s not the debate we are having, and likely won’t be having for a few years. So in the interim let’s save Insite.

As far as I can tell our fate in this capacity rests on whether Harper is an incrementalist, or a policy wonk.

Our New/Old Drug Policy: Welcome to the 1980s

The Tories are beginning to lay down the ground work for a new (or should we say old) drug strategy.

The ‘new’ strategy? A TV campaign informing kids that drugs are bad, an increased presence at the border and a slight increase in funding for drug rehabilitation. If it sounds like the 1980s all over again, it is.

Ironically, it is being billed under the new tagline: “Enforcement is harm reduction.”

This is bad news for all of us. The tentative progress of the last decade is about to be lost in one fall swoop, including of course, Vancouver’s Insite injection site.

Let’s be clear, enforcement is not harm reduction.

There is no evidence to suggest that an increased police presence will have any impact on the drug problem in Vancouver, or anywhere else in the country for that matter. Indeed, American’s 36 year old war on drugs demonstrates otherwise. My question to Tony Clement is: what are doing that Nixon (who coined the term “war on drugs“), Carter, Reagan, Bush Sr., Clinton, Bush Jr., and previous Canadian governments, didn’t try? With only a fraction of the resources America dedicated to similar campaigns, explain to us why this policy will be success?

In short, Clement’s strategy is analogous to yelling at a non-english speaker when they don’t understand you. It’s a strategy – and for some people it feels good – but it accomplishes nothing. This is because the problem isn’t that they can’t hear you – it’s that they don’t understand you. Similarly, it’s not that many drug users don’t know drugs are bad – or haven’t seen warning messages – it is that they have come to a place where they are truly dependent. Screaming at them, arresting them, and legally marginalizing them isn’t going bring them into the fold and increase the likelihood they’ll seek treatment – if anything it will accomplish the opposite. I would love to see Clement in the downtown eastside, yelling at users to seek treatment. It would be about as alienating and as effective as it sounds. Contrast that to the injection site’s strategy of developing a relationship with users over time, and keeping the door open for when they are ready. Is it ideal? No, nothing about the world of drugs is ideal. But at least it works.

The simple fact is, Clement wants to overturn a program that enjoys the support and cooperation of the Vancouver Police Department, local community leaders, local business leaders, and Vancouver Costal Health. Still more problematically, Clement wants to replace a program supported by evidence and science with one based on ideology and fear.

The benefits of the injection site and harm reduction strategies are clear. They include:

  • Saving lives by:
    • Reducing overdose fatalities
    • Reducing injection-related infections such as HIV and Hepatitis C
    • Increasing access to addiction treatment programs
  • Improving public order by:
    • Reducing public injections
    • Reducing drug-use related public disorder
    • Reducing drug related waste (such as needles) in public spaces
  • Reducing healthcare and policing costs associated with drug-use by:
    • Reducing emergency room visits
    • Reducing use of ambulatory and emergency response services
    • Reducing police resources dedicated to drug-use related public disorder

If the Conservatives aren’t interested good public policy, policy that saves lives, improves public order and reduces healthcare costs… so be it. But I am certain they are interested in electoral outcomes. Given the injection site’s support in Vancouver (the last polls show it receives a 70% support rate) it will be difficult to secure a seat in the city if the Insite injection site is perceived to be on the chopping block. With Emerson stepping down, the Conservatives won’t have a single MP from one of the country’s three largest cities. If evidence and science can’t persuade them, maybe, just maybe, electoral math can.

For myself, the Insite injection site is what re-invigorated my interest in municipal politics. I hope it survives the December 31st exemption renewal deadline. Otherwise, I’d hate to be the politician who saw Insite go down on their watch – I know I’ll be volunteering for who evers campaign is opposing theirs.

Carole Taylor and Vision Vancouver

There are some rumors floating through the blogosphere that BC Finance Minister Carole Taylor is interested in running for Mayor.

It is an interesting development since it is unclear with whom Taylor would run. Most observers would probably argue her natural home would be with the NPA. If Mayor Sullivan succeeds in securing incumbency protection for NPA candidates then nothing short of an open party revolt will bring him down. And then, even if it does, his rumored war chest could mean he could run as an independent.

What then is Taylor to do? One possibility that shouldn’t be ignored is taking a run at the Mayoralty nomination with Vision Vancouver. Clearly many in the party that would find supporting a former Liberal MLA an anathema. But then this would be a test of Vision. It would need to ask itself, is it merely the NDP’s arm in Vancouver politics, or is it a broader based progressive party that seeks to attract progressives on both the right and left of the spectrum? If, it is the former, than it will continue to split the vote with COPE and will likely never recapture the success it achieved under the moderate (and at times right leaning) Larry Campbell.

Indeed, in a worse case scenario where Carole Taylor runs unopposed as the NPA candidate, she would probably clean house. Not only would Vision lose the opportunity to win back the Mayor’s seat, it would almost certainly not pick up any new councilor seats and could conceivably lose some.

But a Vision slate with Taylor at the fore could be powerful. The only question is, could the party foster a coherent agenda between its right and left wing progressives wings? I genuinely don’t know – but it is a possibility worth at least exploring.

For those within Vision who won’t even entertain Taylor because of her alleged conservative pedigree miss a more intriguing narrative. Take a closer look at the BC Liberals track record after Taylor joined. After her arrival the BC Liberals moved left on:

  • first nations issues (from the insulting “referendum” to Campbell becoming the First Nations emissary to Stephen Harper)
  • the environment (BC is now the only jurisdiction seriously tackling climate change in Canada)
  • the unions (from almost out right war with health care workers to labour peace through a series of negotiations lead by Taylor)
  • homelessness (from cutting programs to buying up SRO’s across the downtown eastside)

This is not an argument in favour of Carole Taylor, only an assertion that Vision would be wise to sit down with her, engage her, and determine if there is sufficient common ground for a closer relationship. What is clear is that this election will be a defining one for Vision. It will need to prove that it is more than just Larry’s creation and can survive on its own. A strong Mayoral candidate – like a Carole Taylor or a Gregor Robertson – will be essential.

Exploding the Myth: MMP and Inceasing Voter Turnout

A number of web sites (such as this one, this one and this one) in favour of Mixed Member Proportional (MMP) claim that one reason to vote yes in the upcoming Ontario electoral reform referendum is because MMP will arrest the decline in voter turnout. At best, this claim is problematic. At worst, it is flat out false.

Let me be clear. I’m deeply concerned about the decline in voter turnout. Moreover, I wish MMP would help. But the evidence shows that it doesn’t. Specifically, New Zealand and Germany, the two countries that use MMP, have both experienced a decline in voter turnout equal to that experienced here in Canada.

Probably the best example for this is New Zealand, a country which, in 1993, voted to transition from a First Past the Post electoral system (which we use here in Canada) to MMP. In effect, the Ontario electoral referendum is asking if Ontario should follow in New Zealand’s footsteps.

The problem is, that after adopting MMP in 1993 the decline in New Zealand’s voting rate accelerated. Consider the following chart, courtesy of the International Institute for Democracy and Electoral Assistance. MMP did reverse voter turn out, but only for the first election. After this point voter turnout declined faster than before the adoption.

Although Germany continues to enjoy a higher absolute voter turnout rates than Canada, it is also experiencing a decline in voter turn out similar to that of Canada.

Finally, some pro-MMP sites discuss how countries with MMP have higher electoral participation rates than Canada. This is true. However, this is based on only 2 data points (Germany and New Zealand). However, it is worth noting that New Zealand experienced higher voting rates than Canada even when it had the FPTP system and that, as noted above, participation rates declined faster after the adoption MMP than under FPTP.

So is it the voting system in Germany and New Zealand that creates a high voter turnout? In New Zealand – whose political culture and history is more similar to our own, the answer is definitely no. In Germany, it is possible, but hard to ascertain. What is known is that Germany, New Zealand and Canada are all experiencing a decline in voter turn out at the same rate, and based on the experience of New Zealand, whose switch from FPTP to MMP had no impact on this decline, there is little reason to believe that electoral reform would have a different impact here in Canada.

There may be good arguments in favour of voting for MMP but improving voter turn out is not one of them.

Isn’t it time we put this argument to bed?

Canada2020 speaker series launched

Canada2020 has just announced that it is launching a regular speaker series, with an event to be held on the last Thursday of every month. This is great news for Ottawa. Anyone trying to bring interesting speakers and raise the city’s spice quotient will enjoy my support.

electoral reform: maybe people just don't care

Yesterday, the Toronto Star had this fun story about the upcoming referendum on electoral reform. My favourite part was the beginning:

To find out what people think about the Ontario referendum being held a month from today, the Toronto Star stopped some 50 people at Yonge and Bloor Sts.

Just one person knew about it.

Only three others were interested enough to listen to what was being proposed.

Clearly this issue represents a burning platform for the electorate… Or not.

And let’s be fair – it is not like Canadians can’t get passionate about issues: The Charlotte Town Accord, Meech Lake, Free Trade, all caught voters attentions. If electoral reform hasn’t, maybe that means something…

Of course, proponents of Electoral Reform will claim this is because of a lack of press coverage and/or awareness on the part of the public. But then, this is the same bitter claim of any group whose issue isn’t dominating the news agenda.

Problematically, they’ll keep making that claim until their issue makes the news agenda and pierces the public’s consciousness. The basic precept being – everybody would care about this as much as I do – if only they were as well informed as I am.

Perhaps, or perhaps there is a simpler explanation. Maybe electoral reform is not a pressing issue to most people. Certainly a system the strengthens the power of the parties and the backroom boys isn’t easily going to inspire people I know…

Op-ed on Iraq and Canada in today's Toronto Star

Taylor and I have another op-ed in today’s Toronto Star. It isn’t often that we get to see a foreign policy dilemma development in front of us. When we do, we have a rare opportunity, and responsibility, to debate and plan our response. I accept that people may not agree with the prescription… but I would encourage them to at least voice their own proposal.

Iraq suddenly appears on Canada’s radar screen

For the past five years, Canadian leaders have had little to say about the Iraq war. Content not to be in but careful not to be too critical, most have adopted a laissez-faire position on the conflict. This position is unsustainable.

In just over a year’s time, Americans will elect a new president. Regardless of whether the victor is a Democrat or a Republican, the last ardent defender of the Iraq war will have left the international stage and the world will look at Iraq through a new lens. The Iraq war, “Bush’s War,” will be over. Iraq the humanitarian crisis will be in the ascendant.

In anticipation of this emerging shift, the Security Council last week voted unanimously to increase the UN’s role in Iraq. The international body will endeavour to do what it – and notably not what the U.S. military – does best: engage in essential diplomatic, negotiation and humanitarian activities.

And this is only the beginning. While the departure of U.S. and British troops will undoubtedly remove one aggravating factor, sectarian strife, a humanitarian crisis and a failing state will remain.

Within a year, Iraq will have shifted from a precipitous and ill-executed American invasion and occupation, into an internationalized humanitarian crisis.

And a crisis it is.

According to a recent UN report, there are 1.8 million internally displaced persons and 2 million refugees in neighbouring countries, with an additional 40,000 to 50,000 leaving per month; 54 per cent of the population lives below the extreme poverty line of $1 a day; 43 per cent of children under the age of 5 suffer from malnutrition; inflation is 70 per cent, and in 2006 there were 34,452 recorded civilian deaths and 36,685 recorded civilian injuries.

Compare these numbers to Kosovo and East Timor, and add the regional consequences of a prolonged Iraqi civil war, and surely there is a case for active international engagement.

As the recent Security Council resolution indicates, a global strategy is starting to take shape. There will be calls for still greater UN intervention, possibly even a peacekeeping force. Over the next 12 to18 months, an international plan for dealing with Iraq will likely emerge.

Will Canada help shape it?

We could opt not to. That would be politically expedient, although it would confirm our declining status on the international stage.

Or we could see this as a diplomatic opportunity where we are uniquely positioned to lead. Canada is an ally of the United States and Britain but had the integrity and self-confidence to not participate in the flawed invasion. Canada is not burdened with a colonial or imperialist past in the region. Unlike Germany and France, Canada has had limited financial interests in Iraq. And, in contrast to Russia and China, Canada possesses a relatively well-respected record on human rights.

By helping to develop a solution that could bring stability to Iraq, the region and the international community, Canada could shine. Indeed, the parallels to the event that launched Canada’s much vaunted but greatly diminished status as an international peace broker are noteworthy.

During the 1956 Suez crisis, the world’s powers were equally hamstrung. What made us so useful then is what could make us so useful today.

This potential is, of course, complicated by our role in Afghanistan. It could reasonably be argued that Afghanistan is our primary international commitment and that we simply do not have the resources to contribute to two major peace-building efforts. But military constraints need not curtail our diplomatic role in a new UN-led effort in Iraq.

Any future mission in Iraq will require a legitimacy that the U.S. invasion lacked. Our position within the UN, coupled with our unique standing in the international community, could make sure this is achieved.

As a country, we need to remember that, regardless of the causes, Iraq today is a humanitarian crisis and a geopolitical time bomb, a country whose collapse or breakup could destabilize the immediate region, and potentially much more.

Here’s hoping Canadian humanitarianism helps shape the way forward.

Old Media – was the golden era ever that golden?

“There is a country in the world where only 15% of the population has completed high school and just 5% have university degrees. Television sets are something of a rarity, cable is nonexistent; programs are available for only a limited number of hours a day – in black-and-white. The total circulation of weekly newspapers comes in at about 20% of the population. There is only one national magazine. No one has access to the Internet. No one owns a cell phone. The best bets for information seem to be radio, libraries, and access to a few knowledgeable people.

The country? Canada. The year? 1960.”

Friends and proponents of “old media” keep referring to the “good old days” when people read allegedly high quality newspapers. More importantly they lament the decline of the number of people who read newspapers and who are news literate.

At the root of this fear is an assmuption that in an earlier era we had a better informed, more active and more engaged citizenry. As a result our democracy, social cohesion and rates of social engagement were stronger. What I love about the above statistics is how they vividly show that this idealized view of the past is a complete myth. Even at the height of this era, the 1960’s, newspaper subscription rates were at a mere 20% of the population.

It is worth noting that today 81% of households and 67.8% of Canadian have high speed access to the Internet. While not all of them are reading the New York Times of the Globe and Mail, I am willing to bet a good number of them are consuming a written, online media of some form. All this begs the question was the golden age of old media really all that golden?

Thoughts on Azzi’s Biography of Walter Gordon

Frankly, no one reads enough Canadian history… so I’m trying to do my part. I just hope Rudyard takes note.

For those who’ve never heard of Walter Gordon, he was Lester Pearson‘s first Finance Minister. Of course, he was also much, much more. For Liberals, Gordon was the man who organized the party back into fighting form while it served in opposition to Diefenbaker and, in doing so, won the Liberals the 1963 election. Perhaps more importantly however, Gordon was one Canada’s first nationalists who, among other things, founded the Committee for an Independent Canada the predecessor (or inspiration of least) for the Council of Canadians.

Azzi%20-%20Walter%20GordonWhat makes Gordon such an interesting study are not only his accomplishments, but the numerous, and often contradictory threads that made up his life. Here is a man who founded several firms, including one of the most successful private sector consulting firms in the history of Canada. As a consultant, he was thus able to keep one foot in the world of public policy and government – advising ministers and deputy ministers – while keeping other foot in the private sector, advising presidents and CEO’s. As head of these firms that he also helped broker the sale of large Canadian firms to American buyers. And yet, here is a man who was a strong Canadian nationalist, who sought to introduce structural limitations on foreign ownership in Canadian industry. He was also, on the one hand, a man with incredible organizational skills and yet, when given strategic control, had a modus operendi that was often problematic. According to Azzi he seemed to always identify problems, solve them hastily, and then apologize for the shortcomings — however dramatic — of his already implemented plan.

Azzi’s biography of Gordon was also illuminating in how it reminds one of the old adage “plus ca change…”

For example, Gordon’s first major postwar appointment was as chair of the Royal Commission on Administrative Classifications in the Public Service. In other words, Public Service Sector Reform. Needless to say this issue is once again a hot topic (one I happen to take great interest in and write on occasionally). Interestingly, this report had negligible impact – a fact Azzi attributes to poor research and analysis – but nonetheless hinting at the fact that public service sector reform may have been as difficult in 1947 as it is in 2007.

Ironically, Gordon inability to effectively draft and garner support for his Royal Commission Report may have contributed to some of the frustration he later experienced as Finance Minister. His frustration with the public service seems straight out of an episode “Yes Minister” or possibly the diary of our current Prime Minister. This passage sums it up beautifully:

When Gordon’s private secretary, Nancy Burpee, ordered a red typewriter, a high official in the treasury Board sent a long memorandum explaining why government issue typewriters had to be grey. Douglas Land summarized Gordon’s attitude: “If you can’t get a damn typewriter, how can you draft a municipal loan fund in a month?” Incidents like this led Gordon to doubt whether the bureaucracy could draft a bold budget… Despite these problems, he still wished to move swiftly to carry out his plans. After a few days in Ottawa, Gordon described the situation to Douglas Land: “I thought I was back at the Royal Commission with everybody explaining why no idea could work and why everything would take ten years to do. I have ordered some dynamite and hope to stir things up.”

The real focus of the book however – mirroring Walter Gordon’s life – is the rise of Canadian nationalism or, more specifically, Canadian economic nationalism. In many ways Gordon is the grandfather of the various forces that in the 1970s, 80s, and 90s would first oppose free trade and then, globalization. It was this topic that both ended Gordon’s political career – after his disastrous 1963 budget – but that also made him a folk hero among particularly left-wing nationalists. Interestingly, based on Azzi’s assessment, it is hard not to feel that Gordon was less of a nationalist then simply anti-American. Today we can see how these roots of Canadian nationalism have shape the tree’s growth. Even 30 and 40 years later many ardent nationalists on both the left and right cannot separate out anti-Americanism from their Canadian nationalism.

Azzi never passes judgment on Walter Gordon the man. However, he is clearly deeply uncomfortable with his essentially protectionist and nationalistic economic policies. And for good reason. Gordon’s construction of the problem was, at best, less than scientific. As he himself stated, his views “cannot be analyzed scientifically or proved absolutely. But the fact that judgment or belief is arrived at in part intuitively or through personal experience does not necessarily make it any less true.” It’s a somewhat shocking statement, analogous to saying “he felt it in his gut,” exactly the type of thing the Left would justly mock President Bush about today.

Azzi spends some time talking about some of Gordon’s true accomplishments, specifically helping transform the Liberal Party into a progressive, thinking institution. Sadly, he spends very little time talking about Gordon’s contribution in the ultimate implemention of this agenda, largely set out in the Kingston conference of 1960. The policies implemented by, or initiated by Pearson and Gordon, such as the Canada Pension Plan, Medicare, Canada Assistance Plan, regional-development programs, unemployment insurance and a government student loan program, along with the foundation Gordon later created, are probably his real accomplishment. Indeed, many these institutions embody, in part, what it means to be Canadian. This alone should prompt one to overlook the book’s dry style and encourage you to get acquainted with a major influencer of Canadian history.

Canada as, err… a (cough) model power…

With Russia planting a flag on the Arctic Ocean floor, Peter Mckay’s observing “You can’t go around the world these days dropping a flag somewhere. This isn’t the 14th or 15th century” and the press corp pointing out the rich irony of the situation (see Hans Island), it’s an exciting week in Canadian Foreign Policy.

Of course no one could have prevented the Russians from sending out a submarine to plant a flag on the Arctic floor. However, the irony of the Canadian response was entirely preventable. Once again, Paul Martin’s short sighted, “ready, shoot, aim” policies designed to capture voters comes back to haunt us.

(BTW: If I were a Russian diplomat, I’d carry a photo of this to every meeting.)

Indeed, the only silver lining to the whole thing is a rather personal one. It isn’t often that pundits make predictions that are accurate, so when it happens you know we are going should “I told you so…”

Back in September of 2005 I wrote the following paragraphs in an article entitled “Reality vs. Fiction: Canadian Foreign Policy in Light of the International Policy Statement” for the Queen’s International Observer:

…the government’s recent tactics in the ongoing dispute with Denmark over the ownership of Hans Island appear to run counter to the strategic goals of the IPS. By resorting to jingoistic rhetoric and petty tit-for-tat flag planting symbolism the government has undermined the country’s reputation as a state that both perceives security as a “common interest” and strives to overcome disputes peacefully.

Ideally, the Hans Island issue should have presented Denmark and Canada – two NATO allies – with an opportunity to model effective international conflict-management diplomacy-based on a fair and respectful process. Instead, the government’s actions may have undermined one of the few arrows left in the quivers of small countries that have under invested in their foreign policy assets: moral legitimacy. One’s capacity to “build a more secure world” by advocating for a “responsibility to protect” in complex intra-state conflicts is necessarily undermined when one is incapable of handling maturely and responsibly one of the most traditional forms of inter-state conflict.

I’ll concede it isn’t a perfect prediction, but not bad in the chaotic world of international relations.

I’m sure trying to score some jingoist points in the polls seemed like a good idea at the time. Indeed, it was probably even designed to demonstrate that Canada would be serious about dealing with threats to our sovereignty by other arctic powers (such as, for example, Russia). In reality, all we did was give up any sense of honour in order to sanction the basest and most child-like behaviour.
