Surviving in a changing, networked world

signpostsI am repeatedly floored by how lucky I am to be alive today. Here, in an era of complete turmoil, where things previously unimaginable are now normal, where old systems are dying and new ones are emerging that enable us to connect and cooperate in fascinating ways. All this, with our planet on the brink — it is all rather heady.

Sometimes, it is important to remind myself of this since there are moments when, confronted by all this turmoil, I slip into feeling frustrated and lost. When I reflect on why, I’m struck by the fact that never in my short lifetime — or, I suspect, in the lifetimes of my parents — have the way points, the path, or even the destinations for our lives been less clear, more uncharted, or simply completely unknown.

For confusing or unknown destinations, I think of my friends who wanted to get into news media, or a close friend who recently confessed that they’d love to sit on the board of the CBC (I can’t think of a better candidate), or colleagues who would like to be a Deputy Minister or even a bank executive. And yet, if you aspired to be the editor of the Globe and Mail when you hit your 40’s or 50’s I’m not sure you should be holding your breath… There may not be a Globe and Mail in 15 years, or a CBC, or even media companies. The role of a deputy minister may be radically altered beyond recognition — and do any of us really want to be bank executives? Worse, still, it’s not even clear what the equivalent of the editor of the Globe will be – it is fine to accept that the job you wanted may not exist, but what do you do when it isn’t even clear how to fulfill the underlying desire or interest?

If your dream was to contribute to national conversations, then the path has rarely been less clear. But it isn’t just the media. No matter what it is you want to do, the steps that were supposed to take you there… the education you are supposed to get, the jobs you were supposed to hold, they are less obvious, occasionally discredited and sometimes not longer in existence. This isn’t to say that newer, different, and I would argue better opportunities are not arising. They are. But they are hidden — hidden among a thousand blind alleys and dead ends. And yes, I even think the career paths of lawyers, doctors and accountants – the safest of professions – could change radically over the next few decades.

And the way points along these thousand paths are also harder to identify. What is progress? How do you know you are moving forward? I struggle with this question constantly: am I doing the right thing with my life? Am I making the world a better place? Am I growing? Developing?

In a bygone era I could have looked at the money I made, or the size of my office, my title, or any number of other things… but I find these metrics less and less helpful or meaningful. We all want to do more, be better, help with the next challenge.

What’s it all this mean? That remains to be seen. But here are two possibilities:

First, when you really don’t know what’s going to happen next you’d better grab that one thing you believe in. Because that value is a guiding light that allows you to keep marching on, even if you don’t know if you are marching forward, backward, up or down. Ultimately it is a leap of faith.

For me, that value is “share.” It’s why I got into negotiating – to enable people (self foremost) to be more effective at playing with others and learn to share ideas, possibilities, resources, anything… more effectively and fairly. It is why I believe in Open Source – that when we share, and build off each others contributions, we build faster, better and more cheaply, to the benefit of all. It’s the value that is at the core of my work in Public Service Sector Renewal – that a government that shares – shares its ideas, its data, in the process – both internally and externally, is a government that will be more responsive, more effective and more efficient.

The second piece is that we need peers. I suspect we are all (me especially) going to fail more than our parents. It is just a simple fact. There are more paths, and the right ones are less clear. So more of us are going to take risks, are going to try the unknown; and many or us, indeed the majority of us, will and should fail at some point. That’s why we need peers. We need friends and colleagues to help us, to pick us up when we fall down, to nurture us intellectually and help us emotionally.

When I look around at my friends I sense that we are blessed and cursed. We live in interesting times. The good news though, is that we are legion. Together, sharing and supporting one another, we are crafting a new world. I don’t know if my contribution is helping. It may all be one big failure – this alley I’m running down may be a dead end. That’s a frustrating, sometimes lonely, and scary reality to face down. But I know if I’m feeling it, someone else out there probably is too, and you should know you are not alone.

Why the bluster has given way to bland by Patrick Brethour in the Globe and Mail

This excellent article summarizes what I think is the most exciting trend in BC right now – the race for the pragmatic centre in our politics. Those from outside BC often fail to understand its politics (if I’d got a nickel in college for every time I was asked: how can the same people vote for the NDP provincials and The Reform Party federally???). This piece goes some way in explaining the province’s political history to those not from here.

Also of note… despite the claims of some reformers, British Columbia has already experiment with a Single Transferable Vote (STV). In twice in 1952 (the first election generated an unstable government that lasted 9 months) with the Social Credit Party winning out both times. This isn’t to say that we shouldn’t discuss electoral reform, but let us not pretend that it is something untried and completely novel.

Clinton says US shares responsibility for Mexico’s drug violence by By Warren P. Strobel in the Christian Science Monitor

This isn’t a fancy or insightful piece – but it is important. For the first time in memory a senior figure in the US administration has said what everybody has long known, that:

“Our insatiable demand for illegal drugs fuels the drug trade. Our inability to prevent weapons from being illegally smuggled across the border to arm these criminals causes the deaths of police officers, soldiers and civilians,”

The war on drugs is now so deeply a part of the American political way of life I have little hopes of seeing a dramatic shift anytime soon (no matter how good or accurate the movie Traffic was). Nonetheless, this is a critical step. More importantly, it starts the US down a path where discussions around address addiction as well as curbing and managing demand become more plausible strategies.

As many of you know, I’m sadly confident we are never going to “win” the war on drugs and drug violence, especially by curbing supply – indeed, as I wrote the other week, not even the RCMP believes this anymore. This is what makes strategies like Harm Reduction, and places like the Insite injection site so important. They don’t replace policing and prevention, but as the last 40 years have helped demonstrate, progress will be impossible if harm reduction is not part of the mix.

hbus, the transit day tripper by Holly Gordon in The Coast

He’s a great little story about a scrappy programmer in Halifax who is trying to build a parallel – and better – transit route planner on line. Cities should be begging for people like William Lachance – the create of hbus.ca beta – which “scrapes” bus information from the official site and repackages it in a more helpful and useful way. Imagine that – a citizen helping the city deliver a service more effectively!

Sadly, the City of Halifax doesn’t see it that way:

“We can’t give our information out for somebody else to put up and run their own Metro Transit trip planning because we ultimately are accountable for it,” she explains.

This concern is of course, nonsense. By her logic, she should be preventing someone from calling a friend and asking them to look at the bus schedule and telling them when the next bus will come because… well now that friend “controls” the data and not the City of Halifax. This really is 19th century thinking run amok.

Of course ask William what responses he gets and you hear a slightly different answer:

“You get one of two responses,” says Lachance of Metro Transit’s replies to his friend’s—and later his own—requests. “One is just ‘no.’ The other one is that they give you their policy on the dissemination of geographical data, something on the order of ‘give us a lot of money and we’ll give you the information you can basically only use for personal use.'”

While both responses sound different, they are functionally the same. “We, the city, will not give you data your taxes paid to create.” Why? Because we don’t want to, or… because we think we can extract still more money from you. This despite the fact that most local governments actually lose money trying to sell their data. Heavens forbid that actual citizens try to make their city easier to navigate.

The No-Stats All-Star by Michael Lewis in the New York Times Magazine

This is one of these delightfully insightful pieces about how really digging into the numbers can reveal truths that often go unseen. Here is the story of Shane Battier, an NBA player who is relatively unknown and whose basics stats suggest is an ordinary player. And yet… dig a little deeper and it is reveal that when he is playing the stats of players on his team are better, and those of players on opposing teams are worse.

Battier clearly has some basketball styled “soft” skills that make him effective, but that would likely be ignored or remain unseen to the majority of sport’s scouts and observers.

I’ll admit, one reason I really enjoyed this story is that I think there is a little bit of Battier in all of us, and in certain special people around us. There are people in my life who are like Shane Battier, I perform better, react faster, think more clearly, when they are around me. In addition, I’d like to think that there are boards I’m on, people I work with that, while no one can say “yeah, David is excellent at doing that” that nonetheless I help the group work more effectively… Indeed, I often fear this is most of what my professional life is like – that I help everywhere, but in a way that is to hard to pin down in manner that is tangible or recognizable.

The Fraser Institute – a case study in how not to engage young people

This video is so shockingly bad, on so many levels, that it almost deserves a facebook group composed of its target audience dedicated to mocking it… Be warned: what you are about to watch will feel like a low-budget angry, mid-80’s government sponsored don’t do drugs commercial.

Well you can thank the Fraser Institute – publishers of an enormous amount of unthinking nonsense – for releasing this video.

I especially enjoyed the use of hip “SMS” styled messages that are guaranteed to alienate the very people it is designed to reach out to. However, what I loved best is the thing that ensures this video will fail: it does the very thing that young people hate most – it treats them like they are stupid. It makes no cogent argument, overstates the few facts it references, and fails to cite experts or personalities a young person could relate to.  For an organization that spends 80% (!!!) of its budget on advocacy and communicating its agenda one would have thought they’d have a more refined strategy.

Thankfully, they don’t.

RCMP and Vatican: The downfall of hierarchical and opaque organizations

I’m on the road which is basically the only time I watch TV news and was pleased that I did this evening since I caught Terry Milewski’s excellent follow up piece on the how the RCMP has dealt (or in this case, not dealt) with investigating its own officers over the death of Polish traveler Robert Dziekanski.

The thing that really struck me about Milewski’s story was how much it appeared to suggest that the RCMPs method for dealing with problematic individuals parallels that of the Vatican’s. In the 70’s, 80’s and 90’s the Vatican regularly moved priests it knew was molesting children from diocese to diocese. Priests like Father John Gagan, who molested dozens and dozens of people were never suspended or ordered to take treatment. They were simply shuffled around and the problem was covered up.

The retired RCMP officers in Milewski’s piece suggest that a similar practice occurs within the RCMP. For example, one of the officers involved in the death of Robert Dziekanski, Corporal Benjamin Robinson (who subsequently, has allegedly been involved in a drinking and driving incident which resulted in a death and in which he fled the scene) has apparently experienced a number of challenges in his previous posts. The point here is not to assess Corporal Robinson, but a system that promoted and moved him around rather than offer him needed support.

What is most scary for Canadians is that the RCMP does not appear to understand how quickly the public’s loss of faith could grow and thus manifest into a real crises of confidence in the organization. Consider the recent past of RCMP scandals:

In isolation, each scandal is not a problem. Collectively, given people’s capacity to use the internet to create coalitions and mobilize, resistance to bureaucratic, authoritarian and opaque institutions can crystallize very, very quickly.

Clay Shirky offers one of the best examples of this in his book, Here Comes Everybody where he talks about the rise of Voice of the Faithful – a catholic protest group formed in reaction to the pedophile priest scandal in 2002. Here is Shirky discussing the issue in an interview:

Because in 2002, Father John Gagan, a pedophile priest in Boston, was brought to trial and The Boston Globe covered the story. And during the course of this trial and then the subsequent outrage, this little group formed in a basement in January, called Voice of the Faithful. It was basically outraged Catholics who wanted to do something.

By that summer, they went from 30 people in a church basement to 25,000 members in 21 countries around the world. Now, groups don’t grow that fast, or they didn’t prior to the Internet.

And one of the really remarkable things that I think demonstrated how quickly the Catholic outrage solidified into this reaction – and Voice of the Faithful was instrumental in both changing Vatican policy but also getting several high-level bishops and archbishops to resign their posts because of the bad handling of the pedophile scandal.

The Catholic Church very much wanted to say, this is a one-off. This is an unusual case. But, in fact, almost exactly 10 years before, in 1992, something almost identical happened. In that case, the priest’s name was Porter. But it took place in the same diocese in Massachusetts. Bishop Law was the same person in charge. The Boston Globe was the same newspaper reporting.

But in that case, it just blew over. Part of the difference between ’92 and 2002, which is to say, between failure to reform the Church and at least partial success in reforming the Church, is that in ’92 The Boston Globe wasn’t really global. It was a local paper. There was no way for coverage in the Boston area to suddenly become of global importance.

The other part of the story is that it isn’t just about consuming media. It’s actually about doing something about it. Everybody who read about Voice of the Faithful in one of these stories could join online, they could make a donation immediately, and that changed from a big gap between thought and action in ’92 to a very small gap between thought and action in 2002.

Canadians are increasingly losing faith in the RCMP. And much like many Boston Catholics lost faith in the Vatican, they should be. It is an organization fraught with challenges, that has little, or at least very poor, civilian oversight.

The problem for the RCMP is that, increasingly, Canadians have the capacity to mobilize over this issue and the organization’s response to challenges to its authority have not been well received. Today, a rag tag and splintered group of people ranging from anti-rape activists, first nation advocates, the polish community, human and citizen right advocates and harm reduction advocates could be the proverbial 30 people in a basement Shirky talks about in his Voice of the Faithful example. When those concerned with the RCMP coalesce, it may appear to happen quickly and grow exponentially. My hope remains that the RCMP addresses its issues before this happens. My fear, is that without pressure, it won’t.

Ultimately, authoritarian and opaque institutions such as the RCMP and the Vatican will continue to have relevance in a world of networked enabled citizens, but I suspect that their freedom to operate unobserved and unquestioned will become increasingly constrained. Another painful transition is ahead, but one that is long overdue and necessary.

What the post-bureaucratic era will mean for the public service

In a number of blog posts and, in greater detail, in a number of lectures and speeches I’ve been outlining how the social and organizational impact of  information technologies (like wikis and blogs) will uproot and transform the public service. Specifically, in the coming era of self-organizing, the public service will have to find new ways to balance accountability and control with decentralization, accelerated information flows and emergent problem-solving.

There is, obviously, a ton to dive into here, which is what I’ve been having fun doing in my lectures and seminars. The other week while doing a presentation in Ottawa to a group of Health Canada employees, one of the participants asked me what the implications of self-organizing systems and social media would be for the core values of the public service (the Canadian Federal Public Service is the case study here, but this discussion likely applies to most government bureaucracies). More importantly, he wanted to know if they would have to be amended or changed. I’m not certain they do, but that doesn’t mean they won’t need to be reviewed…

For example, zero in on one of the Public Service’s core values in particular:

Professional Values: Serving with competence, excellence, efficiency, objectivity and impartiality.

  • Public servants must work within the laws of Canada and maintain the tradition of the political neutrality of the Public Service.
  • Public servants shall endeavour to ensure the proper, effective and efficient use of public money.
  • In the Public Service, how ends are achieved should be as important as the achievements themselves.
  • Public servants should constantly renew their commitment to serve Canadians by continually improving the quality of service, by adapting to changing needs through innovation, and by improving the efficiency and effectiveness of government programs and services offered in both official languages.
  • Public servants should also strive to ensure that the value of transparency in government is upheld while respecting their duties of confidentiality under the law.

None of these values are wrong. What will be challenging is how emerging technologies will shift expectations among citizens around how these values should being interpreted and what that means for how government operates.

In his 2008 Bertha Bassam Lecture at the University of Toronto, David Weinberger points out that for the last several centuries we have associated credibility (read: professionalism) with objectivity and impartiality (note values listed above). However, the rise of the internet is beginning to erode the link that once bound credibility to objectivity and impartiality:

“Wikipedia is far more credible because it shows us how the sausage is made makes Wikipedia far more credible. Yet this is exactly the stuff that the Britannica won’t show us because they think it would make them look amateurish and take away from their credibility. But in fact transparency – which is what this is – is the new objectivity. We are not going to trust objectivity, we are not going to trust objectivity unless we can see the discussion that lead to it.”

Replace Britannica in this sentence with “the public service” or “government” and you see the problem. The values of the public service presume that objectivity and impartiality will lead to credibility.  Increasingly, however, this is no longer the case. We want the right to see how the sausage is made. More importantly, as an increasing number of organizations like Mozilla, Wikipedia and DirectLauncher make it clear that such transparency is both technically and practically feasible – even when managing highly complex and sensitive tasks – our expectations around what we expect of government is starting to shift. Who do you trust more? Wikipedia or the Government of Canada’s website? Who let’s you see the discussion? This answer to this question is getting less and less clear.

Indeed it is this increasing number of transparent organizations that throw the last bullet in the section on professional values into sharp relief:

Public servants should also strive to ensure that the value of transparency in government is upheld while respecting their duties of confidentiality under the law.

Even if the public’s expectations of what should be legal confidential does not shift, radical change will still be necessary. Already you see people beginning to demand better access to all sorts of government data sets (think the Sunlight Foundation). And we haven’t even mentioned the whole process of Freedom of Information Requests (FOI). Here is a system that is clearly overwhelmed. But think more carefully about the whole process of FOI. The fact that information is by default secret (or functionally secret since it is inaccessible to the public) and that it must be requested is itself a powerful indication of just how fundamentally opaque government is. In a world where information generation is growing exponentially, will the government really be able to manage and access all of it, and determine what is confidential and what isn’t? This seems like a system destined for real challenges. All of this to say that even if the last line of the value statement above does not change one iota, what it means – and citizens expectations around its implementations – is going to change radically.

This transition – the movement from a public service that is opaque by 21st century standards to one that is transparent is going to be gut-wrenching, challenging and painful, not because it isn’t technically possible, but because it is going to require reversing 200 years of culture, values and modes of operation that are embedded within the public service and deeply embedded within the political class. This isn’t to say that the transition will erode the power or influence of these groups, it won’t. But it will be different, and that in of itself is often scary enough to create resistance and a painful transition.

In conclusion, I suspect that the few of the values will, or need, to change – indeed most are necessary and good. However, while the values themselves won’t change, continuing to adhere to them will require dramatic changes to how the public service operates.

It's a brave man who advocates against R2P at the U of O…

…and my friend Matteo Legrenzi – assistant professor at the Graduate School of Public and International Affairs of the University of Ottawa – appears to be just the guy. Remember, this is the University at which Allan Rock is president.

Recently Matteo penned this critical piece on R2P in the Ottawa Citizen. In his trademark style it has some notable harsh lines including:

Occasionally calls to mobilize Canada’s diplomatic network in support of such notions reverberate through Ottawa. The current government is perceived as not incisive enough in the promotion of these “emerging” norms in international relations.

Admittedly, these calls more often than not come from retired politicians who are not in charge of Canada’s foreign policy, let alone world affairs. They are part of that wider syndrome that affects many individuals involved in policy-making after they retire: We are sorry we did not save the world while we were in charge, but let us tell you exactly how to go about it now that we are out of office.

and, because he is an expert on Middle Eastern issues, this quote:

In many Muslim-majority countries such as Egypt, opposition to R2P is the only thing that unites the government and the Islamist opposition.

Matteo and I don’t always agree but I do always enjoy his blunt assessments of Canada’s foreign policy. There is a strain of thinking in Canadian foreign policy that is more obsessed with pursuing the perfect ideal than pragmatically finding solution that works. This is something I’ve occasionally tried to write about. Matteo’s assessments is far tougher, and is the type of piece few Canadians are willing to voice and fewer still like to hear (especially in Ottawa).

What makes Matteo tough is that there is truth to his assessment. Contrary to what some politicians preach R2P is unpopular in many parts of the world and it is not established international norm. George Bush spent 8 years believing that the world could become a certain way if he simply believed and acted that it was as such… it was a dangerous strategy that had devastating results. A similar strategy, even if motivated by what we believe are more noble intentions, will also be fraught with danger.

I know not everyone will agree with Matteo’s analysis, but even those who disagree with his prescription should at least take away that one lesson: reality may bite, but we can never ignore it.

Bureaucracies and New Media: How the Airforce deals with blogs

A friend forwarded me this interesting diagram that is allegedly used by the United States Air Force public affairs agency to assess how and if to respond to external blogs and comments that appear upon them.

It’s a fascinating document on many levels – mostly I find it interesting to watch how a command and control driven bureaucracy deals with a networked type environment like the blogosphere.

In the good old days you could funnel all your communications through the public affairs department – mostly because there were so few channels to manage – TV, radio and print media – and really not that many relevant actors in each one. The challenge with new media is that there are both so many new channels emerging (YouTube, twitter, blogs, etc…) that public affairs departments can’t keep up. More importantly, they can’t react in a timely fashion because they often don’t have the relevant knowledge or expertise.

Increasingly, everyone in your organization is going to have to be a public affairs person. Close off your organizations from the world, and you risk becoming irrelevant. Perhaps not a huge problem for the Air Force, but a giant problem for other government ministries (not to mention companies, or the news media – notice how journalists rarely ever respond to comments on their articles…?).

This effort by a bureaucracy to develop a methodology for responding to this new and diverse media environment is an interesting starting point. The effort to separate out legitimate complaints from trolls is probably wise – especially given the sensitive nature of many discussions the Air Force could get drawn into. Of course, it also insulates them from people who are voicing legitimate concerns but will simply be labeled as “a troll.”

Ultimately however, no amount of methodology is going to save an organization from its own people if the underlying values of the organization are problematic. Does your organization encourage people to treat one another with respect, does it empower its employees, does it value and even encourage the raising of differing perspectives, is it at all introspective? Social media is going to expose organizations underlying values to the public, the good, the bad and the ugly. In many instances the picture will not be pretty. Indeed, social media is exposing all of us – as individuals – and revealing just exactly how tolerant and engaging we each are individually. With TV a good methodology could cover that up – with social media, it is less clear that it can. This is one reason why I believe the soft skills are mediation, negotiation and conflict management are so important, and why I feel so lucky to be in that field. Its relevance and important is only just ascending.

Methodologies like that shown above represent interesting first starts. I encourage governments to take a look at it because it is at least saying: pay attention to this stuff, it matters! But figuring out how to engage with the world, and with people, is going to take more than just a decision tree. We are all about to see one another for what we really are – a little introspection, and value check, might be in order…

Why voting is like eating ice cream

In the past I’ve posted about how I believe that voting should be more convenient, and that this could help start a virtuous loop that might lead more young people to vote. Specifically, I’ve lamented that we have a voting system that concentrates voting stations in community centres, churches and schools – places that are out of the way and/or not on common commuting paths for many young people.

People can complain that young people are lazy. Maybe they are – but so what? In an era where things are available at the click of a mouse young people are accustomed to a different level of convenience. You might wish they were willing to walk through the snow for a kilometer or two to vote, but by and large they aren’t. Does this mean that I don’t think we should try to encourage people to care about voting more – absolutely not, I’m a huge fan of groups like Student Vote. But I believe that there may be some quick – more readily achieved – and cheaper wins in designing voting systems for lazy people. This would certainly be easier than trying to make people less lazy.

I’ve recently started following the blog by the authors of Nudge, since I’m a big fan of figuring out how we can passively design systems to that encourage people to adopt “good” behaviours. Recently they pointed to a food/diet blog that outlined the conclusions of the following (sadly uncited) experiment:

“One cafeteria tested (how much effort people will go to to eat ice cream) by leaving the lid of an ice cream cooler closed on some days and open on other days. The ice cream cooler was in the exact same location, and people could always see the ice cream.  All that varied was whether they had to go through the effort of opening the lid in order to get it.  Even that was too much work for many people.  If the lid was closed, only 14% of the diners decided it was worth the modest effort to open it.  If the lid was open, 30% decided it was ice cream time.”

Essentially, this tiny shift doubled the number of people who chose ice cream. Rather than designing new (complicated) ways of voting, this is where I’d like to start. What are the small things we can do around voting to make it easier, to “nudge” people to make the civically minded choice? Voting booths in more places – and nicer places, say the local coffee shop? In the mall? Or how about on the street corner? And then of course, there is the postal voting (that actually comes on time and works) and the holy grail of on-line voting (with all of its dangerous identity implications).

Either way, let’s think about how we can re-engineer voting and make it easier for those of us born in the 20th (not to mention 21st) century. We could castigate and hate ourselves for being lazy – or we can design an easier way to vote, one that will nudge us towards a behaviour people seem to think is good. I know I’d rather spend my energy on the latter.

I don’t care whether newspapers live or die. It’s just a medium. (Yes, the singular of “media.”) It may well be it’s an outdated medium. It’s certainly a wasteful, expensive and environmentally harmful medium.

However, when newspapers die (so what? good riddance) the services that newspapers have traditionally supplied – such as serving as watchdogs for even the smallest municipalities, taxing bodies and so on – remain necessary to a functioning democracy. What happens when governments make decisions with no one watching?

And it’s tedious, people. Maybe some of you are experienced with this. Sitting through three-hour meeting of county commissioners, poring through stacks of facts and figures, following up to ask questions, finding alternate points of view – this is time consuming and not a whole lot of fun. When there are no reporters at these meetings, who will do this? Do you think it is no longer necessary? Will citizen journalists spend hours – unpaid – going line by line over the police board’s budget?

Well, according to Frances Bula, one of Vancouver’s finest journalist’s focused on local politics (she used to work at the Vancouver Sun, and now freelances for several publications, including the Globe and Mail) it is us who are covering this “small” stories. In a recent post entitled “When did civic politics get so interesting?” she states:

It’s hard to remember, but in those days, no one cared about city hall. It used to be me and a couple of Chinese-language-media reporters who would hang out in the pews at city council chambers on Tuesdays. When I went to the committee meetings on Thursday, I was usually the only reporter there. People coming to speak to council issues sometimes thought I was the recording secretary. And it was like that for quite a long time. Years and years, really, although Allen Garr started writing for the Courier after a while so then there was, thankfully, one more person.

This week in Vancouver, when city hall was stuffed like a turkey with news — the budget, cracking down on crummy SROs, whether to allow mixed martial arts events, police budgets being wrecked by gang investigations, Councillor Suzanne Anton grilling the mayor like he was a naughty boy about campaign financing — there were as many reporters and outlets covering the events as at any session of the provincial legislature…

…So, even though I now can’t get a seat at the media table these days if I come late to council, and it feels sometimes like everyone is falling over each other to get the latest little tidbit from the city, it’s okay — and even kind of fun — that it’s crowded.

But then this is what Shirly predicted would happen once the we understood the size of the cognitive surplus that is out there…

How an old media drudge's actions explain the death of newspapers

Taylor and I have received a lot of link love, comments, and emails since posting the piece Newspapers’ decline is a sign of democracy not a symptom of its death, but one commentator has been the standard bearer in the defense of the traditional newspaper: copy editor and blogger for the Baltimore Sun John McIntyre.

John and I are are involved in a healthy debate over the future of newspapers. In addition to commenting here at eaves.ca, he’s written two critical piece on his own blog. What is most interesting however is that while John disagrees with us in his comments and blog, his actions demonstrate our point. Democracy is better served by the rise of the internet – even if that comes at the cost of the physical newspaper. Why? Because our audiences are better served – and informed – by observing (and participating) in our debate.

Consider our exchange in the abstract. Here are two differing perspectives (mine and John’s), which would never share the pages of even his newspaper. Not only are they directly engaged with one another, but we link to one another – sending readers to one another! We may disagree, but the act of linking requires us (and asks our readers) to acknowledge and engage the other.

But consider too, the very practical. The centerpiece of John McIntyre’s attack on our post was his claim that the US constitution does protect the freedom of the press. In countering our assertion that “Newspapers are not a precondition for democracy—free speech is” John argues that:

“The Constitution does in fact protect newspapers. The First Amendment prohibits Congress from “abridging the freedom of speech, or of the press.” Or of the press. Newspapers. Over the past couple of centuries, the legal understanding of the press has been expanded to include, for example, broadcast. But it is clear in the text that the authors of the Bill of Rights foresaw a need to protect the press — what we could now understand as organized journalism — in specific language beyond the protection of the individual right.”

But this is actually a misreading of the constitution. The term “the press” wasn’t referring to newspapers or claiming that they are necessary for democracy (or that even journalism is for that matter). It was stating that Americans have the freedom of expression both in speech and in writing. In this manner, the constitution could have said “abridging the freedom of speech, or of blogs, or word documents, or PDFs.” Indeed, it was one of John’s own reader’s (slugwell) that supplied the legal analysis from Princeton University that confirmed his misinterpretation:

“Despite popular misunderstanding the right to freedom of the press guaranteed by the first amendment is not very different from the right to freedom of speech. It allows an individual to express themselves through publication and dissemination. It is part of the constitutional protection of freedom of expression. It does not afford members of the media any special rights or privileges not afforded to citizens in general.”

This back and forth – this focusing of the argument, the identification of errors and misunderstandings – is physically impossible in the traditional newspaper, and for reasons of culture and pride, remain rare in online editions. And yet, this is what makes blogs so compelling to their readers. Readers are able to learn more, dive deeper and participate in the evolving product (there is no final product on the internet). Alternatively, if they aren’t interested (as many readers of both John and my blog probably aren’t) they move on.

In his second post, John decries Wikipedia because “it advises its readers not to rely on the accuracy of its entries.” At least it advises its readers! But John himself benefited from (or was victim to) the very forces that make Wikipedia trustworthy – others came to point out the errors of his analysis. This is, paradoxically, what makes Wikipedia so trustworthy (and the Baltimore Sun less so – their retractions and errors are printed discretely, away from the prying eyes of readers). Even as he decries “new media” he enjoys and takes part in its benefits.

But let me finally return to this notion of respect. I don’t agree with John, but I respect him – which is why I link to and write about him. More importantly, I think we agree on more than we disagree. John states that he was responding to “a Canadian blogger’s post rejoicing in the death of the newspaper.” Let me concede that our tone sometimes makes it seem we are gleeful about the decline of newspapers, this is not the case. Let us be clear, Taylor and I aren’t celebrating the death of the newspapers. While we take issue with the industry’s argument (and hubris) that they are a precondition or necessary for democracy, anyone who reads our piece, Missing the Link will note this line:

“However, unlike the work of our techno-utopian contemporaries, our critique should not be seen as a jubilant celebration of a dying industry. Traditional media has served society well, and with the right attitude and adjustments, could continue to do so for the foreseeable future.”

As avid newsreaders and commentators, our problem is with how newspapers – and the news industry in general – has been profoundly unimaginative, blind, angry and reactionary towards new technology and possibilities. Our goal in bursting bubbles is to focus the debate on what’s possible and what’s next. Above all, we want news writers to once again talk about how they can better serve the public, not on how the public should serve them.
