Right to Know Week – going on Right Now

So, for those not in the know (…groan) this week is Right to Know Week.

Right to Know (RTK) Week is and internationally designated week with events taking place around the world. It is designed to improve people’s awareness of their rights to access government information and the role such access plays in democracy and good governance. Here in Canada there is an entire week’s worth of events planned and it is easy to find out what’s happening near you.

Last year, during RTK Week I was invited to speak in Ottawa on a panel for parliamentarians. My talk, called Government Transparency in a Digital Age (blog post about it & slideshare link) seemed to go well and the Information Commissioner soon after started quoting some of my ideas and writings in her speeches and testimony/reports to parliamentary. Unsurprisingly, she has become a fantastic ally and champion in the cause for open data. Indeed, most recently, the Federal Information Commissioner, along with all the her provincial counterparts, released a joint statement calling on their respective governments to proactively disclosing information “in open, accessible and reusable formats.”

What is interesting about all this, is that over the course of the last year the RTK community – as witnessed by the Information Commissioners transformation – has begun to understand why “the digital” is radically transforming what access means and how it can work. There is an opportunity to significantly enlarge the number and type of allies in the cause of “open government.” But for this transformation to take place, the traditional players will need to continue to rethink and revise both their roles and their relationships with these new players. This is something I hope to pick up on in my talk.

So yes… this year, I’ll be back in Ottawa again.

I’ll once again be part of the Conference for Parliamentarians-Balancing Openness and the Public Interest in Protecting Information panel, which I’ll be doing with:

  • Vanessa Brinkmann, Counsel, Initial Request Staff, Office of Information Policy, U.S. Department of Justice; and

Perhaps even more exciting than the panel I’m on though is the panel that shows how quickly both this week and the Information Officer’s are trying to transform. Consider that, this year, RTK will include a panel on open data titled Push or Pull: Liberating Government Information” it will be chaired by Microsoft’s John Weigelt and have on it:

  • Toby Mendel, Executive Director of the Centre for Law and Democracy

Getting Government Right Behind the Firewall

The other week I stumbled on this fantastic piece by Susan Oh of Ragan.com about a 50 day effort by the BC government to relaunch its intranet set.

Yes, 50 days.

If you run a large organization’s intranet site I encourage to read the piece. (Alternatively, if you are forced (or begged) to use one, forward this article to someone in charge). The measured results are great – essentially a doubling in pretty much all the things you want to double (like participation) – but what is really nice is how quick and affordable the whole project was, something rarely seen in most bureaucracies.

Here is an intranet for 30,000 employees, that “was rebuilt from top to bottom within 50 days with only three developers who were learning the open-source platform Drupal as they as went along.”

I beg someone in the BC government to produce an example of such a significant roleout being accomplished with so few resources. Indeed, it sounds eerily similar to GCPEDIA (available to 300,000 people using open source software and 1 FTE, plus some begged and borrowed resources) and OPSPedia (a test project also using open source software with tiny rollout costs). Notice a pattern?

Across our governments (not to mention a number of large conservative companies) there are tiny pockets where resourceful teams find a leader or project manager willing to buck the idea that a software implementations must be a multi-year, multimillion dollar roll out. And they are making the lives of public servants better. God knows our public servants need better tools, and quickly. Even the set of tools being offered in the BC examples weren’t that mind-blowing, pretty basic stuff for anyone operating as a knowledge worker.

I’m not even saying that what you do has to be open source (although clearly, the above examples show that it can allow one to move speedily and cheaply) but I suspect that the number of people (and the type of person) interested in government would shift quickly if, internally, they had this set of tools at their disposal. (Would love to talk to someone at Canada’s Food Inspection Agency about their experience with Socialtext)

The fact is, you can. And, of course, this quickly get us to the real problem… most governments and large corporations don’t know how to deal with the cultural and power implications of these tools.

We’ll we’d better get busy experimenting and trying cause knowledge workers will go where they can use their and their peers brains most effectively. Increasingly, that isn’t government. I know I’m a fan of the long tail of public policy, but we’ve got to fix government behind the firewall, otherwise their won’t be a government behind the firewall to fix.

Collaborate: "Governments don't do that"

The other day while enjoying breakfast with a consultant friend I heard her talk of about how smaller local governments didn’t have the resources to afford her, or her firms services.

Hogwash I thought! Fresh from the launch of CivicCommons.com at the Gov2.0 Summit I jumped in and asked, surely a couple of the smaller municipalities with similar needs could come together, jointly spec out a project and pool their budgets. It seems like a win-win-win, budgets go further, better services are offered and, well, of less interest but still nice, my friend gets to work on rolling out some nice technologies in the community in which she lives.

The response?

“Government’s doesn’t work that way.”

Followed up by…

“Why would we work with one of those other communities, they are our competitors.”

Once you’ve stopped screaming at your monitor… (yes, I’m happy to give you a few seconds to vent that frustration) let me try to explain in as cool as a manor as possible why this makes no sense. And while I don’t live in the numerous municipalities that border on Vancouver, if you do, consider writing you local councillor/mayor. I think your IT department is wasting your tax dollars.

First, government’s don’t work that way? Really? So an opportunity arises for you to save money and offer better services to your citizens and you’re going to say no because the process offends you in some way? I’m pretty sure there’s a chamber full of council people and a mayor who feel pretty differently about that.

The fact is, that governing a city is going to get more complicated. The expectations of citizens are going to become greater. There is going to be a gap, and no amount of budget is going to cover it. Citizens increasingly have access to top tier services on the web – they know what first class systems look like. They look like Google, Amazon, Travelocity, etc… and vary rarely your municipal website site and the services it offers. It almost doesn’t matter where you are reading this from, I’m willing to bet your city’s site isn’t world class. Thanks to the web however your citizens, even the ones who never leave your bedroom community, are globe traveling super consumers of the web. They are getting faster, better and more effective service on and off the web. You might want to consider this because as the IT director in a city of 500,000 people you probably don’t have the resources to keep up.

Okay, so sharing a budget to be able to build better online infrastructure (or whatever) for your city makes sense. But now you’re thinking – we can’t work with that neighboring community… their our competitors.

Stop. Stop right there.

That community is not your competitor. Let me tell you right now. No one is moving to West Van over Burnaby because their website is better, or their garbage service is more efficient. They certainly aren’t moving because you offer webbased forms on your city’s website and the other guys (annoyingly) make you print out a PDF. That’s not influencing the 250K-500K decision about where I live. Basically, if it doesn’t involve the quality of the school it probably isn’t factoring in.

Hell even other cities like Toronto, Calgary or Seattle aren’t your competitor. If anyone is moving there it’s likely because of family or a job. Maybe if you really got efficient then a marginally lower muncipal tax would help, but if that were the case, then partner with as many cities as possible and benefit from some collaborative economies of scale… cause now you kicking the but of the 99% of cities that aren’t collaborating and sharing costs.

And, of course, this isn’t limited to cities. Pretty much any level of government could benefit from pooling budgets to sponsor some commonly speced out projects.

It’s depressing to see that the biggest challenge to driving down the costs of running a city (or any government) aren’t going to technological, but a cultural obsession with the belief that everybody else is different, competing and not as good as us.

So with summer having now sped by I haven’t done a reading update in quite some time… here’s a quickie:

1. The Ascent of Money by Niall Ferguson

For a subject that sounds like it should completely bore you – the history of finance – this book is brilliant and, frankly, fun. It’s also timely. The financial system is so old that we often forget that it actually emerged out of something. Money, bonds, stocks, all that good stuff, it hasn’t always been around. WE of course know this, but it is great to actually be walked through how it all emerged, especially when its so wonderful told. It’s also nice to take a look at an old system, like finance, which we are now as comfortable with as the air we breath (even, when at times, it turns toxic and crashes our economy) as so much of my time is spent looking at relatively newer systems – digital networks and the internet. Lots of lessons could be drawn, especially around trust networks (something here for Shirky while he’s at Berkman?).

One additional point. I initially started watching the PBS series by the same name which is based on the book and also hosted by Niall Ferguson but was not really riveted by it. It was somewhat slow moving and lacked the historical depth and arc the book has… so if you saw the TV documentaries and were turned off, not to worry, the book is definitely working picking up.

2. How Government HR Processes are Broken

Check out this fantastic post by an anonymous public servant in Gatineau. It’s a deadly piece about how broken hiring practices are in government and how it’s unsurprising some would be driven away. It would make you laugh if it weren’t making you cry. Got this from a public servant, then after tweeting it, a bunch more noted to me how painfully true it felt to them. Sigh.

4. An interview with David Mahfouda and Alex Pasternack, creators of a new app for booking/sharing rides in New York

A fantastic interview about how we can share resources to get around more quickly, cheaply and efficiently by using technology. A riff off of Robin’s Chases’ ZipCar idea but its not about sharing cars, but sharing rides. This is the future of urban transportation. That is, of course, if Ontario’s bus companies don’t try to outlaw it.

Saving Cities Millions: Introducing CivicCommons.com

Last year, after speaking at the MISA West conference I blogged about an idea I’d called Muniforge (It was also published in the Municipal Information Systems Association’s journal Municipal Interface but behind a paywall). The idea was to create a repository like SourceForge that could host open source software code developed by and/or for cities to share with one another. A few months later I followed it up with another post Saving Millions: Why Cities should Fork the Kuali Foundation which chronicled how a coalition of universities have been doing something similar (they call it community source) and have been saving themselves millions of dollars.

Last week at the Gov 2.0 Summit in Washington, DC my friends over at OpenPlans, with who I’ve exchanged many thoughts about this idea, along with the City of Washington DC brought this idea to life with the launch of Civic Commons. It’s an exciting project that has involved the work of a lot of people: Phillip Ashlock at OpenPlans who isn’t in the video below deserves a great deal of congratulations, as does the team over at Code for America who were also not on the stage.

At the moment Civic Commons is a sort of whitepages for open sourced civic government applications and policies. It doesn’t actually host the software it just points you to where the licenses and code reside (say, for example, at GitHub). There are lots of great tools out there for collaborating on software that don’t need replicating, instead Civic Commons is trying to foster community, a place where cities can find projects they’d like to leverage or contribute to.

The video below outlines it all in more detail. If you find it interesting (or want to skip it and get to that action right away) take a look at the Civic Commons.com website, there are already a number of applications being shared and worked on. I’m also thrilled to share that I’ve been asked to be an adviser to Civic Commons, so more on that and what it means for non-American cities, after the video.

One thing that comes through when looking at this video is the sense this is a distinctly American project. Nothing could be further from the truth. Indeed, during a planning meeting on Thursday I mentioned that a few Canadian cities have contacted me about software applications they would like to make open source to share with other municipalities, everyone and especially Bryan Sivak (CIO for Washington, DC) was keen that other countries join and partake in Civic Commons.

It may end up that municipalities in other countries wish to create their own independent project. That is fine (I’m in favour of diverse approaches), but in the interim I’m keen to have some international participation early on so that processes and issues it raises will be addressed and baked into the project early on. If you work at a city and are thinking that you’d like to add a project feel free to contact me, but also don’t be afraid to just go straight to the site and add it directly!

Anyway, just to sum up, I’m over the moon excited about this project and hope it will turn out. I’ve been hoping something like this would be launched since writing about Muniforge and am excited to both see it happening and be involved.

For those who were, and were not, there yesterday, I wanted to share links to all the great sites and organizations I cited during my talk, I also wanted to share one or two quick stories I didn’t have time to dive into:

VanTrash and 311:

Screen-shot-2010-09-09-at-3.07.32-AM-1024x640As one of the more mature apps in Vancouver using open data Vantrash keeps being showing us how these types of innovations just keep giving back in new and interesting ways.

In addition to being used by over 3000 households (despite never being advertised – this is all word of mouth) it turns out that the city staff are also finding a use for vantrash.

I was recently told that 311 call staff use Vantrash to help trouble shoot incoming calls from residents who are having problems with garbage collection. The first thing one needs to do in such a situation is identify which collection zone the caller lives in – turns out VanTrash is the fastest and more effective way to accomplish this. Simply input the caller’s address into the top right hand field and presto – you know their zone and schedule. Much better than trying to find their address on a physical map that you may or may not have near your station.

TaxiCity, Open Data and Game Development

Another interesting spin off of open data. The TaxiCity development team, which recreated downtown Vancouver in 2-D using data from the open data catalog, noted that creating virtual cities in games could be a lot easier with open data. You could simply randomize the height of buildings and presto an instant virtual city would be ready. While the buildings would still need to be skinned one could recreate cities people know quickly or create fake cities that felt realistic as they’d be based on real plans. More importantly, this process could help reduce the time and resources needed to create virtual cities in games – an innovation that may be of interest to those in the video game industry. Of course, given that Vancouver is a hub for video game development, it is exactly these types of innovations the city wishes to foster and will help sustain Vancouver’s competitive advantage.

ParkingMobility, an app that crowdsources the location of disabled parking spaces and enables users to take pictures of cars illegally parked in disabled spots to assist in enforcement.

TaxiCity, the Centre for Digital Media Project sponsored by Bing and Microsoft has its project page here. Links to the sourcecode, documentation, and a ton of other content is also available. Really proud of these guys.

Microsoft’s Internal Vancouver Open Data Challenge fostered a number of apps. Most have been opensourced and so you can get access to the code as well. The apps include:

The Graffiti Analysis written by University of British Columbia undergraduate students can be downloaded from this blog post I posted about their project.

BTA Works – the research arm of Bing Thom Architects has a great website here. You can’t download their report about the future of Vancouver yet (it is still being peer-reviewed) but you can read about it in this local newspaper article.

Long Tail of Public Policy – I talk about this idea in some detail in my chapter on O’Reilly Media’s Open Government. There is also a brief blog post and slide from my blog here.

Vancouver’s Open Data License – is here. Edmonton, Ottawa and Toronto use essentially the exact same thing. Lots that could be done on this front still mind you… Indeed, getting all these cities on a single standard license should be a priority.

The week in review (or… why I blog and a thank you)

Here’s a few snippets of comments, emails and other communications I’ve had this week in response to specific posts or just the blog in general. Each one touches on why I love blogging and my readers and why this blog has come to mean so much to me.

Venting, and finding out your not alone…

So, yesterday I got a little bit into a hate-on for Statistics Canada’s website. It wasn’t the first time and pretty much every time I do it I find another soul out there whose had their soul crushed by the website as well. Take this comment from last week:

Re: Stats Canada’s website being unusable. I completely frickin agree. God. Has anyone in government actually tried to use that website? An econ professor gave our class an assigment last year that involved looking stuff up on Statscan. Half of our class failed the assignment because they gave up and the other half had the wrong data, but got the marks anyways for trying. I think he actually took that assigment off of the grading at the end. It’s a bloody gong show…

Sometimes it makes me feel more human knowing that others are out there struggling with the same thing. StatsCan does great work… I just wish they made it accessible.

…and then having some kind souls find some solutions for you.

But as nice as knowing you’re not alone… even better is how often the internet connects you to others who just happen to have that esoteric piece of knowledge that saves the day.

I agree, Stats Can is one of the worst government websites out there (specifically those stupid CANSIM tables), one that, as a policy analyst with XXXXXXXX Canada, i frequently have to use to get data. I had the data for XXXXXXX and it wasn’t hard to get it for the country.

This kind soul led me straight to a completely different page on statscan that happened to have the data I was looking for. (for those interested, it was here).

And they weren’t the only one. Another reader posted a link to the data over twitter…

Thank god there is an army good natured amateur and professional experts experienced in navigating the byzantine structure of the statscan website!

So… thank you! I’m going to try to grind out an updated pan-North American version of the Fatness Index this weekend.

Impacting Policy

But this week also had that other rewarding ingredient I love to get: hearing about a post helped, incrementally, foster better public policy. This came in via email from a public servant about yesterday’s blog post:

Your blog today provided a good example in a meeting with government colleagues about the benefits of opening data. It illustrates the implications of not releasing data to the public (e.g. stifling innovation)… It resonated well with them.

This is a huge part of why I blog. Part of it is to explore ideas, part of it is to introduce ideas and thoughts, but a big piece of it is to enable public servants and do just this, helps small internal government meeting (on subjects like open data) go a little more smoothly.

So to everyone out there, be it policy wonks, students, public servants, politicians or ordinary, engaged citizens. Thank you. It was a good week. We wrote some good posts, some good comments, had an original story on the stupidity of the census, and maintained sanity in the face of the StatsCan website. Thank you everyone for making it so fun. How Science Is Rediscovering "Open" And What It Means For Government

Pretty much everybody in government should read this fantastic New York Times article Sharing of Data Leads to Progress on Alzheimer’s. On one hand the article is a window into what has gone wrong with science – about how all to frequently a process that used to be competitive but open, and problem focused has become a competitive but closed and intellectual property driven (one need only look at scientific journals to see how slow and challenging the process has become).

But strip away the talk about the challenges and opportunities for science. At its core, this is an article is about something more basic and universal. This is an article about open data.

Viewed through this lens it is a powerful case study for all of us. It is a story of how one scientific community’s (re)discovery of open principles can yield powerful lessons and analogies for the private sector and, more importantly the public sector.

Consider first, the similarities in problems. From the article:

Dr. Potter had recently left the National Institutes of Health and he had been thinking about how to speed the glacial progress of Alzheimer’s drug research.

“We wanted to get out of what I called 19th-century drug development — give a drug and hope it does something,” Dr. Potter recalled in an interview on Thursday. “What was needed was to find some way of seeing what was happening in the brain as Alzheimer’s progressed and asking if experimental drugs could alter that progression.”

Our government’s are struggling too. They are caught with a 20th-century organizational, decision-making and accountability structures. More to the point, they move at a glacial speed. On the one hand we should be worried about a government that moves too quickly, but a government that is too slow to be responsive to crises or to address structural problems is one that will lose the confidence of the public. Moreover, like in healthcare, many of the simpler problems have been addressed. citizens are looking for solutions to more complex problems. As with the scientists and Alzheimer’s we may need new models to speed the process up for understanding and testing solutions for these issues.

To overcome this 19th century approach – and achieve the success they currently enjoy – the scientists decided to do some radical.

The key to the Alzheimer’s project was an agreement as ambitious as its goal: not just to raise money, not just to do research on a vast scale, but also to share all the data, making every single finding public immediately, available to anyone with a computer anywhere in the world.

No one would own the data. No one could submit patent applications, though private companies would ultimately profit from any drugs or imaging tests developed as a result of the effort.

Consider this. Here a group of private sector companies recognize the intellectual property slows down innovation. The solution – dilute the intellectual property, focus on sharing data and knowledge, and understand that those who contribute most will be best positioned to capitalize on the gains at the end.

Sadly this is the same problem faced within governments. Sometimes it has to do with actual intellectual property (something I’ve recently argued our governments should abandon). However, the real challenge isn’t about about formal rules, it is more subtle. In complex siloed organizations where knowledge is power the incentives to maximize influence are to not share knowledge and data. Better to use the information you have strategically, in a limited fashion, to maximize influence. The result, data is kept as a scarce, but strategic asset. This is a theme I tackled both in my chapter in Open Government and in blog posts like this one.

In short, the real challenge is structural and cultural. Scientists had previously existed in a system where reputation (and career advancement) was built by hoarding data and publishing papers. While the individual incentives were okay, collectively this behavior was a disaster. The problem was not getting solved.

Today, it would appear that publishing is still important, but there are reputational effects from being the person or group to share data. Open data is itself a currency. This is hardly surprising. If you are sharing data it means you are doing lots of work, which means you are likely knowledgeable. As a result, those with a great deal of experience are respected but there remains the opportunity for those with radical ideas and new perspectives to test hypothesis and gain credibility by using the open data.

Unsurprisingly, this shift wasn’t easy:

At first, the collaboration struck many scientists as worrisome — they would be giving up ownership of data, and anyone could use it, publish papers, maybe even misinterpret it and publish information that was wrong.

Wow, does that sound familiar. This is invariably the first question government officials ask when you begin talking about open data. The answer, both in the scientific community and for government, is that you either believe in the peer-review process and public debate, or you don’t. Yes, people might misrepresent the data, or publish something that is wrong, but the bigger and more vibrant the community, the more likely people will find and point out the errors quickly. This is what innovation looks like… people try out ideas, sometimes they are right, sometimes they are wrong. But the more data you make available to people the more ideas can be tested and so the faster the cycle of innovation can proceed.

Whether it is behind the firewall or open to the public, open data is the core to accelerating the spread of ideas and the speed of innovation. These scientists are rediscovering that fact as our some governments. We’ve much to learn and do, but the case is becoming stronger and stronger that this is the right thing to do.

The Government admits the voluntary Long Form is bunk

Yesterday, in response to a legal challenge from the Federation of Francophone and Acadian Communities of Canada Minister Clement announced the government would shift questions regarding the French language from the voluntary long form to the mandatory short form of the census.

Specifically these questions would move:

1) Can this person speak English or French well enough to conduct a conversation?

2a) What language does this person speak most often at home?

2b) Does this person speak any other languages on a regular basis at home?

This was done allegedly after receiving “new” advice from the new Statscan head which advised that having these questions in the voluntary form would not satisfy the government’s obligations under the Official Languages Act.

Of course, my friend points out that by moving these question the government is admitting that data collected by the voluntary form is essentially useless. It certainly isn’t good enough for the government otherwise… why not leave it on the voluntary form? In short, the minister just admitted that the long form, for which we are going to spend over $130M dollars to collect data, is for intent and purposes, useless.

This of course runs counter to the claims the Minister has been making all along that the data would still be sound.

It also begs the question of what other obligations the government has that might not be met. Legislation around disabled Canadians comes to mind, as of course do immigrants and first nations, all groups that we will know significantly less about. Once again, good public policy is based on having sound data. It would be nice if the government at least acknowledged this.

Update: Turns out the National Statistical Council (who normally advises StatsCan on these issues but which has been cut out of the loop on the issue of the long form) has come to the same conclusion.

2nd Update: In the ongoing – we are an international laughing stock – part of the census story, Nature, one of the two most preeminent science and research peer review journals in the world has published a scathing editorial piece about the Long Form Census decision. This is equivalent to the international research community pointing at Canada and asking “why do you want to go back to the dark ages?” It’s a question that – as a passionate believer in effective public policy – I’ve been asking myself as well.

More evidence that StatsCan disagreed with Clement (aka Helping @kady out)

Over at the CBC the ever resourceful Kady O’Malley has posted documents from Statistics Canada surrounding the decision to make the long form of the census voluntary.

She’s starting to notice some interesting bits, here’s two I saw that she might want to add to the list.

First, there are two lines written by public servants that seems to run counter to Minister Clement’s defense of eliminating the long form last week

There is this statement referring to both the short and long form of the census:

Census information is used in planning schools, community health services, housing needs, daycare and emergency services and other important services for our communities.

Worse still, this next one refers explicitly to the long form (renamed the National Household Survey or NHS in this memo):

The NHS questionnaire will cover topics such as language, immigration, Aboriginal peoples, mobility, ethnicity, education, labour, income and housing.

The information in the NHS will provide data to support government programs directed at target populations. Information from the NHS will also support provincial/territorial and local government planning and program delivery.

So here is an official government memo that appears to run counter to Minister Clement’s argument last week that the only special interests were benefiting (and were thus opposed) to changes in the census. As we see here (and as I argued last week) the biggest users of this data are government who use it to ensure that programs (say for the elderly) are targeted effectively and so tax dollars used efficiently.

More importantly, the document seems to recognize that the provinces/territories and municipalities are huge stakeholders in this process – wouldn’t that suggest they should have been consulted before hand?

Indeed, Kady points this out in her piece by highlighting a comment that vainly tries to raise the flag that “stakeholders” (read other ministries, the provinces/territories, municipal governments, the bank of Canada, the list could go on for about 300+ organizations) should be consulted.

The other interesting piece from the documents that I noted was this hilarious comment (comment number 7) of which I’ve taken a screen shot.
