Canada 3.0 & The Collapse of Complex Business Models

If you haven’t already, I strongly encourage everyone to go read Clay Shirky’s The Collapse of Complex Business Models. I just read it while finishing up this piece and it articulates much of what underpins it in the usual brilliant Shirky manner.

I’ve been reflecting a lot on Canada 3.0 (think SXSWi meets government and big business) since the conference’s end. I want to open by saying there were a number of positive highlights. I came away with renewed respect and confidence in the CRTC. My sense is net neutrality and other core internet issues are well understood and respected by the people I spoke with. Moreover, I was encouraged by what some public servants had to say regarding their vision for Canada’s digital economy. In many corners there were some key people who seemed to understand what policy, legal and physical infrastructure needs to be in place to ensure Canada’s future success.

But these moments aside, the more I reflect on the conference the more troubled I feel. I can’t claim to have attended every session but I did attend a number and my main conclusion is striking: Canada 3.0 was not a conference primarily about Canada’s digital future. Canada 3.0 was a conference about Canada’s digital commercial future. Worse, this meant the conference failed on two levels. Firstly, it failed because people weren’t trying to imagine a digital future that would serve Canadians as creators, citizens and contributors to the internet and what this would mean to commerce, democracy and technology. Instead, my sense was that the digital future largely being contemplated was one where Canadians consumed services over the internet. This, frankly, is the least important and interesting part of the internet. Designing a digital strategy for companies is very different than designing one for Canadians.

But, secondly, even when judged in commercial terms, the conference, in my mind, failed. This is not because the wrong people were there, or that the organizers and participants were not well-intentioned. Far from it. Many good and many necessary people were in attendance (at least as one could expect when hosting it in Stratford).

No, the conference’s main problem was that, at the core of many conversations lay an untested assumption: That we can manage the transition of broadcast media (by this I mean movies, books, newspaper & magazines, television) as well as other industries from an (a) broadcast economy to a (b) networked/digital economy. Consequently, the central business and policy challenge is how do we help these businesses survive this transitionary period and get “b” happening asap so that the new business models work.

But the key assumption is that the institutions – private and public – that were relevant in the broadcast economy can transition. Or that the future will allow for a media industry that we could even recognize. While I’m open to the possibility that some entities may make it, I’m more convinced that most will not. Indeed, it isn’t even clear that a single traditional business model, even radically adapted, can adjust to a network world.

What no one wants to suggest is that we may not be managing a transition. We may be managing death.

The result: a conference that doesn’t let those who have let go of the past roam freely. Instead they must lug around all the old modes like a ball and chain.

Indeed, one case in point was listening to managers of the Government of Canada’s multimedia fund share how, to get funding, a creator would need to partner with a traditional broadcaster. To be clear, if you want to kill content, give it to a broadcaster, they’ll play it once or twice, then put it in a vault and one will ever see it again. Furthermore, a broadcaster has all the infrastructure, processes and overhead that make them unworkable and unprofitable in the online era. Why saddle someone new with all this? Ultimately this is a program designed to create failures and worse, pollute the minds of emerging multimedia artists with all sorts of broadcast baggage. All in the belief that it will help bridge the transition. It won’t.

The ugly truth is that just like the big horse buggy makers didn’t survive the transition to the automobile, or that many of the creators of large complex mainframe computers didn’t survive the arrival of the personal computer, our traditional media environment is loaded with the walking dead. Letting them control the conversation, influence policy and shape the agenda is akin to asking horse drawn carriage makers write the rules for the automobile era. But this is exactly what we are doing. The copyright law, the pillar of this next economy, is being written not by the PMO, but by the losers of the last economy. Expect it to slow our development down dramatically.

And that’s why Canada 3.0 isn’t about planning for 3.0 at all. More like trying to save 1.0.

Prediction: The Digital Economy Strategy will fail unless drafted on GCPEDIA

So I’ve finished up at Canada 3.0. I’ve got a copy of the Consultation Paper on the Digital Economy Strategy and hope to write about it shortly (when, I don’t know since I’m traveling between Ontario and BC twice this week, and 5 times in the coming 5 weeks…). I also hope to post some deeper thoughts and reflections about the conference since… no one is saying much and there is much to be said. Some sneak peeks: 1) It is telling that it seems no one was live blogging the conference, 2) The conference was a little heavy on commercialization and how the internet can work to save the current crop of content distributors and 3) the gap between my colleagues and friends and those – particularly senior leaders – is stunning.

In the meantime, my post from Monday has gotten good traction but I wanted to repost the last section since the post was long (and I know few people read long posts) – and, frankly, the point needs emphasizing:

A networked economy can only be managed by a government that uses a networked approach to policy development.

An agrarian economy was managed using papyrus, an industrial economy was managed via printing press, typewriters and carbon copy paper. A digital economy strategy and managing policies were created on Microsoft Word and with email. A Network Economy can and only will be successfully managed and regulated when those trying to regulate it stop using siloed, industrial modes of production, and instead start thinking and organizing like a network. Not to ring an old bell, but today, that means drafting the policy, from beginning to end, on GCPEDIA, the only platform where federal public servants can actually organize in a network.

Managing an industrial economy would have been impossible using hand written papyrus, not just because the tools could not have handled the volume and complexity of the work but because the underlying forms of thinking and organizing that are shaped by that tool are so different from how an industrial economy works. In short, how you do it matters.

With that said, I’m going to predict this right now: Until a digital economy strategy is drafted using online but internally-connected tools like wikis, it will fail. At the moment, this means GCPEDIA. I say this not because the people working on it will not be intelligent, but because they won’t be thinking in a connected way. It will be like horse and buggy users trying to devise what a policy framework for cars should look like. Terrible, terrible decisions will be made.

To manage a network you have to think and act in a network. Painful? Maybe. But that’s the reality of the situation.

Banned Blogs

So I’m fed up. I’m tired of hearing about fantastic blogs written by fantastic people that are banned by different federal departments of the Canadian public service.

Banned you say? Isn’t that a little dramatic?

No! I mean banned.

The IT departments of several federal governments block certain websites that are deemed to have inappropriate or non-work related content. Typically these include sites like Facebook, Gmail and of course, various porn sites (a list of well known mainstream sites that are blocked can be found here).

I’ve known for a while that my site – eaves.ca – is blocked by several departments and it hasn’t bothered me (I’ve always felt that blocking someone increase people’s interest in them), But as whispers about the number of blogs blocked grows, I find the practice puzzling and disturbing. These are not casual blogs. One might think this is limited to casual or personel blogs but many of the blogs I hear about are on public policy or the public service. They may even contain interesting insights that could help public servants. They are not sites that contain pornographic material, games or other content that could be construed as leisure (as enjoyable as I know reading my blog is…).

So, in an effort to get a better grasp of the scope and depth of the problem I’d like your help to put together a list. On eaves.ca I’ve created a new page – entitled “Banned Blogs” that lists blogs and the Canadian Federal Government Ministries that ban them. If you are a public servant and you know of a blog that is blocked from your computer please send me a note. If you know a public servant, ask them to check their favourite blogs. If you know of a site that is blocked you can send me an email, at tweet, or an anonymous comment on this blog, I’ll add it to the list. It would be fantastic to get a sense of who is blocked and by which departments. Maybe we’ll even knock some sense into some IT policies.

Maybe.

Digital Economy Strategy: Why we risk asking the wrong question

Far better an approximate answer to the right question, than the exact answer to the wrong question, which can always be made precise….

I’ve always admired Paul Erdos, the wandering mathematician who I first learned about by reading his obituary in the Economist back in 1996 (and later learned was a friend and frequent house guest of my grandfather’s). What I remember best about that economist obituary was how one of his students talking about his genius not lying in his capacity to produce mathematical proofs, but in his ability to ask the right question, which set events in motion so that the proof could be found at all.

It is with that idea in mind that I turn to the Canada 3.0 conference here in Stratford Ontario where I’ve been invited to take part in a meeting with industry types and policy leaders to talk about what Canada must do to become a leading digital nation by 2017. The intent is to build on last year’s Stratford Declaration and develop an action plan.

So what do I think we need to do? First, I think we need to ask the right question.

I think we need to stop talking about a digital as the future.

This whole conversation isn’t about being a digital country. It isn’t about a future where everything is going to be digitized. That isn’t the challenge. It is already happening. It’s done. It’s over. Canada is already well on its way to becoming digital. Anyone who uses MS Word to write a document is digital. I’ve been submitting papers using a word processor since high school (this comes from a place of privilege, something I’ll loop back to). Worse, talking about digital means talking about technology like servers or standards or business models like Bell, or Google or Music Producers and all the other things that don’t matter.

The dirty truth is that Canada’s digital future isn’t about digital. What is special isn’t that everything is being digitized. It’s that everything is being connected. The web isn’t interesting because you can read it on a computer screen. It is special because of hyperlinks – that information is connected to other information (again, something the newspaper have yet to figure out). So this is a conversation about connectivity. It is about the policy and legal structure needed when me, you, information, and places, when everything, everywhere is connected to everything else, everywhere persistently. That’s the big change.

So if a digital economy strategy is really about a networked economy strategy, and what makes a networked economy work better is stronger and more effective connectivity, then the challenge isn’t about what happens when something shifts from physical to digital. It is about how we promote the connectivity of everything to everything in a fair manner. How do we make ourselves the most networked country, in the physical, legally and policy terms. This is the challenge.

Viewed in this frame. We do indeed have some serious challenges and are already far behind many others when it comes to connectivity if we want to be a global leader by 2017. So what are the key issues limiting or preventing connectivity and what are the consequences of a networked economy we need to be worried about? How about:

  • Expensive and poor broadband and mobile access in (in both remote and urban communities)
  • Throttling and threats to Net Neutrality
  • Using copyright as a vehicle to limit the connectivity of information (ACTA) or threaten peoples right to connect
  • Using copyright as a vehicle to protect business models built on limiting peoples capacity to connect to innovations and ideas
  • Government’s that don’t connect their employees to one another and the public
  • It’s also about connective rights. Individual rights to limit connectivity to privacy, and right to freely associate and disassociate

So what are the three things we need to start thinking about immediately?

If connectivity is the source of innovation, wealth and prosperity then how do we ensure that Canadians are the most connected citizens in the world?

1)    a net neutral broadband and mobile market place where the costs of access are the lowest in the world.

That is would be a source of enormous competitive advantage and a critical stepping stone to ensuring access to education and an innovation fueled economy. Sadly, we have work to do. Take for example, the fact that we have the worst cell phone penetration rates in the developed world. This at a time when cellphone internet access is overtaking desktop internet access.

But more importantly, I was lucky to be able to use a word processor 20 years ago. Today, not having access to the internet is tantamount to preventing a child from being able to go to the library, or worse, preventing them from learning to read. Affordable access is not a rural or urban issue. It’s a rights and basic education issue.

Equally important is that the network remain a neutral platform upon which anyone can innovate. The country that allows its networks to grant (or sell) certain companies or individuals special privileges is one that one that will quickly fall behind the innovation curve. New companies and business models inevitable displace established players. If those established players are allowed to snuff out new ideas before they mature, then there will be no new players. No innovation. No new jobs. No competitive advantage.

2)    A copyright regime that enables the distribution of ideas and the creation of new culture.

Here I am in Stratford, Ontario, home of the Stratford Shakespeare Festival, one of the biggest open source festivals in the country. Every year the city celebrates plays that, because they are in the public domain, can be remixed, re-interpreted, and used without anyone’s permission to create new derivative cultural works (as well as bring joy and economic prosperity to untold people). A copyright regime that overly impedes the connectivity of works to one another (no fair use!) or the connectivity of people to ideas is one that will limit innovation in Canada.

A networked economy is not just one that connects people to a network. That is a broadcast economy. A networked economy is one that allows people to connect works together to create new works. Copyright should protect creators of content, but it should do so to benefit the creators, not support vast industries that market, sell, and repackage these works long after the original creator is dead. As Lawrence Lessig so eloquently put it:

  • Creativity and innovation always builds on the past.
  • The past always tries to control the creativity that builds upon it.
  • Free societies enable the future by limiting this power of the past.
  • Ours is less and less a free society.

A networked economy limits the past to enable the future.

In summary, these are the three things I think the federal government needs to be focused on if we are going to create a digital economy strategy that positions us to be leaders by 2017. This is the infrastructure that needs to be in place to ensure that we maximize our capacity to connect each other and our work and reap the benefits of that network.

The Dangers of Being a Platform

Andrew P. sent me this article Apple vs. the Web: The Case for Staying Out of Steve Jobs’s Walled Garden that makes a strong case for your media company to not develop (or at least not bet the bank on) an iPhone App as the way out of trouble.

Few companies actually know how to manage being a platform for an ecosystem and Apple is definitely not one of them. Remember this is company that’s never played well with others and has a deeply disturbing control freakishness to it. Much like Canadians are willing to tolerate the annoying traits of the federal NDP, consumers and developers were willing to tolerate these annoying traits as long as Apple was merely influencing the marketplace but not shaping it. As Apple’s influence grows, so to do the rumblings about its behaviour. People say nice things about Apple’s products. I don’t hear people say nice things about Apple. This is stage one of any decline.

Here, history could be instructive. Look back at another, much more maligned company that has a reputation of not playing well with others: Microsoft. Last year, I wrote this piece about how their inability to partner helped contribute to their relative decline. In short, after kicked around and bullying those who succeeded on its platform, people caught the message and stopped. Today Apple thrives because people elect to innovate on their platform. Because it has been interesting, fun, and to a much, much lesser degree, profitable. Take away the “interesting” and “fun” and/or offer up even a relatively interesting competing platform… and that equation changes.

Heck, even from a end user’s perspective the deal Apple made with me is breaking. Their brand is around great design and fun (think of all those cute fun ads). They still have great design, but increasingly when I think of Apple and the letter F comes to mind the word “fun” isn’t what pops into my head… its “fascism.” Personally I’m fairly confident my next phone will not be an iPhone. I like the phone, but I find the idea of Steve Jobs controlling what I do and how I do it simply too freaky. And I don’t even own a multi-million dollar media empire.

So being a platform is hard. It isn’t license to just print money or run roughshod over whoever you want. It is about managing a social contract with all the developers and content creators as well as all the end users and consumers. That is an enormous responsibility. Indeed, it is one so great we rarely entrust it to a single organization that isn’t the government. Those seeking to create platforms, and Apple, and Facebook especially (and Google and Microsoft to a lesser extent) would all do well to remember that fact.

Oh, and if you’re part of a media companies, don’t expect to saved by some hot new gizmo. Check out this fantastic piece by John Yemma, the Editor of The Christian Science Monitor:

So here’s my position: There is no future in a paywall. No salvation in digital razzle dazzle.

There is, however, a bold future in relevant content.

That’s right. Apple won’t save you. Facebook doesn’t even want to save you. Indeed, there is only one place online where the social contract is clear. And that’s the one you can create with your readers by producing great content. On the web.

Lesson in Misunderstanding Abundance and Scarcity: Quebec and Abitibibowater

One of the biggest problems old institutions have grasping the internet is how it changes notions of abundance and scarcity. We are used to a world of scarcity where, if you have something, I cannot also have it, so we need a way to figure out how to allocate it (market forces, government regulation, etc…). The two following examples are wonderful cases of acting like their is scarcity when there is abundance, and acting like there is abundance, where there is scarcity…

The Province of Quebec – Don’t help people vote!

The other day a friend of mine, a web developer who goes by the name Ducky, asked the Province of Quebec for image (KML) files for provincial ridings in Quebec. These files would allow her to show people, in say, Google Maps, which riding they live in, who their representative in the National Assembly might be, etc… The Government of Quebec was happy to share, but only on the condition that she never make money using the information:

So, if Ducky, or say a newspaper, wanted to create a website to help residents of Quebec identify what riding they live in… and were going to have advertising on the site, they couldn’t do that without permission from the Quebec government. Heaven forbid that someone offer citizens or voters a helpful or interesting service, especially using information that is in the public interest.
Why is this? I’m not sure. If Ducky created her site, it wouldn’t preclude someone else from using the exact same information to create their own site. No, the Quebec government is turning something that is infinitely abundant and that can be used over and over again (election data) and making it scarce by preventing anyone from using it in a way that could be useful and profitable. Maybe they think they could make some money from the data… but sadly, every academic anlsysis shows they won’t – usually money recovered for data like this is covers the cost of collecting the money, and nothing else. In the end, the losers in all this are… Quebec residents.
Abitibibowater – Print, Print and Print more!
On the flip side of this is Abitibibowater, the producer of “a wide range of newsprint, commercial printing papers, market pulp and wood products.” Apparently, they have become concerned about the number of people who include “do not print this e-mail” at the bottom of their emails. So they sent around this memo to their employees:

To all our employees:

At AbitibiBowater, we rely on the forest to make our products, and respect for the environment is a fundamental part of everything we do. Too often, however, we see the use of paper singled out as something ‘bad’ for the environment, which is the reason why some people include “do not print this e-mail” notes to the end of their electronic messages. There has been ongoing discussion concerning this matter in the media recently, given the proliferation of electronic readers. Here is a link to a March article that appeared on PBS’s website, which raises this issue.

We believe it is OK to print, especially if you use paper sourced from independently certified forests and recycle the paper after you are finished with it. Our Company works hard to operate in a way that is sustainable, and that reflects the values of our employees, our customers, and the communities in which we operate. We are continuously improving our manufacturing processes and reducing our environmental footprint.

We have developed a page on our website to address this issue (abitibibowater.com/print) that explains why you can feel comfortable knowing that using paper is an environmentally responsible choice. We have written our own e-mail footnote that makes this point and invites others to find out why:

It’s OK to print this e-mail. Paper is made from a renewable resource. Please choose paper sourced from independently certified sustainable forests and recycle. For more information visit abitibibowater.com/print.

Uh… actually it is still really, really, wasteful to print an email that you could just forward to someone. Even if that email is printed on certified paper. Paper may be a renewable resource, but that doesn’t mean that it isn’t scarce. Trees used for making paper aren’t being used for something else, like say, building homes, making tourists happy, or, say, converting CO2 into air.

Pretending like something is abundant when it is actually scarce is deeply irresponsible – and Abitibi’s email is prompting me to actually add the “do not print this email” signature to the bottom of my own emails.

The economics of abundance and scarcity matter – knowing which one you are dealing with matters. Make the wrong choice, and you could end up looking at best like a fool, at worst, deeply irresponsible.

Datadotgc.ca Launched – the opportunity and challenge

Today I’m really pleased to announce that we’ve launched datadotgc.ca, a volunteer driven site I’m collaboratively creating with a small group of friends and, I hope, a growing community that, if you are interested, may include you.

As many of you already know I, and many other people, want our governments to open up and share their data, in useful, structured formats that people can actually use or analyze. Unlike our American and British peers, the Canadian Federal (and provincial…) government(s) currently have no official, coordinated effort to release government data.

I think that should change.

So rather than merely complain that we don’t have a data.gov or data.gov.uk in Canada, we decided to create one ourselves. We can model what we want our governments to do and even create limited versions of the service ourselves. So that is what we are doing with this site. A stab at showing our government, and Canada, what a federal open data portal could and should look like – one that I’m hoping people will want to help make a success.

Some two things to share.

First, what’s our goal for the site?

  • Be an innovative platform that demonstrates how government should share data.
  • Create an incentive for government to share more data by showing ministers, public servants and the public which ministries are sharing data, and which are not.
  • Provide a useful service to citizens interested in open data by bringing it all the government data together into one place to both make it easier to find.

Second, our big challenge.

As Luke C, one datadotgc.ca community member said to me – getting the site up is the easier part. The real challenge is building a community of people who will care for it and help make it a living, growing and evolving success. Here there is lots of work still to be done. But if you feel passionate about open government and are interested in joining our community, we’d love to have you. At the moment, especially as we still get infrastructure to support the community in place, we are convening at a google group here.

So what our some of the things I think are a priority in the short term?

  • Adding or bulk scraping in more data sets so the site more accurately displays what is available
  • Locating data sets that are open and ready to be “liberated”
  • Documenting how to add or scrape in a data set to allow people to help more easily
  • Implement a more formal bug and feature tracker
  • Plus lots of other functionality I know I at least (and I’m sure there are lots more ideas out there) would like to add (like “request a closed data set”)

As Clay Shirky once noted about any open source project, datadotgc.ca is powered by love. If people love the site and love what it is trying to accomplish, then we will have a community interested in helping make it a success. I know I love datadotgc.ca – and so my goal is to help you love it too, and to do everything I can to make it as easy as possible for you to make whatever contribution you’d like to make. Creating a great community is the hardest but best part of any project. We are off to a great start, and I hope to maybe see you on the google group.

Finally, just want to thank everyone who has helped so far, including the fine people at Raised Eyebrow Web Studio, Luke Closs, and a number of fantastic coders from the Open Knowledge Foundation. There are also some great people over at the Datadotgc.ca Google Group who have helped scrape data, tested for bugs and been supportive and helpful in so many ways.

Opening Parliament and other big announcements

This is going to be an exciting week for online activists seeking to make government more open and engaged.

First off, openparliament.ca launched yesterday. This is a fantastic site with a lot going for it – go check it out (after reading my other updates!). And huge kudos to its creator Michael Mulley. Just another great example of how our democratic institutions can be hacked to better serve our needs – to make them more open, accessible and engaging. There is a ton of stuff that could be built on top of Michael’s and others – like Howdtheyvote, sites. I’ve written more about this in a piece on the Globe’s website titled If You Won’t Tell Us About Our MPs Well Do It For You.

Second, as follow on to the launch of openparliament.ca, I’ve been meaning to share for some time that I’ve been having conversations with the House of Parliament IT staff over the past couple of months. About a month ago parliament IT staff agreed to start sharing the Hansard, MP’s bios, committee calendars and a range of other information via XML (sorry for not sharing this sooner, things have been a little crazy). They informed me that they would start doing this before the year is over – so I suspect it won’t happen in the next couple of months, but will happen at some point in the next 6 months. This is a huge step forward for the house and hopefully not the last (also, there is no movement on the senate as of yet). There are still a ton more ways that information about the proceedings of Canada’s democracy could be made more easily available, but we have some important momentum with great sites like those listed above, and internal recognition to share more data. I’ll be having further conversations with some of the staff over the coming months so will try to update people on progress as I find out.

Finally, I am gearing up to launch datadotgc.ca. This is a project I’ve been working on for quite some time with a number of old and new allies. Sadly, the Canadian government does not have an open data policy and there is no political effort to create a data.gc.ca like that created by the Obama administration (http://www.data.gov/) or of the British Government (http://data.gov.uk/). So, I along with a few friends have decided to create one for them. I’ll have an official post on this tomorrow. Needless to same, I’m excited. We are still looking for people to help us populate the site with open government data sets – and have even located some that we need help scraping – so if you are interested in contributing feel free to join the datadotgc.ca google group and we can get you password access to the site.

The Future of Media in Canada – Thoughts for the Canadian Parliamentary Committee

Yesterday, Google presented to a House of Commons Heritage Committee which has launched a study of “new media.” Already some disturbing squawks have been heard from some of the MPs. For those who believe in an open internet, and in an individuals right to choose, there is no need to be alarmed just yet, but this is definitely worth keeping an eye on. It is however, a good thing that the parliamentary committee is looking at this (finally) since the landscape has radically changed and the Canadian government needs to adjust.

In his SXSWi talk Clay Shirky talked about how abundance changes things. One an item ceases to be scarce – when it is freely available – the dynamics of what we do with it and how we use it radically change.

It is something government’s have a hard time wrestling with. One basic assumption that often (but hardly always) underlies public policy is that one is dealing with how to manage scarce resources like natural resources. But what happens when something that was previously scarce suddenly becomes abundant? The system breaks. This is the central challenge the Heritage Committee MPs need to wrap their heads around.

Why?

Because this is precisely what is happening with the broadcast industry generally and Canadian content rules specifically. And it explains why Canadian content rules are so deeply, deeply broken.

In the old era the Government policy on Canadian content rested on two pillars:

First, the CRTC was able to create scarcity. It controlled the spectrum and could regulate the number of channels. This meant that broadcasters had to do what it said if they wanted to maintain the right to broadcast. This allowed the CRTC to mandate that a certain percentage of content be Canadian (CanCon).

The second pillar was funding. The Government could fund projects that would foster Canadian content. Hence the CBC, the National Film Board of Canada and various other granting bodies.

The problem is, in the digital era, creating scarcity gets a lot more complicated. There are no channels to regulate on the internet. There is just the abundant infinity of internet content. Moreover you can’t force websites to produce or create Canadian content nor can you force Canadians to go to websites that do (at least god hopes that isn’t a crazy idea the committee gets into its head). The scarcity is gone. The Government can no longer compel Canadians to watch Canadian content.

So what does that mean? There are three implications in my mind.

First. Stop telling Canadians what culture is. The most offensive quote from yesterday’s Globe article was, to quote the piece Bloc Québécois MP Carole Lavallée quote:

Bloc Québécois MP Carole Lavallée highlighted the often low-brow, low-budget fare on YouTube. She accused Google of confusing leisure with culture.

“Leisure is people who play Star Wars in their basement and film one another and put that on YouTube,” she said. “ But culture is something else.”

Effectively, she is telling me – the blog and new media writer – and the 100,000s if not millions of other Canadians who have created something that they do not create Canadian culture. Really? I thought the whole point of the Heritage Ministry, and tools like the CBC was to give voice to Canadians. The internet, a tools like YouTube have done more on that front than any Government program of the last 5 decades. Lavallée may not like what she sees, but today, more Canadian content is created and watched around the world, than ever before.

Second. Be prepared to phase out the CRTC. The CRTC’s regulatory capacity depends on being able to create scarcity. If there is no more scarcity, then it seizes to have a lever. Yes, the TV industry is still with us. But for how long? Canadians, like people everywhere, want to watch what they want, when they want. Thanks to the internet, increasingly they can. The CRTC no longer serves the interests of Canadians, it serves to perpetuate both the broadcast industry and the cable industry (yes, even when they fight) by creating a legal scaffolding that props up their business models. Michael Geist understands this – the committee should definitely be talking to him as well.

Third, if the first pillar is dead, the second pillar is going to have to take on a heavier load and in new and creative ways. The recent National Film Board iPhone app is fantastic example of how new media can be used to promote Canadian content. If the Commons committee is really worried about YouTube, why not have Heritage Canada create a “Canadian channel” on YouTube where it can post the best videos by Canadians and about Canada? Maybe it can even offer grants to the video creaters that get the most views on the channel – clearly they’ve demonstrated an ability to attract an audience. Thinking about more micro-grants that will allow communities to create their own content is another possibility. Ultimately, the Government can’t shape demand, or control the vehicle by which supply is delivered. But it can help encourage more supply – or better still reward Canadians who do well online and enable them to create more ambitious content.

The world of new media is significantly democratizing who can create content and what people can watch. Whatever the heritage committee does I hope they don’t try to put the cork back on that bottle. It will, in effect, be muzzling all the new emerging Canadian voices.

Update: Just saw that Sara Bannerman has a very good post about how Canadian content could be regulated online. Like much of what is in her post, but don’t think “regulation” is the right word. Indeed, most of what she asks for makes business sense – people will likely want Canadian filters for searching (be it for books, content, etc…) as long as those filters are optional.

BC Apps For Climate Change Contest to be Announced

Over the past few months I’ve been working with the BC Government around the idea of an “Apps for Climate Change.” The idea, initiated by the province, is to hold a development competition akin to the “Apps for Democracy” competition hosted by Washington DC but focused around climate change.

I talked a little bit about the upcoming competition during my O’Reilly Gov 2.0 International Online talk and referenced an article by Stephen Hui in the Georgia Straight which outlines some of the competitions details. (some people have been asking for that link).

In short, the province is assembling a fairly large data catalog focused around climate change and greenhouse gas emissions, along with a number of other data sets. I expect the contest to be announced at GLOBE 2010 (Mar 24-26) with a side announcement at OpenGovWest and hope to share more information soon. There will be prize money involved – but more importantly, an opportunity to create something that could get serious profile.

In addition to interested independent developers, one hope I have is that non-profits like Greenpeace, the David Suzuki foundation and others will reach out to developers in their volunteer/activist community and encourage them to use these data sets in ways that might help the public. I’m also hoping that some private sector actors may see ways to use this data to better serve their clients or save them, or their customers, money.

Either way, I hope the competition sparks the interest of Canadians across the country and generates some interesting applications that can help citizens act on the issue of climate change.
