Misunderstanding and understanding the Open Data Hype

On Wednesday Gartner’s Andrea Dimaio wrote an interesting blog post entitled Open Data and Application Contests: Government 2.0 at the Peak of Inflated Expectations which Peter Smith nicely linked to the Gartner’s Hype Cycle graph from Wikipedia. I want to break his post down into three components. Two – the bad and the good, I’m going to talk about today – the third, which I’ll tackle on Monday involves some mapping and fun.

The Bad

As someone whose been thinking about and working on Open Data and Gov 2.0 for several years now three things struck me as problematic about Andrea’s post. Firstly, he misunderstands the point of open data. While many people – self-included- talk about how it can empower citizens, citizens will not be its primary beneficiary. The biggest user of open data portals is going to be government employees. Indeed, Tim Wilson reminded me the other day of our conversation with Jason Birch, the thought leader who made much of Nanaimo’s geo-data public, where he talked about how he wasn’t actually tasked with sharing data publicly – he was tasked with making the data available to other Nanaimo city employees. Sharing it with citizens was a (relatively) cost free addition. These projects aren’t about serving some techo-literati, it is about getting a city to first and foremost talk to itself – having it talk to its citizens is an important (and democracy expanding) benefit.

Second, was this unfortunate anecdote:

Yesterday I was discussing with a British client over lunch and he told me how the publication of data may lead to requests for more data (through the Freedom of Information Act), in a never-ending cycle of information gathering which is likely to cost a lot to both government and taxpayers. Another client observed (as I said in a previous post) that there is no way people will be able to tell to what extent a mash up on an application actually uses official, trusted government data.

Could government become swamped with data requests? Who knows, but in theory… it shouldn’t. Making data available should reduce the amount of time public servants spend responding to requests by diverting requests to open data portals. But let’s say Andrea’s concerns are valid and that, as a result of open data, citizens become more actively concerned and interested in how government works and thus Freedom of Information Act requests increase. The horror… citizens are interested in government! Citizens want to know how decisions are made! Remind me again… why is this a problem?

The real problem here isn’t access to data, it’s that the Freedom of Information Act process is itself broken. If open data creates a further demand for more transparent government and pushes us to foster better mechanisms for sharing government information, this is a good consequence. As for concerns that people might misrepresent public data, well a) people can already do this and we haven’t had a rash of bad applications, but even if they tried… people will stop using their service pretty quick.

Finally, another nice thing about public data is that it tends to get very clean, very quickly. My concern isn’t that government data will be misrepresented… I’m concerned that government data is already wrong and isn’t being verified. Knowing that someone might actually look at a data set is one of the most powerful incentives for organization to improve its collection. (Something Clay Shirky noted in a talk he made the other day at a Bioinformatics conference I’m at).

(There is of course, one group who may not see these a good consequences as it will change how they work: British public servant like Andrea’s client’s who raised the objections… but then they pay Gartner’s bills, not you.)

The Good

The end of Andrea Dimiao’s piece is where we find common ground. I agree that the Apps for Democracy competitions run the risk of limiting the definition of “the public” to citizen coders.  We want broader participation – particularly once more complex data sets like budgets, procurement and crime data are released – from academics, citizens groups and NGOs. Here in Vancouver we’ve talked about focusing any Apps competition on the themes of homelessness, housing and the environment, since these have been the dominant concerns of citizens in recent years.

More importantly, I agree (and love) Dimiao’s concept of employee-centric government. Indeed, my chapter for Tim O’Reilly’s upcoming book on Open Government makes a parallel argument, that namely we should stop trying to teach an analogue government to talk to a digital public and instead focus on making government digital (ie. getting it “open,” networked and using web 2.0 internally) first.

And perhaps most importantly, I agree that government 2.0 risks being over-hyped. I still believe in the potential, but know that getting there is going to be a painful process (mind the gap!). Government 2.0 advocates should expect lots of resistance and adoption problems ahead – but then change is painful.

Vancouver's Open Data Portal: Use it, or Lose it.

As some of you saw yesterday via Twitter, Vancouver has launched a beta version of its open data portal. This is a major milestone for Vancouver on several levels. It is a testament to our politicians, who had the vision and foresight to embrace this idea. It is a tribute to the city’s staff who have worked unbelievably hard to make this project come alive so quickly. It is a triumph for those of us who advocate and have been working with the city to move us towards open government and government as platform. Finally, it represents an enormous opportunity for coders and citizens alike, and it is to this group that I’d like to address this blog post.

The Data Portal represents an opportunity for citizens, especially citizen coders, to help create a City that Thinks Like the Web: a city that enables citizens to create and access collective knowledge and information to create new services, suggest new ideas, and identify critical bugs in the infrastructure and services, among other a million other possibilities.

But the open data is only the part of the puzzle. Yes, our data is now beginning to be set free. But we have to use it.

If not, we’ll risk losing it.

I wish I could say that the city will share data no matter what and that political support will continue forever. But the fact is, municipal resources are limited. While the potential of open data is enormous, we need more than potential; we need some wins. More importantly, we need an active and engaged community working to make Vancouver better, more efficient, and more interesting because of our open data. We need to show politicians and public servants in Vancouver, but also in Edmonton, Calgary, Ottawa, Toronto, Montreal, Nanaimo, Moncton and other places across the country that citizens want access to data, and that if we get it, we will help their city (or province, or country) come alive in new and inventive ways.

Back in June, shortly after City Council passed Open3 (the nickname for the Open Motion), I gave this presentation to both City staff and at Open Web Vancouver. In it I described how “the bargain” Clay Shirky says exists on every successful web 2.0 site also exists in cities that want to think like the web.

In our case the bargain is simple: On one side, the city agrees to share as much data as it possibly can, in open formats, as quickly as it can. On the other side, the community – and in particular citizen coders – must make that data come alive in applications, websites and analysis. The city has taken the first step in fulfilling its side of the bargain. (And yes, we need to keep adding more data; there is work to be done.) Now it is time to activate the other half of the bargain. If we don’t, we put the deal at risk.

So what can you do?

First, you can code up an app, or find ways to help those who are. Indeed, there is going to be a Hackathon tomorrow evening at the Vancouver Archives to do just this. A number of projects are already underway that you can join – or start one yourself! I will be there myself, and I encourage you to swing by too.

Second, if you’d like to build an application, but the dataset you need is currently not available, then complete the city’s Open Data priority survey!

I’m enormously excited to see what evolves next. As many of you know, I’ve been advising the Mayor’s Office on open data and open government for several months now – and through my work with them and with city staff, I’ve been deeply impressed by the energy and commitment that I’ve seen. As far as I know, only three major cities have created data portals such as this, and to do this in three months is incredible. Over the next few days I’m going to share some more thoughts on what the Open Data portal means for Vancouver. The Rat Pack of Public Service Sector Renewal

As many of you know I spend a lot of time thinking about public service sector renewal – that’s a wonkish term for renewing the public service. I do it because I think the public service is one of the most important institutions in the country since it affects everything we do, pretty much every day.

Over the past few years I’ve met more and more people who are equally passionate about this issue. Some I’ve met in person, others I’ve just chatted with by email. But, over the last 4 years I’ve watched a small group of bloggers – a rat pack of public service sector renewal – emerge. We’re scattered across the country and have come to from different angles but we all care about how our government is, how it should be, and how we can get to from the first place to the latter.

This is no easy task. I’m outside of government so it’s easier for me to speak truth to power. That’s why I’m so impressed with the other rat packers, in pursuit of making government better some have put their jobs on the line from time to time. I’d encourage you to go check our their blogs and give them a read.

The CPSR rat pack:

Me: as my readers know, my own thinking on public service sector renewal tends to focus on public policy development, and how it is going to be impacted by demographic change, technology, social media, networks and emergent systems.

Nick Charney’s blog CPSRenewal is one of the best blogs on public service sector renewal out there. Nick often does a weekly roundup of CPSR articles and blog posts, interviews with public servants and generally shares his thoughts.

Etienne Laliberte is one of the bravest public servants I know. A couple of years ago he wrote “An Inconvenient Renewal” in which shared his thoughts on renewal. Most important, his is probably the only document I’ve seen that treats renewal as a management problem, not a policy problem (something I’ve discussed in the past and intend to talk about again shortly). You can catch him at his blog as well.

A couple of other people I think of as being part of the Rat Pack include Peter Cowan – an OpenEverything alumnus – whose part of a team doing very interesting work with social media tools at Natural Resources Canada.

Thomas Kearney, who doesn’t blog, but is amazing nonetheless, has been a big part of the work behind GCPEDIA.

There’s Laura Wesley’s who’s got a great blog over at Results for Canadians: Measuring Success in Government. Nice to have someone concerned with how we measure success!

And finally there is the outspoken Douglas Bastien at Government of Canada 2.0, ready to tell it as it is and take no prisoners.

Feeding the next economy – Give us a stimulus that stimulates, not placates

Last December – as the debates over the stimulus packages were just beginning, I wrote a piece on why the wrong stimulus today could fail us tomorrow. Well, today has become tomorrow, and we are failing.

A stimulus package should be an investment. It should create new industries and markets, it should find help create efficiencies and improve productivity, in short, in should help the economy grow in a sustainable manner. In the last depression the government accomplished this by funding infrastructure necessary for the 20th century economy, things like roads and highways for cars and transportation, power stations and grids for cities and industry, university buildings for education. Today, we already have much of that infrastructure and – while some of it needs to be renewed – we need to be focusing on what infrastructure is needed for the next economy – the digital economy – that will carry us out of this recession.

So what powers the digital economy? It isn’t coal, steel or cars and power (although these things are necessary), it’s data and connectivity.

Data is the plankton of the new economy. It seems plentiful, tiny and insignificant. But a whole ecosystem of companies, large and small are emerging to feed off of it and support our next economy. People often fail to recognize that the largest company already created by the new economy – Google – is a data company.  Google is effective, rich and powerful not because it sells ads… but because it generates petaflops of data everyday from billions of search queries. This allows it to know more about our society, and sometimes us individually – the merchandise we like, the services we want, the spam we’ll receive, even if the likelihood we’ll get sick in 4 months – than we know about yourself. Give people access to data and they will use it to become more efficient (freeing up more money to reinvest) and to create new services and opportunities (creating new jobs and profits).

Look no further than the City of Washington DC. It created a publicly available database of city collected and created data and asked local individuals and companies to use it. The result? A $50,000 dollar investment in changing processes and offering prize money has so far yielded $2.3M in value. That’s a 46 times return on investment in one year.

Now imagine that at a national level. Imagine Statistics Canada making all its data available freely (since taxpayers have already paid for its creation). As I outlined in a talk to StatsCan last year, not only would this make them a more important ministry, it could foster billions in savings, investments and new jobs all for a tiny sum. Let’s pick a truly excessive number, say $100M (.2% of the stimulus package) and imagine that’s this would be the cost for Statistics Canada to free all its data and provide in formats usable for webpages, cellphones and applications. Even if such a stimulus were only 20% as effective as Washington’s open data project it would still yield $460M in one year of new (not saved) jobs, and improved economic efficiencies and competitiveness. Over a decade, billions in new wealth would be created.

Compare this to our current course of action. To date much of our stimulus has been spent propping up (not creating) industries that are in death spirals such as logging, newspapers, and the auto-sector. The money spent isn’t about creating new or better jobs, it is simply being spent to keep jobs. Indeed, Andrew Coyne calculates that each auto-job saved cost us just under 2 million dollars. It will take years, if not decades, for such an investment to pay off, if it ever does. Worse still, the Canadian economy will be no more efficient or profitable as a result. While we are at it we might as well be giving Canadians money to buy land-line telephones to stimulate the telecommunications sector.

Oh, and it case you are wondering, the Americans already give out much of their government data for free and they are starting to give away more and more. This is a competitive race we are already losing, and only falling further and further behind.

Canada needs a better stimulus, one that is low on carbon and fat on data. Sadly, I fear our current government lacks the vision and creativity to give us what we need to prepare for the 21st century. So far we are off to an ominous start.

The Open Cities Blog on the Creative Exchange

Excited to let everyone know that I’ll be blogging at the Creative Exchange on Open Cities. I’ll continue to blog here 4 times a week and the pieces I post there I’ll cross-post here as well.

It’s an opportunity to talk about how openess and transparency can/will change our cities to a wider audience.

Creating Open Cities

Web 2.0 is the network as platform, spanning all connected devices; Web 2.0 applications are those that make the most of the intrinsic advantages of that platform: delivering software as a continually-updated service that gets better the more people use it, consuming and remixing data from multiple sources, including individual users, while providing their own data and services in a form that allows remixing by others, creating network effects through an “architecture of participation,” and going beyond the page metaphor of Web 1.0 to deliver rich user experiences.

Welcome to the Open Cities blog on CCE. My name is David Eaves and I’ve been writing, speaking, and thinking about open, citizen engagement and public policy for a number of years. Most recently, I worked to help push forward the City of Vancouver motion that requires the city to share more data, adopt open standards, and treat open source and proprietary software equally.

Cities have always been platforms – geographic and legal platforms upon which people collaborate to create enterprises, exchange ideas, educate themselves, celebrate their culture, start families, found communities, and raise children. Today the power of information technology is extending this platform, granting us new ways to collaborate and be creative. As Clay Shirky notes in Here Comes Everybody, this new (dis)order is powerful. For the meaning and operation of cities, it will be transformative.

How transformative? The change created by information technology is driving what will perhaps be seen as the greatest citizen-led renewal of urban spaces in our history. Indeed, I believe it may even be creating a new type of city, one whose governance models, economies and notions of citizenship are still emerging, but different from their predecessors. These new cities are Open Cities: cities that, like the network of web 2.0, are architected for participation and so allow individuals to create self-organized solutions and allow governments to tap into the long-tail of public policy.

And just in the nick of time. To succeed in the 21st century, cities will have to simultaneously thrive in a global economy, adapt to climate change, integrate a tsunami of rural and/or foreign migrants, as well as deal with innumerable other challenges and opportunities. These issues go far beyond the capacity and scope of almost any government – not to mention the all-too-often under-resourced City Hall.

Open Cities address this capacity shortfall by drawing on the social capital of their citizens. Online, city dwellers are hacking the virtual manifestation of their city which, in turn, is giving them the power to shape the physical space. Google transit, DIYcity, Apps for Democracy are great urban hacks, they allow cities to work for citizens in ways that were previously impossible. And this is only the beginning.

Still more exciting, hacking is a positive sum game. The more people hack their city – not in the poorly misunderstood popular press meaning of breaking into computers but in (sometimes artful, sometimes amateur) way of making a system (read city) work for their benefit – the more useful data and services they create and remix. Ultimately, Open Cities will be increasingly vibrant and safe because they are hackable. This will allow their citizens to unleash their creativity, foster new services, find conveniences and efficiencies, notice safety problems, and build communities.

In short, the cities that harness the collective ingenuity, creativity, and energy of its citizenry will thrive. Those that don’t – those that remain closed – won’t. And this divide – open vs. closed – could become the new dividing line of our age. And it is through this lens that this blog will look at the challenges and opportunities facing cities, their citizens, and institutions. Let’s see who’s open, how they’re getting open, and what it will all mean.

Open data in local education: broader lessons for government, citizens and NGOs

Last months I remember reading a couple of news stories about a provincial government ministry in Canada that was forced to become less transparent.

Forced?

Yes, this was not a voluntary move. A specific group of people pressured the government, wanting it to remove data it had made public as well as make it harder for the public to repurpose and make use of the data. So what happened? And what lessons should governments, NGOs and citizens take away from this incident?

The story revolves around the Ontario Ministry of Education which earlier this year created a website that mashed up performance data (e.g. literacy and math scores) with demographic information (e.g. percentage of pupils from low-income households and percentage of gifted students). The real problem – according to a group representing teachers, parents and stakeholders – occurred when the Ministry enabled a feature that allowed the website’s users to compare up schools to one another.

The group, called People for Education, protested that the government was encouraging a “shopping-mentality” in the public school system.

Of course, many parents already shop for schools. I remember, as a kid, hearing about how houses on one side a street, but within the catchment area of my high school, were more expensive than houses on the other side of the same street, but within the catchment area of another school. Presently however, this type of shopping is reserved for the wealthy and connected (e.g. the privileged). Preventing people from comparing schools online won’t eliminate or even discourage this activity, it will simply preference those who are able to do it, further reinforcing inequity.

The real problem however, is that the skills and analysis involved in school shopping are the same as those required in accessing and being engaged in, the performance of one’s local school. Parents, and taxpayers in general, have a right to know their childrens school’s performance – especially in comparison to similar schools. If parents don’t have information to analyze and compare, how can they know what systemic issues they should ask their childrens teachers about? More importantly, how can they know what issues to press their local school board about?

Ironically, People for Education states on its “About Us” page that it works towards a vision of a strong public education system by a) doing research; b) providing clear, accessible information to the public and c) engaging people to become actively involved in education issues in their own community.

And yet, asking the government to remove the comparison feature runs counter to all three of its activities. Limiting how the Ministry’s data can be used (and as we’ll see later, suggesting that this data shouldn’t be shared):

  • prevents parents, and other analysts such as professors or politicians, from doing their own research
  • runs counter to the goal of providing clear and accessible information to the public. Indeed, it makes information harder to access.
  • makes it harder for parents to know how they should get involved and what issues they should champion to improve their local school

What is interesting about this story is that it reveals the core values and underlying motivation of different actors. In this case People for Education – which I believe to be a well intentioned a positive contributor to the issue of education – is nonetheless revealed to have a conservative side to it.

It fears a world where citizens and parents are equipped with information and knowledge about schools. On the one hand it may fear the types of behaviours this could foster (such as school shopping). However, it may also fear a weakening of its monopoly as “expert” and advocate on educational issues. If parents can look at the data directly, and form their own analysis and conclusions, they may find that they don’t agree with People for Education. Open data would allow those it represents to self-organize, challenging the hierarchy and authority of the organization.

For whatever reason, we see an NGO bending over backwards to advocate for an outcome that runs directly counter to the very vision and activities it was founded to serve. More ironically, this result in some paradoxical messaging as an organization that champions Ontario’s school system essentially arguing that it doesn’t trust the products of that system – the citizens of Ontario – to use the information and tools provided by the Ministry that was responsible for their education. It is an unsustainable position – particularly for a group that was originally founded as a bottom up, grass-roots organization.

So what lessons are there here?

For government:

A key mistake made by the Ontario Ministry of Education is that it didn’t open up the data enough. While the website allowed users to look at school performance data they could only do this on the Ministry’s website using the Ministry’s tools and interface. Had the data been available as an API or in downloadable format someone else could have taken the data and created the system for comparing schools. People for Education were mostly upset that the Ministry’s website encouraged a “shopping-mentality.” Had the Ministry simply shared the data then People for Education could build their own interface using criteria and tools they though relevant. The Fraser Institute or a multitude of other organizations could build their own as well, and people could have used the tools and websites they found most useful and relevant. Let People for Education go head to head with the Fraser Institute and whoever else. This is not a battle the government need fight.

Lesson: Always provide the data – a goal that is hard to argue against – but sometimes, leave it to others to conduct the analysis. A marketplace of ideas will emerge, and citizens can choose what works best for them.

For NGOs in general

First, understand what open data means for your cause. One of the news articles had this highly disturbing quote from the Executive Director of People for Education:

Among her complaints about the type of information available, Ms. Kidder took issue with the ministry’s contention the Web site merely consolidated information already available to the public. “You can’t walk into your child’s school and say ‘What’s the average income of parents at this school?’ ” she said. “It’s not true at all [that this is public information].”

This is a shocking statement. In actuality, all the data assembled by the Ministry is publically available. It was just that, until now, it had remained scattered and isolated. Just because it was hard to find (and thus reserved for an elite few) or located on the school property (and thus easy for parents to locate) does not mean it didn’t exist or wasn’t public.

Lesson: Transparency is the new objectivity. People increasingly don’t trust anyone – governments, the media, or even NGOs. They want to see the analysis themselves, not take your word for it. Be prepared for this world.

Second, be careful about taking positions that will deny your supporters – and those you represent – tools with which to educate themselves. Organizations that are perceived as trying to constrain the flow of information so as to retain influence and control risk imploding. I won’t repeat this lesson in detail but Clay Shirky’s case study about the Vatican, written up in Here Comes Everybody, is a powerful example.

For educators in particular

In the past, educators have been deeply concerned with ranking systems. This is understandable. Ranking systems are often a blunt tool. Comparing apples to oranges can be foolish – but then, sometimes it is helpful. The question is to know when it is helpful and ensure it is used accordingly.

The fact is, ranking is an outcome of data. The two simply cannot be separated. The moment there is data, there is ranking. A ranking by school size, number of teachers, or amount of gym equipment is not different than a ranking of class sizes, literacy rates, disciplinary trends, or graduation rates. What matters is not the rank, but the conclusions, meaning and significance we apply to these rankings. Here, the role for groups like People for Education could be profound.

This is because we can’t be in favour of transparency and accessible information on the one hand and against ranking on the other. The two come hand in hand. What we can be opposed to are poor ranking systems.

Every profession gets assessed, and teaching should be no different. The challenge is that there is much more to teaching than what gets reflected in the data collected. This means that groups like People for Education shouldn’t be against transparency and open data – they should be trying to complexify and nuance the discussion. Once the data is publicly available anyone can create a ranking system of their own choosing – but this gives us an opportunity to have a public discussion about it. One way to do this is to create one’s own tools for measuring schools. You don’t like the Ministry of Education’s system? Create your own. Use it to talk to parents about the right questions to ask and to promote the qualitative ways to evaluate their childrens’ schools performance. It’s an open world. But that doesn’t mean it needs to be feared – it is rife with opportunity.

PublicVoice Interview on "Open," Government and Citizen Engagement

A couple of weeks ago I was interviewed by Maclean’s columnist Scott Feschuk for PublicVoice.tv on what the rise of “open” systems and the continuing evolution of information technology will mean for the future of both government and citizen engagement.

Vancouver enters the age of the open city

A few hours ago, Vancouver’s city government posted the agenda to a council meeting next week in which this motion will be read:

MOTION ON NOTICE

Open Data, Open Standards and Open Source
MOVER: Councillor Andrea Reimer
SECONDER: Councillor

WHEREAS the City of Vancouver is committed to bringing the community into City Hall by engaging citizens, and soliciting their ideas, input and creative energy;

WHEREAS municipalities across Canada have an opportunity to dramatically lower their costs by collectively sharing and supporting software they use and create;

WHEREAS the total value of public data is maximized when provided for free or where necessary only a minimal cost of distribution;

WHEREAS when data is shared freely, citizens are enabled to use and re-purpose it to help create a more economically vibrant and environmentally sustainable city;

WHEREAS Vancouver needs to look for opportunities for creating economic activity and partnership with the creative tech sector;

WHEREAS the adoption of open standards improves transparency, access to city information by citizens and businesses and improved coordination and efficiencies across municipal boundaries and with federal and provincial partners;

WHEREAS the Integrated Cadastral Information Society (ICIS) is a not-for-profit society created as a partnership between local government, provincial government and major utility companies in British Columbia to share and integrate spatial data to which 94% of BC local governments are members but Vancouver is not;

WHEREAS digital innovation can enhance citizen communications, support the brand of the city as creative and innovative, improve service delivery, support citizens to self-organize and solve their own problems, and create a stronger sense of civic engagement, community, and pride;

WHEREAS the City of Vancouver has incredible resources of data and information, and has recently been awarded the Best City Archive of the World.

THEREFORE BE IT RESOLVED THAT the City of Vancouver endorses the principles of:

  • Open and Accessible Data – the City of Vancouver will freely share with citizens, businesses and other jurisdictions the greatest amount of data possible while respecting privacy and security concerns;
  • Open Standards – the City of Vancouver will move as quickly as possible to adopt prevailing open standards for data, documents, maps, and other formats of media;
  • Open Source Software – the City of Vancouver, when replacing existing software or considering new applications, will place open source software on an equal footing with commercial systems during procurement cycles; and

BE IT FURTHER RESOLVED THAT in pursuit of open data the City of Vancouver will:

  • Identify immediate opportunities to distribute more of its data;
  • Index, publish and syndicate its data to the internet using prevailing open standards, interfaces and formats;
  • Develop appropriate agreements to share its data with the Integrated Cadastral Information Society (ICIS) and encourage the ICIS to in turn share its data with the public at large
  • Develop a plan to digitize and freely distribute suitable archival data to the public;
  • Ensure that data supplied to the City by third parties (developers, contractors, consultants) are unlicensed, in a prevailing open standard format, and not copyrighted except if otherwise prevented by legal considerations;
  • License any software applications developed by the City of Vancouver such that they may be used by other municipalities, businesses, and the public without restriction.

BE IT FINALLY RESOLVED THAT the City Manager be tasked with developing an action plan for implementation of the above.

A number of us having been working hard getting this motion into place. While several cities, like Portland, Washington DC, and Toronto, have pursued some of the ideas outlined in this motion, none have codified or been as comprehensive and explicit in their intention.

I certainly see this motion as the cornerstone to transforming Vancouver into a open city, or as my friend Surman puts it, a city that thinks like the web.

At a high level, the goal behind this motion is to enable citizens to create, grow and control the virtual manifestation of their city so that they can in turn better influence the real physical city.

In practice, I believe this motion will foster several outcomes, including:

1. New services and applications: That as data is opened up, shared and has  APIs published for it, our citizen coders will create web based applications that will make their lives – and the lives of other citizens – easier, more efficient, and more pleasant.

2. Tapping into the long tail of public policy analysis: As more and more Vancouverites look over the city’s data, maps and other pieces of information citizens will notice inefficiencies, problems and other issues that could save money, improve services and generally make for a stronger better city.

3. Create new businesses and attract talent: As the city shares more data and uses more open source software new businesses that create services out of this data and that support this software will spring up. More generally, I think this motion, over time could attract talent to Vancouver. Paul Graham once said that great programmers want great tools and interesting challenges. We are giving them both. The challenge of improving the community in which they live and the tools and data to help make it better.

Why Canada’s public services need faith

As I mentioned the otherday, I recently finished Thomas S. Kuhn’s classic 1962 book “The Structure of Scientific Revolutions.” For those unfamiliar with the text, it is the book that gave us the important and oft over-used term, “paradigm shift.”

Here, in this book about how progress is made in the sciences I was completely floored by this paragraph in penultimate chapter: The Resolution of Revolutions.

…the issue is which paradigm should in the future guide research on problems many of which neither competitor can yet claim to resolve completely. A decision between alternate ways of practicing science is called for, and in the circumstances that decision must be based less on past achievement than on future promise. The man who embraces a new paradigm at an early stage must often do so in defiance of the evidence provided by problem-solving. He must, that is, have faith that the new paradigm will succeed with the many large problems that confront it, knowing only that the old paradigm has failed with a few. A decision of that kind can only be made on faith. (pages 157-158/3rd edition)

This describes precisely how I feel about Public Service Sector Renewal (reforming the public service). When I talk and write about an open and networked government I understand it raises questions around accountability, ministerial responsibility and human resource management. I’m aware that these are “large problems” for which our present structure has some – albeit highly imperfect and I’d argue, quickly eroding – answers.

Moreover it is true, that if we decided on how and if to reform government based solely on the performance of past models then we would always choose the status quo. The corporate hierarchy has served us well. Any new model will appear, relatively speaking, untested. But a growing number of us know that the status quo is unsustainable.

I know that any new system, however slight the change, will bring with it new challenges and questions, but the paralyzing and untenable problems with the current system will ultimately outweigh these unknowns – even in an organization as conservative as the public service. Ultimately, I am saying that a new system can succeed with many large problems confronting it even as the old system has failed only with a few.

So, as odd as it is to admit, I am, in part, acting on faith. Not only that, I believe the public service is going to learn to have faith as well. Why? Because in the end we won’t have a choice – the old problems this system cannot solve will demand it. We will have to change, and that will mean, someone, somewhere in the public service have put their foot forward into the unknown.

Indeed, many already have.

I’m voting no to BC-STV

For those outside of British Columbia we have a referendum on May 12th to determine if the province should shift from its current voting system, called First Past the Post (FPTP), to Single Transferable Vote (BC-STV).

Watching the back and forth over the referendum on BC-STV has, I sense, left most citizens of British Columbia exasperated and confused. On both sides, people pronounce that a change will either bring political nirvana to the province, or utter disaster. It’s all a little over dramatic.

The truth is, the current system is not a disaster nor is the proposed change a nirvana. Both have strengths and weaknesses – this is because fundamentally, they are seeking to accomplish different things.

At present, our system favours geographic representation. In BC we don’t have a single election, we have 85 individual elections – one in each riding. Consequently, a party that wins 34% in each individual race could win every seat. This means that ideologically – a single perspective get represented. It is rare, but it is possible.

BC-STV is an attempt to create electoral outcomes that better reflect not how individual ridings voted, but how people voted across the province. In short, it seeks to enhance ideological representation by enabling voters who are distributed across ridings to elect representatives whose ideas resonate with them.

The challenge is, one cannot have it both ways. You cannot strengthen province wide ideological representation without weakening local representation. And herein lies the central trade off between the two systems: Local accountability versus great ideological representation at the provincial level.

Both are noble objectives. They just happen to be incompatible, one comes at the expense of the other. For me, this reduces any assessment of BC-STV to this question: do the benefits of improved ideological representation outweigh the costs of reduced local accountability? I think the answer is no.

In part, this is because I happen to place a high value on local representation. Others who think geography is less important than ideology will likely disagree (these are legitimate, and likely irreconcilable perspectives).

However, I’m also concerned about BC-STV because to achieve better ideological representation, I believe it makes some significant and problematic trade-offs (listed below). That, and there are the infamous unknown unknowns involved in adopting a new system.

Incomprehensible

The biggest problem with BC-STV is that, to achieve a balance between ideological and local representation, it presents votes with a system that is almost impossible to understand. I’m a policy wonk and a political junkie, as such I’m genuinely interested in these things and like to think I know a little about them. I’ve just gone through the literature umpteenth times and while I understand how it works, it is grossly complicated. I have not ideas of what its implications will be nor am I sure that the manner and order by which votes get weighted is fair.

One thing you want from an electoral system is that it be easily understood. This is important so that people know exactly who they are voting for and what their vote means. BC-STV is so complicated that the Vote No campaign websites directs readers to the explanatory video developed by the Citizens Assembly (their opponents). Even its advocates can’t explain it simply.

Opaque

In order to create greater ideological representation BC-STV has to weaken local representation. It does this by making ridings (districts for Americans) larger. Consequently, in BC-STV we would end up with mega ridings, the largest being 372,000 sq km. But the ratio of elected officials to votes would however, remain the same meaning that each “riding” would be served by somewhere between 2 and 7 MPs. This has several problematic implications.

First, who’s accountable? When there is a problem in your riding who do you complain to? Who is your elected official? Do you complain to all seven? The one you voted for? The member who is part of the government? All of them? A 7 member riding dilutes the connection between the voter and their representatives.

Second, it can create problematic feedback loops. If voters who vote for the Green Party only ever contact the Green Party representative and Liberal Party voters only contact the Liberal Party member in their riding we run the risk of creating a selection bias driven echo chambers. Party’s actually become more ideological and partisan.

Finally, individual MPs voices are diminished. In our current system, MPs influence derives from the fact that they have a machine on the ground and that they know their riding better than anyone. Large ridings make this harder to sustain. More importantly, when there are multiple candidates from a single party in the riding, the party can choose to deploy more resources towards candidates that will not challenge the party or its leader. The outcome is that BC-STV actually weakens the independence of elected officials.

Small Parties, Big Voices

I’m not opposed to coalition governments per se but, unlike many BC-STV supporters, I do not think they are inherently good either. BC-STV supporters are correct in asserting that smaller parties will have a greater voice. What often isn’t explained is that that voice won’t be proportional to the number of seats they elect – it can end up being disproportionately influential. Imagine a small party that garnered 8% of the provincial vote holds the balance of power in the legislature. It can effectively make any demand it wants to prop up the government. As a result, a platform supported by just 8% of voters suddenly becomes dominant. I know many of my environmentalist friends are excited by the prospect of the Green Party holding that balance of power… but there is no guarantee that this would be the outcome. What if the nascent Conservative Party were to be that force? They would almost certainly force the Liberals – arguable the most progressive party on the environment and First Nations issues – to move backwards on issues like the Carbon Tax and the New Relationship.

For these and other reasons, I’m ultimately opposed to BC-STV. Is FPTP perfect? Hardly, but BC-STV is still less so.
