Eat the Young!

There was a fair amount of chatter among my friends last week as a result of  Lawrence Martin’s column If there’s an inspiration deficit in our politics, blame it on the young. My friend Alison Loat wrote an excellent, albeit polite, response, pointing out that blame could be spread across sectors and generations. She’s right. There is lots of blame to go around. And I don’t think Martin should get off so lightly. Here’s why:

The young reject the political status quo, as they should, but they are too lazy to do anything about it. Most of the under-25s don’t even bother to vote. Instead of fighting for change, they wallow in their vanities and entitlements. Not much turns them on except the Idol shows, movies with smut humour and the latest hand-held instruments. Their disillusionment with the political class is understood. Their complacency isn’t. It will soon be their country. You’d think they’d want to take the reins.

The problem with Martin’s piece is that he’s looking in the wrong place. He’s not looking at what young people are doing. He’s looking at what he thinks they should be doing… or more specifically, what he would have done when he was 25. To say an entire generation has given up because they don’t vote or participate in party politics is farcical.

Yes, young people reject the status quo, but it is deeper than that. They eschew the tools that Martin wants them to use – not just party politics but traditional media as well. They reject the whole system. But this isn’t out of juvenile laziness, but for the very opposite reason. In a world filled with choice, one that fragments our attention, they seek to focus their energy where they will be most effective and efficient – at the moment, that frequently means they are uninterested in the slow and byzantine machinations of politics (why engage when every party, even the NDP, are conservative?), the snobbishness of traditional media (when’s the last time a columnist on the Globe actually responded to a reader’s comment on the website?) or a hierarchical and risk-averse public service (held hostage by the country’s auditor general).

Indeed, Martin’s example around voting is perfect starting point. Here is a system that has not changed over 60 years. By and large one must still vote at the local church, community centre, or school, places that may or may not be near public transit and are not frequently visited by young people. In a world where shareholder proxy votes are regularly done over the web (not to mention credit card transactions), how are young people supposed to have confidence in a system that still cannot manage electronic voting? Complaining that an Elections Canada campaign targeting young people didn’t work is akin to wondering why a marketing campaign on Facebook didn’t generate a bigger youth audience for a cable TV Matlock marathon. Why didn’t young people watch TV any more? Can’t they see that Matlock is a classic?

Nor can they find much comfort in the media. If newspapers are the gathering places for political discussion, how inspiring might they be to young people? Since Martin writes for the Globe and Mail, let’s start there. Its opinion page’s most frequent columnists include Rick Salutin (68), Rex Murphy (62), Lawrence Martin (61), Roy McGregor (61), Jeffrey Simpson (60), Margaret Wente (59), Christie Blarchford (58), John Ibbitson (54) and the one young voice, Jim Stanford (43?). It’s not just political parties that have boring old guys (or BOGs, to use Martin’s term). I think it is safe to say that the hegemony of the boomers isn’t limited to the polling station. (No wonder so many of us prefer blogs – we at least get to hear what our peers think.) I wish the Globe would take a risk and hire some young and smart columnist for their opinion page – someone like Andrew Potter. The New York Times did; they replaced the relatively young William Kristol (56)with 29 year-old Ross Douthat. It would appear there’s an inspiration deficit in our newspaper too…

But above all, just because someone doesn’t vote, prefers blogs to the Globe, or doesn’t find Ottawa engaging doesn’t mean they are either inactive or a bad citizen.

Take my friends over at Mozilla (some who vote, some who don’t – but all of whom are young): they are part of a worldwide movement that broke Microsoft’s monopoly over control of the web (probably the single most important act to preserve freedom of speech and expression in the world as well as democratizing innovation online) and now, through a combination of technology (Firefox) and advocacy (the Mozilla Foundation) are continuing to innovate and find ways to preserve the freedom of the internet. This is something no political party or government initially cared to do or was willing to do something about. Should they have devoted their time and energy to get involved in politics? Should they have instead lobbied the government to regulate Microsoft (for all the good that ended up doing)?

Or take ForestEthics – another organizations started and staffed by young people. Canadians may consistently rank the environment as one of Canada’s top priorities and yet inaction consistently wins out. So ForestEthics bypasses government altogether and combines the power protesters with that of market forces to improve logging practices and save forests. It identifies corporations — such as Victoria’s Secret, with its vast catalogue distribution — whose consumption shapes the paper industry. It then offers these corporations a choice: cooperate and reform their practices or face painful protests and boycotts. For those that cooperate, ForestEthics works with the multinational’s procurement department to help it adopt more sustainable practices. This has given ForestEthics direct influence over the forestry industry practices, since logging companies pay attention to their largest customers. Would the staff of ForestEthics be more effective running for office or working for Environment Canada?

The key is, young people (and many Canadians in general) are engaged and more exciting still, are innovating in new and transformative ways. It just happens that most of it isn’t seen by today’s BOGs. Moreover, even when it is happening right in front of us it is hard to spot, such as within the Globe (where it feels like Mathew Ingram is almost singlehandedly fighting to save the newspaper), within political parties (where a community here in Vancouver has been excited and rewarded by our work with Vision Vancouver around Open Data) or within the public service (where a small and and amazing team within Treasury Board has been creating tools like GCPEDIA in an effort to pull the government into the 21st century).

But because the efforts are often invisible, herein lies the real dangers: not to young people — they are going to be just fine — but for the institutions Lawrence Martin and Alison Loat worry about. To many of my friends, today’s newspapers, political parties and public service look a lot more like General Motors than they do Google, Facebook, or better still, Mozilla, ForestEthics, or Teach For America. As they look at the institutions Martin assumes they should engage, they’re still evaluating: should we bail them out or should we just let them go bankrupt and start from scratch?

And that’s why Martin is looking in the wrong place. His misidentifies where the real innovation gap lies. The fact is that these institutions simply aren’t places where new thinking or experimentation can easily take place. They may have been at one point – perhaps when Martin was young, I don’t know – but they aren’t today. So those young people he believes are wallowing in their vanities and entitlements… they aren’t apathetic, they’ve simply opted to deploy their social capital elsewhere, places Martin chooses not look, or don’t know where to look.

So is there an innovation gap? Absolutely. Just not as Martin describes it. There is a gap between where it is actually taking place, and where he thinks it should be taking place. But let’s be clear, there’s plenty of innovation taking place, if you know where to look. Will it manifest itself in some political revolution? I don’t know. But more importantly, will it change Canada, or the world? Definitely. It already has.

As an aside, one friend suggested that Lawrence Martin and I should debate: “Be it resolved there is an inspiration deficit in our politics and young people are to blame.” If Martin is up for it, I’d accept the debate whenever and where ever he wishes. Perhaps we could rope Alison in to moderate.

eaves.ca Around the Web

In the past couple of weeks I’ve done a few interviews and been cited in a few articles. Don’t want to dwell on these so thought I’d just bundle them into one quick post.

First up, eaves.ca held its position as the 5th highest ranked political blog in Canada. While the methodology of the ranking system is probably not perfect and I doubt that I generate the 5th most web traffic in the country it is still nice to be ranked so well.

On August 3rd Michael Geist published ‘Crowdsourcing’ puts many extra hands to work in his regular column. In it he cites my work in Vancouver around open data and the upcoming release of a garbage reminder service I blogged about as examples (more on the Garbage reminder service soon).

Speaking of open data, on August 2nd Cloud of Data podcaster Paul Miller released an interview with me on Vancouver’s Open Motion and the future of open data in government. (Also available here.)

More locally, Jeffrey Simpson ran a piece on August 6th entitled Open Web advocates say social media needs reform in the Georgia Straight where Zak Greant, Mark Surman and I comment on privacy and data ownership in social networks.

Finally, Steve Anderson, the man running the saveournet.ca campaign to preserve internet neutrality in Canada penned these important pieces on the current CRTC hearings and process around the future of the internet regulation in Canada.

Why the Internet Will Shape Social Values (and not the other way around)

crystal-ballThe biggest problem in predicting the future isn’t envisaging what technologies will emerge – it is forecasting how individuals and communities will respond to these technologies. In other words I often find people treat technology as a variable, but social values as a constant. Consequently, as they peer into tomorrow, technology is examined only in terms of how it will change (and make easier) tasks – and not on how it will cause social values and relationships to shift. By treating social values as a constant we assume that technology will conform to today’s values. In truth, it is often the reverse that is the case – social values change and come to reflect the technology we use.

For example, I find people ask me if I’m nervous about blogging since, 20 years hence, someone may dig up a post and use to demonstrate how my thinking or values were flawed. Conversely, a friend suggested that social networks will eventually “auto-delete” photos so that any embarrassing pictures that might have ended up online will not be searchable. (Let’s put aside the fact that a truly embarrassing picture will likely get copied to several places.) In short, these friends cannot imagine a future where your past is accessible and visible to a wider group of people. In their view an archived personal history is anathema as it violates some basic expectations of anonymity (not to be confused with privacy) they are accustomed to. In their minds our mistakes, misadventures or even poor fashion choices need to be forgotten (or hidden in the vast grayness of history) in order for us to be successful. If not, we will somehow become social pariahs or certain doors may forever be closed to us.

To put it another way, it presumes that our future employers, social circles and even society in general will punish people who’ve ever had a thought others disagree with or will refuse to hire someone who’s ever had a embarrassing photo of themselves posted to the internet.

Really? If this is the case then the jobs of tomorrow are going to be filled by either the most conservative and/or timid people or (more troubling, but less surprising) by those best able to cover their tracks. I’m not sure either of these traits are what I’m want in a prospective employee. Should I hire someone who is afraid to publicly share independent thoughts? Do I want to work with someone too risk-averse to push a boundary or have fun? Or worse, should I contract someone who is highly adept at covering up their mistakes? If the jobs of the future are going to require creativity, originality and integrity why would I hire for the opposite traits?

Perhaps those whose lives are more visible online will be discriminated against. But it is also possible the inverse could be true. Those who have no online history have no discernible, verifiable track record, no narrative about how their values and thinking has evolved over time. While such a history will be filled with flaws and mistakes, it will at least be open and visible, whereas those who have lived offline will have a history that is opaque and verifiable only by their own handpicked references.

If anything, I suspect the internet is going to create a society that is more honest and forgiving. We will be returning to a world of thin anonymity – a world where it is difficult to escape from the choices you’ve made in the past. But the result won’t be a world where fewer people take risks, it will be a world that recognizes those risks were necessary and expected.

What would such a world look like? Well naturally it is going to be hard to imagine, because it is a world that would likely make you deeply uncomfortable (think of how hard it would have been 25 years ago to imagine a large swath of the population being comfortable with online dating). But there are perhaps microcosm we can look at. While dysfunctional in many ways the culture of Silicon Valley – in how it treats failure – may be a good example. While I’ve not lived in the valley, everything I’ve read about it suggests that it is hard to be taken seriously unless you’ve taken risks and have failedit demonstrates your willingness to try and learn. It is a community where it is easy to look into everyone else’s past – either by searching online or simply asking around. In this regard Silicon Valley is deeply honest – people own their successes and their failures – and it is a place that, in regards to business, is forgiving. Compared to many places on the planet, past failures (depending of course on the nature of depth of the error) are forgivable and even seen as a necessary right of passage.

All this isn’t to say that we should be limiting people’s ability for anonymity or privacy online. If someone wants their photos auto-deleted after 5 years, please let them do it. But let us at least always preserve choice – let us not architect our technology to solely conform to today’s social norms as we may discover we will be willing to make different choices in a few years.

Articles I'm digesting 24/7/2009

Been a while since I’ve done one of these and I’ve got a lot of great pieces I’ve been reading. So let’s get to it.

Designs on Policy by Allison Arieff (via David B.) and TED Talk: Are we in Control of our own Decisions? by Dan Ariely

I keep hearing about the interaction between policy and design (most flatteringly an architecture professor said I had a designer’s mind” the other day) and so over the past few years I try (with some success) to read as much as I can about design. David B sent me the Arieff piece which, of course, weds my passion for public policy with design. One thing I like is the way the piece doesn’t try to boil the ocean – it doesn’t claim (like in other places) that good design will solve every problem – just that it will help mitigate against it. Most intriguing for me is this line:

“It feels weird to have to defend design’s importance, yet also completely necessary. The United Kingdom has had a policy in place since 1949; Japan since 1956. In countries like Finland, Sweden, South Korea and the Netherlands, design is a no-brainer, reflected by the impeccable elegance, usability and readability of everything in those countries from currency to airport signage.”

A design policy? How civilized. That’s something I could get behind – especially after listening to Dan Ariely’s TED talk which is downright frightening at moments given how susceptible our decisions are (and most disconcerting the decisions of our doctors, dates and who knows whose) to the layout/perception of the choice.

Lost in the Cloud by John Zittrain

A few months ago I was in Ottawa and – surprisingly and unplanned – ended up at a pub with Richard Stallman. I asked him what he thought of Cloud Computing (a term he believes is too vague to be helpful) but was nonetheless viscerally opposed to it. Many of the reasons he cites are covered by Zittrain in this thoughtful piece. The fact is, Cloud Computing (or whatever term you may wish to use) is very convenient and it carries with it huge privacy, security and access challenges. This is potentially the next big challenge for those of us who support and Open Internet – the possibility of the internet being segmented into a series of walled gardens controlled by those who run the cloud servers is real and must be thought through. If you care about public policy and/or are a geek, read this.

Is it Time to Get Rid of the Foreign Service Designation?

Am I reading my own articles? No. I am, however, absorbed by the fascinating and constructive conversation taking place – mostly involving public servants – in the comments section underneath. Here are just some snippets:

  • “For 8 years I worked at DFAIT, observing and participating in the culture within the walls of a building named after a diplomat that Wikipedia states “is generally considered among the most influential Canadians of the 20th century.” Sadly, the elitism (whether earned or not) is only the cause of a bigger problem; lack of desire to collaborate, and almost no desire to change in an era where the only constant is change.”
  • “…as I left the issue of the FS classification was quietly but passionately part of the watercooler discussion. From my perspective, in spite of a nasty AG report on the dismal state of affairs of HR at DFAIT, the department has more pressing problems, such as credibility with central agencies, a coherent sense of mission and talent attraction and retention.”
  • “I am also a bit puzzled by people who saw your piece as an attack on DFAIT – you’re advocating for human resource reform to improve the department, after all. I’m still not sure why you think DFAIT is required though, or why Canadian foreign policy suffers when departments forumulate it without involving DFAIT.”
  • “It’s good to see that even Craig Weichel, President of PAFSO, is open to your suggestion that it might be good to have more foreign service officers circulate through other government departments…”

Putting the Cart Before the Horse by Peter Cowan

A great blog post about the lessons from implementing social media in a government agency. Peter Cowan – an Open Everything alum – is part of the team at Natural Resources Canada team that has been doing amazing work (NRCan is one of the most forward looking ministries in the world in this regard). Peter’s piece focuses on misunderstanding the “business case” for social media and how it often trips up large government bureaucracies. This abbreviated but extended quote on why traditional IT business cases don’t work or aren’t necessary is filled with great thoughts and comments:

“They (Social Media tools) are simple and viral and they cost very little to implement so the traditional requirements for upfront business needs definition to control risk and guide investment are not as important. In fact it would take more time to write a proposal and business case than to just put something out there and see what happens.

More importantly though social media are fundamentally new technologies and the best way to understand their business value is to get them into the hands of the users and have them tell you. To a large degree this is what has happened with the NRCan Wiki. Most of the innovative uses of the wiki came from the employees experimenting. They have not come from a clearly articulated business needs analysis or business case done in advance.

In fact, determining business needs in advance of having a tool in hand may actually lead to status quo approaches and tools. There is the famous Henry Ford… quote goes something like “if I had asked people what they wanted in a car they would have said faster horses”. We social media folks usually deploy this quote to highlight the weakness of focusing too much on responding to people’s perceptions of their existing business needs as a determinant of technology solution since people invariably define their needs in terms of improving the way they are already doing things, not how things could be done in a fundamentally new way.

Genius.

Google’s Microsoft Moment by Anil Dash

A fantastic piece about how Google’s self-perception is causing it to make strategically unsound choices at the same time as its public perception may be radically shifting (from cute fuzzy Gizmo in to mean nasty Stripe). A thoughtful critique and a great read on how the growth and maturation of a company’s culture needs to match its economic growth. I’ve added Anil Dash to by must read blogs – he’s got lots of great content.

A Neo-Progressive Manifesto

This piece builds on my thoughts regarding Umair Haque’s Generation M Manifesto.

Dear conservatives on the Left and Right – and those beholden to them.

We would like to break up with you.

Every day, we see a widening gap in how you and we understand the world — and what we want from it. It’s been a long time coming but we have irreconcilable differences.

You wanted big, fat, universal and eternal institutions. We want renewable, transparent, responsive, and people-oriented organizations.

You turned politics into a divisive word. We want open, engaged and deep democracy — everywhere.

You wanted financial fundamentalism – be it unrestricted, unregulated capitalism or protected and subsidized industrialism. We believe in a post-industrial economy: a shift from the hierarchical to decentralized with the use of markets as a progressive policy tool.

You wanted big growth, measured only by GDP. We want smart growth and real value, built by people with character, dignity and courage.

You wanted organizations hidden behind veils of secrecy. We want open institutions, fit for survival, designed to grow and share wealth, that seek to create markets, not own them.

You believed in top-down and trickle-down. We believe in emergent and bottom-up.

You prized biggie size life: McMansions, gas guzzlers, and McFood. We want a sustainable, humanized life.

You let citizens devolve into consumers and users. We want citizens to be hackers, creators and… citizens.

You’ve claimed the choice is between a winner take all society or a no winner society. We want an eco-system that rewards talent, ideas, productivity and collaboration – we want a meritocracy.

You wanted a culture that is controlled by the past. We want a free culture that builds on the past.

You’ve wanted to protect monopolies or protect jobs. We want an economy that allows for creative destruction.

You wanted exurbs, sprawl, and gated anti-communities. We want a society built around sustainable communities.

You wanted more money, credit and leverage — to consume ravenously. We want to be great at doing stuff that matters.

There’s a tectonic shift rocking the social, political, and economic landscape. We are pro-ams, we are creatives, we are hackers, we are neo-progressives and we are legion.

Who are neo-progressives? We are engaged. We start non-governmental organizations, work internationally, create social enterprises, volunteer in our communities, start socially conscious businesses and advocate outside of organized politics. We are a growing number of people who act differently – doing meaningful stuff that matters the most.

Neo-progressives are those of us who have not found a natural home on the left or the right of traditional politics and are increasingly returning to the core values of historical progressivism, using evidence-based public policy to help ensure the equality of opportunity in a market-based economy.

Everywhere we look, we see an explosion of neo-progressive businesses, NGOs, open-source communities, local initiatives, and government. Who are the neo-progressive role models? Obama, kind of. Larry and Sergey. The Threadless, Etsy, and Flickr peeps. Ev, Biz, and the Twitter crew who made Tehran 2.0 possible. Calvin Helin, Wendy Kopp and Teach for America, Tzeporah Berman and the ForestEthics crew as well as Mitchell Baker and the Mozilla community. The folks at Kiva, Talking Points Memo, and FindtheFarmer. Anita Roddick, Margot Fraser, Muhammad Yunus, Hernando de Soto Polar and Jeff Sachs are like the grandparents of neo-progressivism. There are tons where these innovators came from.

The creative destruction neo-progressives want isn’t just awesome — it’s vitally necessary. And if you think it all sound idealistic, think again.

We face global warming, a financial meltdown, a de-industrializing economy, increasing inequality (both nationally and internationally) and the possibility of catastrophic terrorism.

But the real crisis is the same one that confronted us in the late 18th century and in the mid 20th century and it isn’t going away, changing, or “morphing.” It’s the same old crisis — and it’s growing.

You’ve failed to recognize it for what it really is. It is in our institutions: the rules by which our economy is organized.

But increasingly they’re your institutions, not ours. You made inherited them but you failed to renew them and now they’re broken. Here’s what we mean:

“… For example, the auto industry has cut back production so far that inventories have begun to shrink — even in the face of historically weak demand for motor vehicles. As the economy stabilizes, just slowing the pace of this inventory shrinkage will boost gross domestic product, or GDP, which is the nation’s total output of goods and services.”

Clearing the backlog of SUVs built on 30-year-old technology is going to pump up GDP? So what? There couldn’t be a clearer example of why GDP is a totally flawed concept, an obsolete institution. We don’t need more land yachts clogging our roads: we need a 21st Century auto industry.

We were (kind of) kidding about seceding before. Here’s what it looks like to us: every era has a challenge, and this is ours: to renew what’s been given us and create what wasn’t — to ensure we foster a sustainable shared prosperity.

Anyone — young or old — can answer it. Neo-progressivism is about ensuring governing and economic institutions once again reflect progressive values. It is more about what you do and who you are than where you fit on a broken political spectrum. So the question is this: do you still belong to the 20th century – or the 21st?

The Neo-Progressive Manifesto Prelude (or why Generation M must be remixed)

On Wednesday Umair Haque’s posted a Manifesto for Generation M. The post has received some praise and some serious criticism.

I’d be lying if I said the post didn’t resonate with me on certain level – heck, that is why I remixed it (lightly) on Friday night. Many of the manifesto’s ideas and links – and above all, its message of institutional failure – tapped into the challenges and issues Taylor and I sought to weave together in Progressivism’s End: How the Left is Killing Progressive Politics.

Now, at the end of the weekend, having reflected on it further alone, with friends and with Taylor, there is still lots I agree with. We do face a crisis of institutions and, frankly, there are a large number of people who would like to simply dial back the clock (some 10 years, others 35) and say – that’s it, problem solved. I believe Umair is saying that isn’t going to work. And I agree with him.

So having said that, I’ve got two observations and a final mega-remix to make to the Generation M Manifesto.

1. It Ain’t a Generational Divide

In reading the comments (especially this one) and talking with friends I was reminded how Taylor and I shied away from using a generational analysis like that adopted by Umair. This was an explicit choice. Our piece is about the death of progressive politics and what we believe is emerging in its place – it is the kind of narrative that, on the surface, appears to lend itself intuitively to generational divide. But the divide is not generational. First, let’s be honest, there are lots of Social Darwinian, self-centered, materially driven people in every generation.

Consider Canada, which many falsely believe is broadly immune to such thinking despite producing Mark Steyn. But consider the research in Sex in the Snow by Michael Adams. Drawing from his social values surveys, Adams concluded that Gen X could be divided into 5 “tribes.” Two of these tribes – the ‘New Aquarians‘ (13% of Gen Xers) and the ‘Autonomous Post-Materialists‘ (20%) would probably find the ideas in Umair’s Manifesto (as well as, hopefully, Taylor and I’s piece) resonate with them. However, among the other three ‘Gen X’ tribes, many of the ‘Aimless Dependents‘ (27%), the ‘Thrill-Seeking Materialists‘ (25%) and ‘Social Hedonists‘ (13%) would likely fall along a spectrum defined at one extreme by mild interest and the other by outright hostility. Still more would probably feel complete indifference to either Umair’s Manifesto or our piece.

This breakdown is true among Baby Boomers as well. I suspect that Autonomous Rebels (25% of boomers) and Connected Enthusiasts (14%) would be more inclined to identify with much of the Manifesto while Anxious Communitarians, (20% ) and Disengaged Darwinists, (41%) would be less inclined.

In short, a generational analysis simply isn’t accurate. But that is only the half of it. The other reason Taylor and I shied away from generational analysis because such an analysis is likely to hamper the development of a self-identifying and self-organizing group to champion and implement the ideas we (and Umair) highlight. While the Manifesto will inspire some, it’s analytical lens will, however, also alienate potential allies while simultaneously assuming those potentially indifferent or even hostile to its ideas are in agreement. If there is going to be a movement, it is wise to know who’s in, who’s out, and who doesn’t care.

2. It’s About Values

What is notably absent from Umair’s manifesto is any mention of values. It’s not that they aren’t there – it’s that they are left implicit. The values I see reflected in Umair’s post aren’t new; in fact they are quite old. This is the central piece to Taylor and I’s argument – that progressives have become more attached to the institutions they inherited than to the values those institutions were built to serve:

The rise of industrial capitalism during the 19th century led to a series of tense societal changes. These included the emergence of an urban working class, increasing inequality and the new possibility of total war. In response, three generations of pragmatically driven “progressives” emerged. Opposing both the socialist left and the laissez-faire right, they championed values such as equality of opportunity, meritocracy, government transparency and empirical inquiry.

This is the source of the crisis. It is not that one generation held values that another didn’t. It’s that the institutions we inherited don’t always reflect those values in a world where globalization, technology and social values have altered how we work, play and live. Taylor and I (and I suspect Umair) are frustrated because we see enormous time, money and energy being spent in an effort to architect our economy, our government and our public spaces to serve and preserve these institutions, rather than ensuring these institutions support us and an economy, government and public space we believe are essential for a prosperous and sustainable future.

So the question becomes how to ensure the values of equality of opportunity, meritocracy, government transparency, empircal inquiry – along with human rights, and the environment, get imbued into the policies, institutions, communities and companies we will inherit and create? It feels like the first step is to articulate them clearly. This way, when some of these new institutions begin to change we’ll know it is time to reform, abandon or simply move on.

3. Post-Potter Authenticity; and Where are the Women?

Finally, some quick hits. In a post-Rebel Sell world we need to be really careful about talking about authenticity. Even the “authentic” is constructed…  (If you haven’t read The Rebel Sell – go find a copy. Heath and Potter are brilliant).

Also, where are the women? Umair’s manifesto lists Generation Mers but there is almost nary a women among them. (I only counted one – Flickr had a female co-founder).

Gen M is about passion, responsibility, authenticity, and challenging yesterday’s way of everything. Everywhere I look, I see an explosion of Gen M businesses, NGOs, open-source communities, local initiatives, government. Who’s Gen M? Obama, kind of. Larry and Sergey. The Threadless, Etsy, and Flickr guys. Ev, Biz and the Twitter crew. Tehran 2.0. The folks at Kiva, Talking Points Memo, and FindtheFarmer. Shigeru Miyamoto, Steve Jobs, Muhammad Yunus, and Jeff Sachs are like the grandpas of Gen M. There are tons where these innovators came from.

I’m sure this is a problem that can be crowd sourced – but it had better happen quickly. In our piece, Taylor and I used Tzeporah Berman (Environmental Activisit), Calvin Helin (First Nations Lawyer) and Dan Florizone (Public Servant) as cases. Here I think is another place the manifesto could do with more examples – those doing work in the non-profit and government sector.

A real remix

Again – there are a lot of people who are going to jump on Umair. Indeed on some sites the Law of Fail has already been reached:

Once a web community has decided to dislike a person, topic, or idea, the conversation will shift from criticizing the idea to become a competition about who can be most scathing in their condemnation.

I’m not one of them. I understand why Umair is frustrated. I’m not certain that a generational analysis is the right approach but I do agree that we are not sufficiently wrestling with the question of how we redesign market regulation, democratic institutions, financial regulation, etc… to help foster the communities, environment and economy we want for the 21st century.

So with this in mind I’m going to take another cut at remixing the Manifesto. Indeed, it may be so dramatically different it is simply a re-purposing.  Increasingly, I sense that we’ve got to put values back into the equation and tackle figure out what are the cleavages in our society that do distinguish those opposed to reform from those in favour – in short, I’m going to remix it into a Neo-Progressive Manifesto.

The Generation M Manifesto (Re-mixed v.1)

I’ve always been a big Umair fan and think you should to. He writes about everything Taylor and I were getting at in our piece about The Death of Progressive Politics and the need for a neo-progressive movement.

On Wednesday Umair Haque published The Generation M Manifesto on his blog. In the very best spirit of Generation M he asked others to edit and re-mix the manifesto. I’ve added a few lines (all my edits are in red), removed the reference to “I” (underlying thinking: this is a manifesto for a group), removed the “I thinks” (this is no time to hedge ourselves)

I want to think about this more but here’s my first crack.

Dear Old People Who Run the World,

My generation would like to break up with you.

Everyday, I we see a widening gap in how you and we understand the world — and what we want from it. It’s been a long time coming but I think we have irreconcilable differences.

You wanted big, fat, lazy “business.” We want small, responsive, micro-scale commerce.

You turned politics into a dirty word. We want authentic, deep democracy — everywhere.

You wanted financial fundamentalism. We want an economics that makes sense for people — not just banks.

You wanted shareholder value — built by tough-guy CEOs. We want real value, built by people with character, dignity, and courage.

You wanted organizations hidden behind a veils of secrecy. We want open institutions, fit for survival, designed to grow and share wealth, that seek to create markets, not own them.

You wanted an invisible hand — it became a digital the sleight of hand. Today’s markets are those where the majority of trades are done literally robotically. We want a visible transparent handshake: to trust and to be trusted.

You wanted growth — faster. We want to slow down — so we can become better.

You didn’t care which communities were capsized, or which lives were sunk. We want a rising tide that lifts all boats.

You wanted to biggie size life: McMansions, Hummers, and McFood. We want to humanize life.

You let citizens be devolve into consumers and users. We want citizens to be hackers, creators and… citizens.

You wanted a culture that is controlled by the past. We want a free culture that builds on the past.

You wanted exurbs, sprawl, and gated anti-communities. We want a society built on authentic around sustainable communities.

You wanted more money, credit and leverage — to consume ravenously. We want to be great at doing stuff that matters.

You sacrificed the meaningful for the material: you sold out the very things that made us great for trivial gewgaws, trinkets, and gadgets. We’re not for sale: we’re learning to once again do what is meaningful.

There’s a tectonic shift rocking the social, political, and economic landscape. The last two points above are what express it most concisely. I hate labels, but I’m going to employ a flawed, imperfect one: Generation “M.” We are pro-ams, we are creatives, we are neo-progressives, we are hackers, we are Generation “M” and we are legion.

What do the “M”s in Generation M stand for? The first is for a movement. It’s a little bit about age — but mostly about a growing number of people who are acting very differently. They are doing meaningful stuff that matters the most. Those are the second, third, and fourth “M”s.

Gen M isn’t just kind of awesome — it’s vitally necessary. If you think the “M”s sound idealistic, think again.

The great crisis isn’t going away, changing, or “morphing.” It’s the same old crisis — and it’s growing.

You’ve failed to recognize it for what it really is. It is, as I’ve repeatedly pointed out, in our institutions: the rules by which our economy is organized.

But increasingly they’re your institutions, not ours. You made inherited them but you failed to renew them and now they’re broken. Here’s what I we mean:

“… For example, the auto industry has cut back production so far that inventories have begun to shrink — even in the face of historically weak demand for motor vehicles. As the economy stabilizes, just slowing the pace of this inventory shrinkage will boost gross domestic product, or GDP, which is the nation’s total output of goods and services.”

Clearing the backlog of SUVs built on 30-year-old technology is going to pump up GDP? So what? There couldn’t be a clearer example of why GDP is a totally flawed concept, an obsolete institution. We don’t need more land yachts clogging our roads: we need a 21st Century auto industry.

I was We were (kind of) kidding about seceding before. Here’s what it looks like to me us: every generation has a challenge, and this, I think, is ours: to foot the bill for yesterday’s profligacy — and to create, instead, an authentically, sustainable shared prosperity.

Anyone — young or old — can answer it. Generation M is more about what you do and who you are than when you were born. So the question is this: do you still belong to the 20th century – or the 21st?

Structurelessness, feminism and open: what open advocates can learn from second wave feminists

Just finished reading feminist activist Jo Freeman’s article, written in 1970, called The Tyranny of Structurelessness. She argues there is no such thing as a structureless group, and that structurelessness tends to be invoked to cover up or obscure — and cannot eliminate — the role, nature, ownership and use of power within a group.

The article is worth reading, especially for advocates of open (open-source and openspace/unconference). Occasionally I hear advocates of open source — and more frequently hear organizers of unconferences/openspaces — argue that because of the open, unstructured nature of the process, they are more democratic than alternatives. Freeman’s article is worth reading as it serves as a useful critique of the limits of open as well as a reminder that open groups, organizations and processes are neither structureless, nor inherently democratic. Claiming either is at best problematic; at worst it places the sustainability of the organization or effort in jeopardy. Moreover, recognizing this reality doesn’t make being open less powerful or useful, but it does allow us to think critically and have honest conversations about to what structures we do want and how we should manage power.

It’s worth recognizing that Freeman wrote this article because she did want feminist organizations to be more democratic (whereas I do not believe open source or unconferences need to be democratic), but this does not make her observations less salient. For example, Freeman’s article opens with an attack on the very notion of structurelessness:

“…to strive for a ‘structureless’ group is as useful and as deceptive, as to aim at an ‘objective’ news story, ‘value-free’ social science or a ‘free’ economy. A ‘laissez-faire’ group is about as realistic as a ‘laissez-faire’ society; the idea becomes a smokescreen for the strong or the lucky to establish unquestioned hegemony over others. This hegemony can easily be established because the idea of ‘structurelessness’ does not prevent the formation of informal structures, but only formal ones.”

This is an important recognition of fact, one that challenges the perspective held by many “open” advocates. In many respects, unconferences and some open source projects are reactions to the challenges and limitations of structure — a move away from top-heavy governance that limits creativity, stifles action and slows the flow of information. I have personally (and on many occasions) been frustrated by the effect that the structure of government bureaucracies can have on new ideas. I have seen how, despite a clear path for how to move an idea to action, the process nonetheless ends up snuffing the idea out before it can be acted upon — or deforms it to the point of uselessness.

But I have also experienced the inverse. I’ve personally experienced the struggle of trying to engage/penetrate an open source community. Who I should talk to, how to present my ideas, where to present them — all often have rules (of which, within Mozilla, I was usually informed by friends on the inside — while occasionally I discovered the rules awkwardly, after grossly violating them). Most open source communities I know of — such as Mozilla or Canada25 —  never claimed (thankfully) to be democratic, but there is an important lesson here. Recognizing the dangers of too much (or rather the wrong) structure is important. But that should not blind us to the other risk — the danger outlined above by Freeman for feminists in 1970: that in our zeal to avoid bad structure, we open advocates begin to pretend that there is no structure, or no need for structure. This is simply never the case. No matter what, a group structure exists, be it informally or formally. The question is rather how we can design a flexible structure that meets our needs and enables those whom we want to participate, to participate easily.

The danger is real. I’ve been to unconferences where there are those who have felt like insiders and others who have known they were outsiders. The same risk – I imagine – exists for open source projects. This isn’t a problem in and of itself – unless those who become insiders start to be  chosen not solely on account of their competence or contribution, but because of their similarities, shared interests, or affableness to the current set of insiders. Indeed, in this regard Freeman talks very intelligently about “elites”:

“Elites are not conspiracies. Seldom does a small group of people get together and try to take over a larger group for its own ends. Elites are nothing more and nothing less than a group of friends who also happen to participate in the same political activities. They would probably maintain their friendship whether or not they were involved in political activities; they would probably be involved in political activities whether or not they maintained their friendships. It is the coincidence of these two phenomena which creates elites in any groups and makes them so difficult to break.”

This is something I have witnessed both within an open source community and at an unconference. And this is not bad per se. One wants the organizers and contributors in open projects to align themselves with the values of the project. At the same time, however, it becomes easy for us to create proxies for shared values — for example, older people don’t get unconferences so we don’t ask them, or gloss over their offers  to help organize. Those who disagree with us becomes labelled trolls. Those who disagree sharply (and ineffectively) are labelled crazy, evil or stupid (or assumed to be suffering from asperger’s syndrom). The challenge here is twofold. First, we need to recognize that while we all strive to be meritocratic when engaging and involving people we are often predisposed to those who act, talk and think like us. For those interested in participation (or, for example, finding the next million mozillians) this is of real interest. If an open source community or an unconference does want to grow (and I’m not saying this should always be a goal), it will probably have to grow beyond its current contributor base. This likely means letting in people who are like those already participating.

The second challenge isn’t to make open source communities more democratic (as Freeman wished for the feminist movement) but to ensure that we recognize that there is power, we acknowledge which individuals hold it, and we make clear how they are held accountable and how that power is transitioned.  This can even be by dictate — but my sense is that whatever the structure, it needs to be widely understood by those involved so they can choose, at a minimum, to opt out (or fork) if they do not agree. As Freeman notes, acting like there is no power, no elite or no structure does not abolish power. “All it does is abdicate the right to demand that those who do exercise power and influence be responsible for it.”

In this regard a few thoughts about structure come to mind:

  1. Clarity around what creates power and influence. Too often participants may not know what allows one to have influence in an open setting. Be clear. If, in an open source community, code is king, state it. And then re-state it. If, in an unconference, having a baseline of knowledge on the conference subject is required, state it. Make it as clear as possible to participants what is valued and never pretend otherwise.
  2. Be clear on who holds what authority, why, and how they are accountable. Again, authority does not have to be derived democratically, but it should be as transparent as possible. “The bargain” about how a group is being governed should be as clear to new contributors and participants as possible so that they know what they are signing for. If that structure is not open to change except by an elite, be honest about it.
  3. Consider encoding ideas 1 and 2 into a social contract that makes “the bargain” completely clear. Knowing how to behave is itself not unimportant. One problem with the “code is king” slogan is that it says nothing about behaviour. By this metric a complete jerk who contributes great code (but possibly turns dozens if not hundreds of other coders off of the project) could become more valued then a less effective contributor who helps new coders become more effective contributors. Codifying and enforcing a minimum rule-set allows a common space to exist.
  4. Facilitate an exit. One of the great things about unconferences and open source is the ability to vote with one’s feet and/or fork. This means those who disagree with the elite (or just the group in general) can create an alternative structure or strike up a new conversation. But ensure that the possibility for this alternative actually exists. I’ve been to unconferences where there was not enough space to create a new conversation – and so dominating conveners tortured the participants with what interested them, not the group. And while many open source projects can be forked, practically doing so is sometimes difficult. But forking – either an open source project or a conference conversation – is an important safety valve on a project. It empowers participants by forcing elites to constantly ensure that community members (and not just the elites) are engaged or risk losing them. I suspect that it is often those who are most committed (a good thing) but feel they do not have another choice (a bad thing) who come to act like resentful trolls, disrupting the community’s work.

Again, to be clear, I’m using Freeman’s piece to highlight that even in “open” systems there are structures and power that needs to be managed. I’m not arguing for unconferences or open source communities to be democratic or given greater structure or governance. I believe in open, transparency and in lightest structures possible for a task. But I also believe that, as advocates of open, we must constantly be testing ourselves and our assumptions, as well as acknowledging and debating practises and ideas that can help us be more effective.

Footnote on BC-STV

Had a really nice breakfast with Taylor Gunn of Student Vote yesterday. For those who aren’t familiar with their work I strongly encourage you to take a look at their website. For me, they are a great reminder that citizenship is a learnt skill and responsibility – and they work as hard as anyone to foster it.

Looking over the Student Vote website I was struck by their results for the BC election. I wasn’t surprised by the NDP’s strong and the Green’s (relatively strong) showing as young people tend to lean left. Indeed, if anything I was surprised the Green’s didn’t do better given how much I thought the party was driven by youth. No what surprised me was the referendum outcome – specifically how poorly the BC-STV vote did among student “voters” particularly in comparison to last time.

Gunn was telling me that last time, student “voters” passed BC-STV whereas this time the referendum was defeated 55.59% vs. 44.41% with 64 districts opposed and only 17 in favour. This means even among some of the most idealistic “voters” in the province support dropped at least %15 and likely more (I don’t know the specific results for the last election). My sense is that there are again two reasons for this:

1) that reframing the question to a choice between two systems as opposed to a “yes” or “no” for change may have affected voters more dramatically then people thought. Do people want change? Frequently they say yes. But show them what the specifics of what that change will be and they are often less enthusiastic. I’ve always been struck by an exit poll I remember seeing after the 2001 election in which only 35% of voters who voted “yes” in the referendum actually knew what they were voting for.

2) the second is that I think more exposure to BC-STV – both positive and negative – had a culminative negative impact. BC-STV supporters beleived that the more people learnt about BC-STV the more they would like it. I think they exact opposite occured. The more they learnt, the more questions they had and the less the understood or liked the proposed system. I’m open to the possibility that all these student voters were exposed to a negative add campaign that shifted their opinions but it feels a little like a stretch.

North America and the Auto Sector: The Upside of Down

Anyone else notice how circumscribed the debate over the auto sector has been? Some news outlets have occasionally asked “is the bail out fair?” but the discussion has remained fairly limited. Specifically, pieces on the auto-sector bailouts tends to be restricted to the negative consequences in relation to the costs in jobs: the moral hazard the bailout creates, the (unfair) treatment the bailout affords autoworkers, the concerns over the enormous burden the bailouts imposes on taxpayers, the impact on affected communities. Even within this narrow discourse,few commentators have even been outspoken. Maclean’s has probably been the most interesting. It bluntly outlined the gong show the industry has become  with this set of amazing statistics and its columnist Andrew Coyne published has posted piece after piece where he rightly points out the opportunity cost of bailing out the auto industry.

However, none of the commentary on the North American auto-sector’s dramatic decline has touched on how this change will impact the continent’s political and policy landscape. It interesting because, while it isn’t polite to talk about it, the fact is, there are upsides to the decline of the North American auto sector.

Start wit the fact that we will now only have one or two (smaller) American auto companies and their relative importance to the US economy will be dramatically diminished. It is hard to imagine that the political muscle of this sector will not equally diminish. This is no small matter. Huge swaths of American (and thus, in part, Canadian) public policy is explicitly and/or implicitly focused on ensuring that people either need cars, or that cars are never a burden. (Remember, these are companies that, with political and government acquiescence, bought up public transport companies across the US just so they could tear up the tracks their trams ran on to push people into cars or, if they had to, the buses the car companies built.)

So everything from highways, to urban planning, to emission controls, to business hours… almost everything in our society, is shaped by the fact that cars and the auto-sector were a large and integral part of the North American economy and its social fabric.

And so all these decision, all these debates about how North Americans should structure their society, they are all going to open up again as American auto companies cease to exist or decline in importance. The US congress is much more likely to impose tougher emission restrictions if those restrictions most likely impact foreign companies. If more roads don’t create more American jobs and profits then public transport – not the auto-sector – becomes slightly more appealing to subside.

It is true that Americans (and Canadians) love their cars. But this love didn’t come out of nowhere, it was nursed by decades of social policy and economic planning. Now the incentives that created and sustained that process are potentially irrevocably weakened. The consequences are terrible for those who work in the sector, but they may end up being liberating and renewing for society at large. For cities, citizens and communities the implicit legal, political and policy barriers that have prevented alternatives are already beginning to decay.

At that’s a big upside.
