Emerging Neo-Progressive Issues: Drug Policy

As many of you know Taylor and I wrote a piece on what we termed neo-progressivism in last September’s Literary Review of Canada.

Since then we’ve keep our eye out for other discussions where we think neo-progressives are gaining traction in the public discourse. Some of the indicators we looking for are policies where:

  • The conversation is deadlocked and going nowhere
  • The conversation isn’t possible because alternatives to the status quo are considered taboo
  • Areas where the gap between ideology and research or evidence is significant
  • Debates where their are real divisions within either the left or right
  • Debates which unite odd factions from within the left and right
  • Policy areas where individual freedom is curtailed
  • Places where the impact on the public in general is growing

This list isn’t exhaustive nor is it a scientific – they are just a couple of triggers wer look our for.

Well, if you are looking at this list you may have noticed that last month a potential candidate emerged far on the horizon. It was a surprising one for me since I do some volunteering around this issue here in Vancouver and I really didn’t see it coming.

I’m talking of drug prohibition.

The aha moment was seeing the (very) conservative Cato Institute publish a report by Glen Greenwald (a case study neo-pragmatists) in which he analyzed the impact of drug decriminalization in Portugal. As the report’s summary states:

For over seven years, drugs have been decriminalized in Portugal. This new study examines the Portuguese model and the data concerning drug-related trends in Portugal, and argues that, “judged by virtually every metric, the Portuguese decriminalization framework has been a resounding success.”

Then consider drug prohibition against the list I outlined above. This topic should not have snuck up on me:

  • Deadlocked conversation: The “War on Drugs” vs. “Marijuana activists” increasingly leaves the public turned off. The war on drugs industry and its militarization of the police is costly, dangerous to civil liberties and has failed to address the problem for 30 years. Indeed, as the RCMP now admits, reducing the flow of drugs actually renders the situation more dangerous for citizens. Conversely, the counter-culture movement around pot activists is equally alienating. It is hard to attract middle class support when every middle class parent fears that this counter-culture will become the norm and their children will be destined life as a pot-head.
  • Alternatives to the status quo are taboo: For most politicians talking about ending drug prohibition is absolutely taboo, although this is shifting. Vancouver’s mayor recently stated that the sate should “regulate, control and tax marijuana,” and that “the prohibition approach to it is not working.” The Liberals under Martin considered decriminalizing marijuana. Even in the US there is movement. The legislatures of New York State, California and Massachusetts have begun to reconsider overly punitive drug laws. Senators Jim Webb and Arlen Specter recently proposed Congress create a national commission to explore prison reform and drug-sentencing policy.
  • Large gap between ideology and research or evidence: Here the Cato report, along with the data coming out of the Downtown Eastside around Insite and NAOMI trials is most devastating. The rhetoric around law & order does not stack up against the results. Consider that in Portugal after decriminalization (pulled from this Time Magazine article on the report)
    • lifetime use of any illegal drug among seventh through ninth graders fell from 14.1% to 10.6%; drug use in older teens also declined. (a 33% drop!!!)
    • lifetime heroin use among 16-to-18-year-olds fell from 2.5% to 1.8% (although there was a slight increase in marijuana use in that age group). (a 25% drop!)
    • new HIV infections in drug users fell by 17% between 1999 and 2003, and deaths related to heroin and similar drugs were cut by more than half.
    • the number of people on methadone and buprenorphine treatment for drug addiction rose to 14,877 from 6,040, after decriminalization, and money saved on enforcement allowed for increased funding of drug-free treatment as well. (150% increase in people seeking treatment!)
  • Divides the left or right: Check out this Western Standard blog (possible the most conservative publication in Canada) in which a conservative columnist argues with a conservative reader about the evidence around ending prohibition. I never thought I’d see the day where a Western Standard columnist would explore the possibility of ending prohibition. Could endorsing harm reduction strategies be far behind?
  • Unite odd factions from within the left and right: Could possible unite traditional left wing progressives with right-wing libertarians.
  • Individual freedom is curtailed: Check. The literature of the impact of the “war on drugs” on civil liberties in the United States is vast.
  • Growing impact on the public: drug violence in the US and Canada appears to be on the rise and a bordering country, Mexico, is becoming unstable. Much like alchohol prohibition in the 30’s at some point the public is going to connect gang violence with drugs – at which point a wider debate may become possible.

Do I think drug prohibition is going to end tomorrow? Absolutely not. But I won’t be surprised if we see movement at the local and state/provincial level this issue. Indeed, I believe it has been gaining traction for some time.

Reforming Government on the Globe & Mail's Wiki

A few months ago John Ibbitson – the Globe and Mail columnist who used to cover Ottawa and now covers Washington, DC – asked me if I’d help edit the 3rd chapter of his new book, Open & Shut.

The chapter, entitled Yes, Mr. President; No, Prime Minister asks why is it that after 8 years of President Bush, President Obama is able to quickly change the direction of government whereas in Canada, newly elected parties often struggle to implement their agenda.

Last week the book was released. As part of the launch process the Globe and Mail created a wiki dedicated to the book’s themes where readers can critic or expand on its ideas and analysis. More interestingly, as readers post to the wiki John will respond to their  ideas, critics and thoughts on a blog hosted by the Globe.

To kick off the wiki on Open Government, John asked me if I would write a short essay answering the following the question:

Federal politicians, and federal public servants, seem increasingly remote and disconnected from the lives of Canadians. Open and Shut maintains that this is because the public service remains closed to outsiders, and because Ottawa has ceded so much power to the provinces. Do we want our federal government to matter more in our lives, and if so, what should we do to give it meaning?

You can see my response, and what I hope will eventually become a growing number of comments on the future of the public service, here.

As an aside, two other sections have been created. One is on Open Politics, which is teed up by John Duffy (political strategist). The other is on Canada/US integration, which is kicked off by Scotty Greenwood (executive Director of the Canadian-American Business Council).

Treating the web as an archive – or finding the financial crisis' ground zero online

Most often when people think of the web they think of it as a place to get new information. Companies are told they must constantly update their website while customers and citizens look for the latest updates. But because the web is relatively new, it is strongly biased towards digitally displaying and archiving “new” information.

What happens when the web gets older?

One possibility… it could change how we study history. Again, nothing is different per se – the same old research methods will be used – but what if it is 10 times easier to do, a 100 times faster and contains with a million time the quantity of information? With the archives of newspapers, blogs and other websites readily available to be searched the types of research once reserved for only the most diligent and patient might be more broadly accessible.

Consider this piece in the New York Times published on November 5th 1999. It essentially defines ground zero of the financial crisis:

Congress approved landmark legislation today that opens the door for a new era on Wall Street in which commercial banks, securities houses and insurers will find it easier and cheaper to enter one anothers businesses.

The measure, considered by many the most important banking legislation in 66 years, was approved in the Senate by a vote of 90 to 8 and in the House tonight by 362 to 57. The bill will now be sent to the president, who is expected to sign it, aides said. It would become one of the most significant achievements this year by the White House and the Republicans leading the 106th Congress.

”Today Congress voted to update the rules that have governed financial services since the Great Depression and replace them with a system for the 21st century,” Treasury Secretary Lawrence H. Summers said. ”This historic legislation will better enable American companies to compete in the new economy.”

Here is what may be the defining starting point of the financial crisis. The moment when the tiny little snowball was gently pushed down the hill. It would take 10 years to gather the mass and momentum to destroy our economy, but it had a starting point. I sometimes wish that the New York Times had run this article again in the last few months, just so we could get reacquainted with the individuals – like Larry Summers – and political parties – both – that got Americans into this mess.

Indeed, as an aside, it’s worth noting the degree by which the legislation passed. 90 votes to 8 in the senate. 362 votes to 57 in the House. There was clearly a political price to pay to vote against this bill. Indeed, it fits in nicely with the thesis Simon Johnson outlined in his dark, but important, piece The Quiet Coup:

“…these various policies—lightweight regulation, cheap money, the unwritten Chinese-American economic alliance, the promotion of homeownership—had something in common. Even though some are traditionally associated with Democrats and some with Republicans, they all benefited the financial sector”

Still more fascinating is how accurately the legislation’s detractors predicted it’s dire consequences. Check out Senator Dorgan’s comments at the time:

”I think we will look back in 10 years’ time and say we should not have done this but we did because we forgot the lessons of the past, and that that which is true in the 1930’s is true in 2010,” said Senator Byron L. Dorgan, Democrat of North Dakota. ”I wasn’t around during the 1930’s or the debate over Glass-Steagall. But I was here in the early 1980’s when it was decided to allow the expansion of savings and loans. We have now decided in the name of modernization to forget the lessons of the past, of safety and of soundness.”

Or Senator Wellstone’s:

‘Scores of banks failed in the Great Depression as a result of unsound banking practices, and their failure only deepened the crisis,” Mr. Wellstone said. ”Glass-Steagall was intended to protect our financial system by insulating commercial banking from other forms of risk. It was one of several stabilizers designed to keep a similar tragedy from recurring. Now Congress is about to repeal that economic stabilizer without putting any comparable safeguard in its place.”

And of course, it worth remembering what the legislation’s supporters said in response:

Supporters of the legislation rejected those arguments. They responded that historians and economists have concluded that the Glass-Steagall Act was not the correct response to the banking crisis because it was the failure of the Federal Reserve in carrying out monetary policy, not speculation in the stock market, that caused the collapse of 11,000 banks. If anything, the supporters said, the new law will give financial companies the ability to diversify and therefore reduce their risks. The new law, they said, will also give regulators new tools to supervise shaky institutions.

”The concerns that we will have a meltdown like 1929 are dramatically overblown,” said Senator Bob Kerrey, Democrat of Nebraska.”

What is most fascinating about this piece is that it shows us how the financial crisis wasn’t impossible to predict, that it didn’t come out of nowhere and that it could have been eminently preventable. We simply chose not to.

It also goes back to the type of journalism that I believe we are missing today and that I wrote about in my post on the Death of Journalism. Here is a slow moving crisis, one that is highly complex, but not impossible to see. And yet we chose not to “see it.”

This, I believe, has to do with the fact that today, much of our journalism is gotcha journalism (or what Gladwell refers to as mysteries). It looks to finding the insider or the smoking gun that will bust open the story. I suspect that in a networked world – one of increased complexity and interconnectedness – finding the smoking gun is irrelevant. For an increasing number of stories there simple is no smoking gun. There are whole series of cascading action that are what Galdwell calls open secrets. Our job is to “see them” and painstakingly connect the dots to show how our decisions are allowing for the scary and unpredictable event – the black swan event – to become a near certainty.

What the above article shows me is that while the very tools and forces that make these scary events more likely – the internet, globalization our interconnectedness – they may also make the the open secrets easier to identify.

RCMP and Vatican: The downfall of hierarchical and opaque organizations

I’m on the road which is basically the only time I watch TV news and was pleased that I did this evening since I caught Terry Milewski’s excellent follow up piece on the how the RCMP has dealt (or in this case, not dealt) with investigating its own officers over the death of Polish traveler Robert Dziekanski.

The thing that really struck me about Milewski’s story was how much it appeared to suggest that the RCMPs method for dealing with problematic individuals parallels that of the Vatican’s. In the 70’s, 80’s and 90’s the Vatican regularly moved priests it knew was molesting children from diocese to diocese. Priests like Father John Gagan, who molested dozens and dozens of people were never suspended or ordered to take treatment. They were simply shuffled around and the problem was covered up.

The retired RCMP officers in Milewski’s piece suggest that a similar practice occurs within the RCMP. For example, one of the officers involved in the death of Robert Dziekanski, Corporal Benjamin Robinson (who subsequently, has allegedly been involved in a drinking and driving incident which resulted in a death and in which he fled the scene) has apparently experienced a number of challenges in his previous posts. The point here is not to assess Corporal Robinson, but a system that promoted and moved him around rather than offer him needed support.

What is most scary for Canadians is that the RCMP does not appear to understand how quickly the public’s loss of faith could grow and thus manifest into a real crises of confidence in the organization. Consider the recent past of RCMP scandals:

In isolation, each scandal is not a problem. Collectively, given people’s capacity to use the internet to create coalitions and mobilize, resistance to bureaucratic, authoritarian and opaque institutions can crystallize very, very quickly.

Clay Shirky offers one of the best examples of this in his book, Here Comes Everybody where he talks about the rise of Voice of the Faithful – a catholic protest group formed in reaction to the pedophile priest scandal in 2002. Here is Shirky discussing the issue in an interview:

Because in 2002, Father John Gagan, a pedophile priest in Boston, was brought to trial and The Boston Globe covered the story. And during the course of this trial and then the subsequent outrage, this little group formed in a basement in January, called Voice of the Faithful. It was basically outraged Catholics who wanted to do something.

By that summer, they went from 30 people in a church basement to 25,000 members in 21 countries around the world. Now, groups don’t grow that fast, or they didn’t prior to the Internet.

And one of the really remarkable things that I think demonstrated how quickly the Catholic outrage solidified into this reaction – and Voice of the Faithful was instrumental in both changing Vatican policy but also getting several high-level bishops and archbishops to resign their posts because of the bad handling of the pedophile scandal.

The Catholic Church very much wanted to say, this is a one-off. This is an unusual case. But, in fact, almost exactly 10 years before, in 1992, something almost identical happened. In that case, the priest’s name was Porter. But it took place in the same diocese in Massachusetts. Bishop Law was the same person in charge. The Boston Globe was the same newspaper reporting.

But in that case, it just blew over. Part of the difference between ’92 and 2002, which is to say, between failure to reform the Church and at least partial success in reforming the Church, is that in ’92 The Boston Globe wasn’t really global. It was a local paper. There was no way for coverage in the Boston area to suddenly become of global importance.

The other part of the story is that it isn’t just about consuming media. It’s actually about doing something about it. Everybody who read about Voice of the Faithful in one of these stories could join online, they could make a donation immediately, and that changed from a big gap between thought and action in ’92 to a very small gap between thought and action in 2002.

Canadians are increasingly losing faith in the RCMP. And much like many Boston Catholics lost faith in the Vatican, they should be. It is an organization fraught with challenges, that has little, or at least very poor, civilian oversight.

The problem for the RCMP is that, increasingly, Canadians have the capacity to mobilize over this issue and the organization’s response to challenges to its authority have not been well received. Today, a rag tag and splintered group of people ranging from anti-rape activists, first nation advocates, the polish community, human and citizen right advocates and harm reduction advocates could be the proverbial 30 people in a basement Shirky talks about in his Voice of the Faithful example. When those concerned with the RCMP coalesce, it may appear to happen quickly and grow exponentially. My hope remains that the RCMP addresses its issues before this happens. My fear, is that without pressure, it won’t.

Ultimately, authoritarian and opaque institutions such as the RCMP and the Vatican will continue to have relevance in a world of networked enabled citizens, but I suspect that their freedom to operate unobserved and unquestioned will become increasingly constrained. Another painful transition is ahead, but one that is long overdue and necessary.

It's a brave man who advocates against R2P at the U of O…

…and my friend Matteo Legrenzi – assistant professor at the Graduate School of Public and International Affairs of the University of Ottawa – appears to be just the guy. Remember, this is the University at which Allan Rock is president.

Recently Matteo penned this critical piece on R2P in the Ottawa Citizen. In his trademark style it has some notable harsh lines including:

Occasionally calls to mobilize Canada’s diplomatic network in support of such notions reverberate through Ottawa. The current government is perceived as not incisive enough in the promotion of these “emerging” norms in international relations.

Admittedly, these calls more often than not come from retired politicians who are not in charge of Canada’s foreign policy, let alone world affairs. They are part of that wider syndrome that affects many individuals involved in policy-making after they retire: We are sorry we did not save the world while we were in charge, but let us tell you exactly how to go about it now that we are out of office.

and, because he is an expert on Middle Eastern issues, this quote:

In many Muslim-majority countries such as Egypt, opposition to R2P is the only thing that unites the government and the Islamist opposition.

Matteo and I don’t always agree but I do always enjoy his blunt assessments of Canada’s foreign policy. There is a strain of thinking in Canadian foreign policy that is more obsessed with pursuing the perfect ideal than pragmatically finding solution that works. This is something I’ve occasionally tried to write about. Matteo’s assessments is far tougher, and is the type of piece few Canadians are willing to voice and fewer still like to hear (especially in Ottawa).

What makes Matteo tough is that there is truth to his assessment. Contrary to what some politicians preach R2P is unpopular in many parts of the world and it is not established international norm. George Bush spent 8 years believing that the world could become a certain way if he simply believed and acted that it was as such… it was a dangerous strategy that had devastating results. A similar strategy, even if motivated by what we believe are more noble intentions, will also be fraught with danger.

I know not everyone will agree with Matteo’s analysis, but even those who disagree with his prescription should at least take away that one lesson: reality may bite, but we can never ignore it.

Why voting is like eating ice cream

In the past I’ve posted about how I believe that voting should be more convenient, and that this could help start a virtuous loop that might lead more young people to vote. Specifically, I’ve lamented that we have a voting system that concentrates voting stations in community centres, churches and schools – places that are out of the way and/or not on common commuting paths for many young people.

People can complain that young people are lazy. Maybe they are – but so what? In an era where things are available at the click of a mouse young people are accustomed to a different level of convenience. You might wish they were willing to walk through the snow for a kilometer or two to vote, but by and large they aren’t. Does this mean that I don’t think we should try to encourage people to care about voting more – absolutely not, I’m a huge fan of groups like Student Vote. But I believe that there may be some quick – more readily achieved – and cheaper wins in designing voting systems for lazy people. This would certainly be easier than trying to make people less lazy.

I’ve recently started following the blog by the authors of Nudge, since I’m a big fan of figuring out how we can passively design systems to that encourage people to adopt “good” behaviours. Recently they pointed to a food/diet blog that outlined the conclusions of the following (sadly uncited) experiment:

“One cafeteria tested (how much effort people will go to to eat ice cream) by leaving the lid of an ice cream cooler closed on some days and open on other days. The ice cream cooler was in the exact same location, and people could always see the ice cream.  All that varied was whether they had to go through the effort of opening the lid in order to get it.  Even that was too much work for many people.  If the lid was closed, only 14% of the diners decided it was worth the modest effort to open it.  If the lid was open, 30% decided it was ice cream time.”

Essentially, this tiny shift doubled the number of people who chose ice cream. Rather than designing new (complicated) ways of voting, this is where I’d like to start. What are the small things we can do around voting to make it easier, to “nudge” people to make the civically minded choice? Voting booths in more places – and nicer places, say the local coffee shop? In the mall? Or how about on the street corner? And then of course, there is the postal voting (that actually comes on time and works) and the holy grail of on-line voting (with all of its dangerous identity implications).

Either way, let’s think about how we can re-engineer voting and make it easier for those of us born in the 20th (not to mention 21st) century. We could castigate and hate ourselves for being lazy – or we can design an easier way to vote, one that will nudge us towards a behaviour people seem to think is good. I know I’d rather spend my energy on the latter.

Water Footprint and the bottled water debate

As many of you know, I’m not a huge fan of campaigns to ban bottled water for reasons I’ve outlined here and here (the short version is, bottled water is a healthier choice than coke or even OJ, so why no ban those?).

Those who wish to ban bottled water usually fall into two camps. There are those who believe that water should never be sold, under any circumstances. Here, there is simply an ideological difference. Frankly, I’m glad that someone is selling water so that on the rare occasion I’m on the move and want to buy something to drink I have a healthy option such as water and don’t have to buy pop or juice. Moreover, I’m not sure what a ban on selling water would look like. I can imagine that Dasani would start selling “containers” with water included for “free”.

The second camp are those who worry about the carbon impact of shipping and selling water. I completely agree with this groups concerns. I believe all products (water, coke, orange juice) should have to fully account for the environmental impact of their product. I too find water shipped in from Fiji offensive. Indeed, this is why I proposed that cities sell bottled water themselves – to lower the carbon footprint, mandate recycling, and radically under-price the established multinationals.

A reader found the chart below in the economist and sent it to me. It uses data from Waterfootprint.org and adds more complexity to the debate:

My main disagreement with an outright ban is that it removes a healthy choice for consumers from store shelves. Now I see that it does something else as well, it removes a choice that has the lowest water footprint. From a water conservation perspective, we shouldn’t ban bottled water, we should ban coffee.

My fear is that this debate is now more about symbols than it is about good public health, water and environmental policy. Again, this is what drove my initial proposal at the bottom of this post. How do we make a healthy choice convenient and portable but balance that against the legitimate environmental and water concerns?

Job in public policy and the environment

Hello everyone, highly reliable sources tell me that the Sustainable Prosperity is good people. Looks like they are looking to hire an Research Director and so I wanted to pass the word along…

SP is hiring a Research Director. This is a senior position based at the University of Ottawa’s Institute of the Environment, with the possibility of an academic appointment for qualified candidates.  See attached job posting for full details.

As a senior member of the SP team, the Research Director will lead the organization’s research initiatives and oversee the academic research network, working with the network coordinator. The Research Director will work collaboratively with other SP associates, steering committee and staff to identify policy-relevant research priorities, generate the research and reports, and direct their dissemination.

The Research Director will also be responsible for: fostering strong links between academics and research users; overseeing research competitions; and promoting SP concepts across academic and policy communities in Canada. S/he will be expected to establish new links with external partners, and build upon existing relationships in order to establish SP as a leading centre of policy-relevant, evidence based research on the environment and economy. The director will also be carrying out his/her own research, as part of this agenda… more on their webpage.

How GCPEDIA will save the public service

GCPediaGCPEDIA (also check out this link) is one of the most exciting projects going on in the public service. If you don’t know what GCPEDIA is – check out the links. It is a massive wiki where public servants can share knowledge, publish their current work, or collaborate on projects. I think it is one of two revolutionary changes going on that will transform how the public service works (more on this another time).

I know some supporters out there fear that GCPEDIA – if it becomes too successful – will be shut down by senior executives. These supporters fear the idea of public servants sharing information with one another will simply prove to be too threatening to some entrenched interests. I recognize the concern, but I think it is ultimately flawed for two reasons.

The less important reason is that it appears a growing number of senior public servants “get it.” They understand that this technology – and more importantly the social changes in how people work and organize themselves that come along with them – are here to stay. Moreover, killing this type of project would simply send the worst possible message about public service sector renewal – it would be an admission that any real efforts at modernizing the public service are nothing more than window dressing. Good news for GCPEDIA supporters – but also not really the key determinant.

The second, and pivotal reason, is that GCPEDIA is going to save the public service.

I’m not joking.

Experts and observers of the Public Service has been talking for the last decade about the demographic tsunami that is going to hit the public service. The tsunami has to do with age. In short, a lot of people are going to retire. In 2006 52% of public servants are 44-65. in 1981 it was 38%, in 1991 it was 32%. Among executives the average ages are higher still. EX-1’s (the most junior executive level) has an average age of 50, Ex 2’s are at 51.9, Ex 3’s at 52.7 and Ex 4’s at 54.1. (numbers from David Zussman – link is a powerpoint deck)

Remember these are average ages.

In short, there are a lot of people who, at some point in the next 10 years, are going to leave the public service. Indeed, in the nightmare scenario, they all leave within a short period of time – say 1-2 years, and suddenly an enormous amount of knowledge and institutional memory walks out the door with them. Such a loss would have staggering implications. Some will be good – new ways of thinking may become easier. But most will be negative, the amount of work and knowledge that will have to be redone to regain the lost institutional memory and knowledge cannot be underestimated.

GCPEDIA is the public service’s best, and perhaps only, effective way to capture the social capital of an entire generation in an indexed and searchable database that future generations can leverage and add to. 10’s of millions of man-hours, and possible far more, are at stake.

This is why GCPEDIA will survive. We can’t afford for it not to.

As an aside, this has one dramatic implication. People are already leaving so we need to populate GCPEDIA faster. Indeed, if I were a Deputy Minister I would immediately create a 5 person communications team whose sole purpose was two fold. First to spread the word about the existence of GCPEDIA as well as help and encourage people to contribute to it. Second, this team would actually interview key boomers who may not be comfortable with the technology and transcribe their work for them onto the wiki. Every department has a legend who is an ES-6 and who will retire an ES-6 but everybody knows that they know everything about everything that ever happened, why it happened and why it matters. It’s that person everybody wants to consult with in the cafeteria. Get that person, and find a way to get their knowledge into the wiki, before their pension vests.

the misguided bottled water debate

The debate over bottled water continues… with those who dislike bottled water continuing to miss the point.

Just over a year ago I wrote this piece on why bottled water haters have it wrong. Today, anti-bottled water activists press on, trying to get municipalities to ban bottled water sales. This quote in the Globe and Mail by Joe Cressy, the Polaris Institute’s drinking-water campaign coordinator again shows the problematic thinking behind the campaign.

“(This) resolution is a resounding victory and the latest indication that bottled water’s 15 minutes are up and the tap is back.”

“In the same way that Coca-Cola doesn’t sell Pepsi in its buildings, we’re very pleased to see the FCM encouraging municipalities not to provide bottled water on city property.”

So three comments on this quote.

First, there are all sorts of other drinks that will continue to be sold on city properties: Coke, Orange Juice, Fruitopia all of which contain a lot more sugar and are generally less healthy for you than… water. Banning water may be seen as a victory, unless it means someone is going to buy something else, something that is less healthy and will increase health costs over the long term.

Second, the line about Coca-Cola not selling pepsi in their building reveals a lot about the flawed logic. Anti-bottle water activists will claim that people should be drinking tap water, not bottled water, because it is just as good. But this usually isn’t why people drink bottled water. People don’t just drink it for the flavour or safety (if they do at all) but because it is convenient. I always drink water from the tap if a restaurant provides me a glass, but what if I want to head out around town? Or am in my car? I’m now essentially being told I should make a less healthy choice – since I can’t buy water, I’ll have to buy pop or juice. Not everyone wants to, or will, carry around a water bottle everywhere they go and fill it up with tap water. Many (if not most) people simply prefer not to. If you try to force them, most will probably end up making a worse choice, like buying a Coke.

Finally, those opposed to bottled water are part of two distinct camps. The first are those who are opposed to someone charging for water under any circumstances. I’ve already noted that people aren’t buying the water, they are buying convenience. The second group of people are those who are concerned about the waste generated by bottled water. I am squarely in this camp – deeply concerned about the environmental impact of these containers. Here, however, we have lots of models that are less radical than an outright ban. Legislating, or simply encouraging, bottled water manufacturers to create a deposit system for their bottles would be a good first start. I suspect that if 100% of water bottles were recycled (as they should be) support for bottled water bans would dry up pretty fast.

Let’s hope a sensible solution for the challenge of bottled water waste emerges. One that doesn’t drive consumers to purchasing the diabetes-inducing sugar drinks that are the real competition.
