The Stimulus Map: Open Data and enhancing our democracy

The subject of the distribution of stimulus monies has been generating a fair amount of interest. Indeed, the Globe published this piece and the Halifax Chronicle-Herald published this piece analyzing the spending. But something more interesting is also happening…

Yesterday, my friend Ducky Sherwood and her husband Jim published their own analysis, an important development for two reasons.

First, their analysis is just plain interesting… they’ve got an excellent breakdown of who is receiving what (Ontario is a big winner in absolute and per capita terms, Quebec is the big loser). Moreover, they’ve made the discussion fun and engaging by creating this map. It shows you every stimulus project in the country and where you click it will highlight nearby projects. The map also displays and colour-codes every riding in the country by party (blue for Conservatives, magenta for everyone else) and the colour’s strength correlates to the quantity of monies received.

Second, and more interesting for me, is how their analysis hints at the enormous possibilities of what citizens can do when Government’s share their data and information about programs with the public in useful formats. (You can get spreadsheets of the data and for those more technically-minded the API can be found here). This is an example of the Long Tail of Public Policy Analysis in action.

This could have a dramatic impact on public discourse. Open data shifts the locus of power in the debate. Previously, simply getting the data was of value since your analysis would likely only compete, at best, with one or two other peoples (usually a news organization, or maybe a professor). But when anyone can access the information the value shifts. Simply doing an analysis is no longer interesting (since anyone can do it). Now the quality, relevance, ideological slant, assumptions, etc… of the analysis are of paramount value. This has serious implications – implications I believe bode well for debate and democracy in this country. Indeed, I hope more people will play with the stimulus data (like these guys have) and that a more rigorous debate about both where it is being spent and how it is being spent will ensue. (Needless to say, I believe that spending money on auto bailouts and building roads does little to promote recovery – the real opportunity would have been in seeding the country with more data to power the businesses of tomorrow).

There are, however, limits to Ducky’s analysis that are no fault of her own. While she can crunch the numbers and create a great map she is… ultimately… limited to the information that government gives her (and all of us). For example the data set she uses is fairly vague about the value of projects: the government labels them “under $100K” or “between $100K and $1M.” These are hardly precise figures.

Nor does the data say anything about the quality of these projects or their impact. Of course, this is what the debate should be about. Where, how effectively, and to what end is our money being spent? Ducky’s analysis allows us to get to these questions more quickly. The point here is that by opening up this stimulus money to popular analysis we can have a debate about effectiveness.

I don’t, for a second, believe that this will be an easy debate – one in which a “right” answer will magically emerge out of the “data.” Quite the opposite, as I pointed out above the debate will now shift to the economic, ideological and other assumptions that inform each opinion.  This could in fact create a less clear picture – but it will also be a picture that is more reflective of the diversity of opinions found in our country and that can scarcely be represented in the two national newspapers. And this is what is most important. Open data allows for a greater debate, one that more citizens can contribute and be a part of rather than just passively observe from their newspapers and TV screens. That is the real opportunity of open data is not that it enables a perfect discussion, but a wider, more democratic and thus, as far as I’m concerned, a better one.

(An additional note, while it is great that the government has created an API to share this data, let us not get too excited; it is very limited in what it tells us. More data, shared openly would be better still. Don’t expect this anytime soon. Yesterday the Government dropped 4,476 pages off at the Parliamentary Budget Office rather than send them a electronic spreadsheet (h/t Tim Wilson). Clearly they don’t want the PBO to be able to crunch the numbers on the stimulus package – which means they probably don’t want you to either.)

Canada's Arctic Strategy – playing to the strengths of others

Last week I the good fortune of participating in an intimate workshop on Canadian foreign policy hosted by CIGI and convened in preparation for an upcoming issue of the International Journal in which the papers will be published.

One of the participants, Elizabeth Riddell-Dixon, gave an excellent paper on The United Nations and the Regime to Manage the Continental Shelf Beyond 200 Nautical Miles. During the discussion of her about her paper and Canada’s activities in the North more generally she reiterated the point she made in her September 2008 Policy Options article entitled Canada’s Arctic continental shelf extension: debunking myths:

Contrary to commonly held myths that Canada is losing the race to stake claims to the Arctic continental shelf beyond 200 nautical miles as other Arctic countries move more quickly and effectively to secure the resources for themselves, there is no “Wild West” scramble occurring, and relations among the participants are remarkably cooperative. There is an international legal regime in place, and its rules are being observed by the Arctic countries. Furthermore, these states already have sovereign rights over the continental shelf beyond 200 miles that do not depend on occupation or proclamation.

I found Riddell-Dixon’s comments fascinating. Her thorough and convincing assessment sits in stark contrast to the headlines one normally reads in the news: “Battle for the Arctic heats up” (CBC), “Arctic military bases signal new Cold War” (The Times), “Canada uses military might in Arctic scramble” (The Guardian) and “Sweden’s arctic army can beat up our arctic army” (who else… The National Post).

Given these articles one is liable to think that a Russian invasion of The North is imminent! And this is perhaps understandable, talking about military exercises and a “wild west” sells newspapers and makes citizens feel patriotic. It is however, completely divorced from how decisions are presently being made. Indeed, Riddell-Dixon pointed that if anything the activities of Russia, Canada, the United States, Norway and Denmark have been marked by cooperation – we share information, resources and even ships – as we collectively map out the ocean floor. Indeed, this – and other areas of cooperation between the 5 circumpolar countries – was outlined in the (dramatically under-reported) Ilulissat Declaration in which the Arctic Five reaffirmed that:

The five coastal states currently cooperate closely in the Arctic Ocean with each other and with other interested parties. This cooperation includes the collection of scientific data concerning the continental shelf, the protection of the marine environment and other scientific research. We will work to strengthen this cooperation, which is based on mutual trust and transparency, inter alia, through timely exchange of data and analyses.

So we have an international legal regime (based on the Law of the Sea) for resolving boundaries in the North. All the relevant actors are adhering to (and even cooperating around) it. And yet, the military rhetoric around the North continues to get trotted out. If the only consequence was to whip up a sense of nationalism and win votes this would be okay. The problem is that, internationally, this behaviour is irresponsible.

Why? Because language about militarizing The North that implicitly suggests disputes will (or worse, should) be resolved through military strength plays to our weaknesses.

If the North really is going to be resolved through (or influenced by) military might then we will find ourselves clashing with the United States (the world’s lone superpower), Russia (a Great Power) and Denmark and Norway (both of whom can more easily focus their military resources in the North). In a game of military chicken we are, in every scenario, the losers. Ratcheting up rhetoric around the military is the exact opposite tact we should be taking. There is an international legal regime in place plays to our strengths: it reaffirms Canada as a norm adherer, commits every one to a rule-based process as well as reinforces the norm that science and data are central to resolving disputes. For a middle (or model) power like Canada, it is hard to ask for a better outcome.

This isn’t to say we should have no military presence in the North – but by emphasizing the military aspect of the North we encourage others to deviate from a process that benefits us and push them towards one that can only hurt our interests. While it may be a simple vote-getter, let’s hope the Prime Minister tones down the rhetoric around the North – my suspicion is that a North that is truly militarized will be a massive drain on resources, an unwelcome distraction and ultimately, a vote loser.

Open Data – USA vs. Canada

open-data-300x224When it comes to Open Data in Canada and the United States, things appear to be similar. Both countries have several municipalities with Open Data portals: Washington, D.C., San Francisco, and now New York City in the US, Vancouver and Nanaimo in Canada with Toronto, Edmonton, Calgary and Ottawa thinking about or initiating plans.

But the similarities end there. In particular there is a real, yawning gap at the federal level. America has data.gov but here in Canada there is no movement on the Open Data front. There are some open data sets, but nothing comprehensive, and nothing that follows is dedicated to following the three laws of open data. No data.gc.ca in the works. Not even a discussion. Why is that?

As esoteric as it may sound, I believe the root of the issues lies in the country’s differing political philosophies. Let me explain.

It is important to remember that the United States was founded on the notion of popular sovereignty. As such its sovereignty lies with the people, or as Wikipedia nicely puts it:

The American Revolution marked a departure in the concept of popular sovereignty as it had been discussed and employed in the European historical context. With their Revolution, Americans substituted the sovereignty in the person of the English king, George III, with a collective sovereign—composed of the people. Henceforth, American revolutionaries by and large agreed and were committed to the principle that governments were legitimate only if they rested on popular sovereignty – that is, the sovereignty of the people. (italics are mine)

Thus data created by the US government is, quite literally, the people’s data. Yes, nothing legally prevents the US government from charging for information and data but the country’s organizing philosophy empowers citizens to stand up and say – this is our data, we’d like it please. In the United States the burden is on the government to explain why it is withholding that which the people own (a tradition that admittedly is hardly perfect as anyone alive from the years 2000-2008 will attest to).  But don’t underestimate the power of this norm. Its manifestations are everywhere, such as in the legal requirement that any document created by the United States government be published in the public domain (e.g. it cannot have any copyright restrictions placed on it) or in America’s vastly superior Freedom of Information laws.

This is very different notion of sovereignty than exists in Canada. This country never deviated from the European context described above. Sovereignty in Canada does not lie with the people, indeed, it resides in King George the III’s descendant, the present day Queen of England. The government’s data isn’t your, mine, or “our” data. It’s hers. Which means it is at her discretion, or more specifically, the discretion of her government servants, to decide when and if it should be shared. This is the (radically different) context under which our government (both the political and public service), and its expectations around disclosure, have evolved. As an example, note that government documents in Canada are not public domain, they are published under a Crown Copyright that, while less restrictive than copyright, nonetheless constrains reuse (no satire allowed!) and is a constant reminder of the fact that Canadian citizens don’t own what their tax dollars create. The Queen does.

The second reason why open data has a harder time taking root in Canada is because of the structure of our government. In America, new projects are easier to kick start because the executive welds greater control over the public service. The Open Data initiative that started in Washington, D.C. spread quickly to the White House because its champion and mastermind, the District’s of Columbia’s CTO Vivek Kundra, was appointed Federal CIO by President Obama. Yes, Open Data tapped into an instinctual reflex to disclose that (I believe) is stronger down south than here, but it was executed because America’s executive branch is able to appoint officials much deeper into government (for those who care, in Canada Deputy Ministers are often appointed, but in the United States appointments go much deeper, down into the Assistant Deputy and even into the Director General level). Both systems have merits, and this is not a critic of Canada’s approach, simply an observation. However, it does mean that a new priority, like open data, can be acted upon quickly and decisively in the US. (For more on these difference I recommend reading John Ibbitson’s book Open & Shut).

These difference have several powerful implications for open data in Canada.

As a first principle, if Canadians care about open data we will need to begin fostering norms in our government, among ourselves, and in our politicians, that support the idea that what our government creates (especially in terms of research and data) is ours and that we should not only have unfettered access to it, but the right to analyze and repurpose it. The point here isn’t just that this is a right, but that open data enhances democracy, increases participation and civic engagement and strengthens our economy. Enhancing this norm is a significant national challenge, one that will take years to succeed. But instilling it into the culture of our public service, our civic discourse and our political process is essential. In the end, we have to ask ourselves – in a way our American counterparts aren’t likely to (but need to) – do we want an open country?

This means that secondly, Canadians are going to have to engage in a level of education of – particularly senior – public servants on open data that is much broader and more comprehensive than our American counterparts had to. In the US, an executive fiat and appointment has so far smoothed the implementation of open data solutions. That will likely not work here. We have many, many, many allies in the public service who believe in open data (and who understand it is integral to public service sector renewal). The key is to spread that knowledge and support upwards, to educate senior decision-makers, especially those at the DG, ADM and DM level to whom both the technology and concept is essentially foreign. It is critical that these decision-makers become comfortable with and understand the benefits of open data quickly. If not we are unlikely to keep pace with (or even follow) our American counterparts, something, I believe is essential for our government and economy.

Second, Canadians are going to have to mobilize to push for open data as a political issue. Even if senior public servants get comfortable with the idea, it is unlikely there will be action unless politicians understand that Canadians want both greater transparency and the opportunity to build new services and applications on government data.

(I’d also argue that another reason why Open Data has taken root in the US more quickly than here is the nature of its economy. As a country that thrives on services and high tech, open data is the basic ingredient that helps drive growth and innovation. Consequently, there is increasing corporate support for open data. Canada, in contrast, with its emphasis on natural resources, does not have a corporate culture that recognizes these benefits as readily.)

Today: "right to know" panel for parliamentarians

Today from 10am-12am EST I’ll be a panelist for Conference for Parliamentarians: Transparency in the Digital Era a panel convened by the Office of the Information Commissioner as part of Right to Know Week. Apparently the Canadian School of Public Service will provide access to this conference as part of its Armchair Discussions (www.righttoknow.ca).

This conference aims to engage Parliamentarians in a debate and reflection on the new paradigm that the digital world has introduced for the right to know. Greater transparency in the digital era requires more than sound information management and the use of state-of-the-art information technology. It calls for a fundamental change of attitudes from disclosing information on a need-to-know basis to managing information with the presumption of disclosure as the default mode. How can public institutions trigger and accelerate this change of attitudes for the benefit of Canadians?

The Valpy Social Media debate

So a few days ago I posted this response (a cleaner version to be found here at The Mark) to a piece Michael Valpy wrote in the Globe about how social media threatened the social cohesion of the country. My problem with Mr. Valpy’s piece is that it framed the question in the most negative light – seeing only the downside (and in some cases imagined) consequences of social media and none its positives. I was reminded of Steven Johnson’s delightful and intelligent counter-factual that describes a world where video games precede, and are then displaced by, books. One senses that if we lived in a universe where social media preceded main stream media Mr. Valpy would be writing columns worrying about the loss of the country’s small, rich and diverse conversations, crushed by the emergence a dominant agenda, curated by a small elite.

I was initially excited to hear that Mr. Valpy was writing a response in The Mark. Sadly, his piece wasn’t really a response. It addressed none of my critiques. Instead it focused primarily on repeating his original argument, but more slowly, and with bigger words.

I’ve re-read all three pieces and still feel good about my contribution. My main concern is that when reading the counterfactual at the end of my piece, many people have come to assume I look forward to the decline of main stream media (MSM). Nothing could be further from the truth. Yes, I believe in the potential of social media and, when I stepin  my counterparts shoes, I also see that MSM offers us a great deal. At the same time, I don’t believe MSM is the sole generator of social cohesion, national identity, or democracy. All three existed before the arrival of MSM and, should it come to pass, will survive its decline.

As a newspaper columnist I can imagine it is frightening to see your audience splintered into smaller fragments. At the same time however, I am surprised that a national commentator can’t see how unhealthy this imaginary social cohesion was, and how unsafe the public space was for many people. Remember, this is an article that paints, in a concerning tone, the passing of a world where people, to paraphrase Mr. Valpy, attended a modern version of Mass to become aware of what others thought they should be aware of. That is not a description of an active and engaged citizenry. That is a description of sheep. Well now the sheep are awakening. Yes it is scary, yes there are unknowns, and yes there is fragmentation. But there are also enormous positives, positives I wish Mr. Valpy and others at the Globe would include in their commentary. If they did they and their readers might see what I and those I work with see: the opportunity for something that it is better than what was on offer before, no matter how rosy a picture he paints of the past.

Ultimately, I think Mr. Valpy and I do share common ground. He sees “A glorious objective” in Michale Ignatieff”s call for a public space:

“Isaiah Berlin described this sense of belonging well. He said that to feel at home is to feel that people understand not only what you say, but also what you mean.”

I too believe this is a noble aim. But, while we stand on common ground, I fear Mr. Valpy and I look away in different directions (I would be interested in trying to reconcile these views – and have said as much to him). My reading of his piece leads me to believe that he looks into the past and posits that not only is such a state possible, but suggests we once achieved it. That there was a  Canada where people understood what one another were saying and meant, but that it is slipping away.

For me, I think any such past was more illusion than mirror.

I look forward and see not the realization of Ignatieff’s glorious objective, but an enhanced ability to pursue it. There are no countries where  people understand what each other say and mean. Only countries where citizens are good or bad at committing to try to understand what each other say and mean. In other words, home isn’t where you are understood, it is where others are prepared to go out of their way to understand you.

The opportunity of social media is it gives citizens – The People Formerly Known as the Audience – the ability to increase the range of views about which they want to be understood. This can lead to disagreements (such as the one the Valpy and I are having now) but it also forces us to face the fact that others do not understand, or agree, with what we say or mean. Whether it is disagreeing or agreeing however, the hall mark of social media has been its ability to expose us to new communities – to connect people with others who share interests and care about issues we’ve both long cared for ourselves, or have just discovered. As much as I like my country when its citizens are held to together by a common passport and newspaper, I like it even more when it is held together by a dense weave of overlapping, interconnected, conflicting and ever changing communities around hobbies, politics, personal interests, books, culture, and a million other things. Communities where new voices can be heard and new expressions of the Canadian identity can be manifested.

The promise of social media is its ability to complexify our story, and our relationships with one another. Ultimately, I see that complexity being much more interesting than illusions cast by crude mirrors reflecting only what their holders decide should be seen. Will social media be able to hold up some new “mirror”? I suspect yes, but ultimately don’t know. But whether it can or cannot, I feel optimistic that the ascendancy of social media doesn’t mean the end of our social cohesion.

Dear Valpy: social media isn't killing democracy, it's making it stronger

So I’m really worried I’m becoming the one man rant show about the Globe, but as long as their columnists keep writing stuff that completely misunderstand the intersection between technology and politics, I feel bound to say something.

First it was Martin Lawrence, who was worried about the future of the country since his profile of young people was (as my friend put it) limited to “an unthinking, entitled drain on the country I call home and pillage without contribution…”

Now Michael Valpy is worried. He’s actually worried about a lot of things (which don’t all seem to hang together, but the part that has him most worried is that Canadians are becoming segmented into smaller groups and that this threatens the fabric of our democracy and country.

The premise goes something like this: the decline of main stream media and the rise of social media means Canadians are suffering from a social cohesion deficit. Increasingly we will have less in common with one another and engage in narrower and smaller conversations. As a result, there will no longer be a “political agenda” we all agree we should be talking about. It is all summed with a quote from a Carleton University Professor:

“The thing about newspapers is that you always find things you didn’t know you were looking for. You come across views that you don’t agree with or don’t like,” says Christopher Waddell, director of Carleton University’s school of journalism. “When you’re searching for things on the Internet, I think it’s much less likely that you’re searching for things that challenge you. You’re much more likely to be searching for positive reinforcement.”

and it goes on…

“Society is always better when someone is trying to undermine your views. And particularly, social cohesion is better, because being challenged forces you to think through why you believe what you believe. It’s the stimulus for debate and discussion and a recognition of multiple others.”

What’s so frustrating is that Waddell and Valpy arrive to the debate both 3 years late and with the wrong conclusion. As Steven B Johnson, who wrote one of many fantastic pieces on “serendipity,” might ask: “Does Michael Valpy even use the internet?” But of course a main stream media columnist and a professor who trains them would naturally see a diminishing role for main stream media as a threat to democracy and the very fabric of the country. This argument has been tried, and frankly, it doesn’t have legs. Democracy and Canada will survive the decline of mainstream media – just as it survived before it existed.

Indeed, the decline of mainstream media may actually be healthy for our democracy. Here are two thoughts for Valpy to stew on:

First, comes from Missing the Link, a piece Taylor and I wrote ages ago which keeps proving to be handy:

The “necessary for democracy” argument also assumes that readers are less civically engaged if they digest their news online. How absurd. Gen Y is likely far more knowledgeable about their world than Boomers were. The problem is that Boomers appeared more knowledgeable to one another because they all knew the same things. The limited array of media meant people were generally civically minded about the same things and evaluated one another based on how much of the same media they’d seen. The diversity available in today’s media—facilitated greatly by the internet—means it is hard to evaluate someone’s civic mindedness because they may be deeply knowledgeable and engaged in a set of issues you are completely unfamiliar with. Diversity of content and access to it, made possible by the internet, has strengthened our civic engagement.

This strikes at the core of how Valpy and I disagree. To be harsh, but I believe fair, he is essentially arguing that we may be better off not only if we are dumber, but if we are collectively so. The country is better, stabler and safer if we all talk about the same thing (which really means… what does Toronto/Ottawa/Ontario insert favourite centralist scape goat here, want). Hogwash I say! Diversity is what makes Canada great, and it is, paradoxically, the thing that binds us. Certainly for my tribe the value of Canada is that you can come here and can be what you want. There is a common value set, but it is minimalist. The central value – now protected by the charter – is that you can be who you want to be. And that is something many of us cherish. Indeed, don’t underestimate the fact that that is pretty strong glue, especially in a world where there are many countries in which such a right does not exist.

Second, I think there is compelling case to be made that it is main stream media that is killing democracy. Virtually every political analyst agrees that ever since Trudeau the power of the Prime Minister’s office has been steadily increasing, more recently to a degree that arguably threatens the role and function of parliament. Do Committees matter any more? Not really. Oh, and name a regional MP who has real weight – someone on par to John Crosbie in his hey day. Pretty hard. What about Ministers? There authority (and accountability) is not even a slice of what it used to. And cabinet? Even it toes the line of the mighty all powerful PM.

What parallels this rise in the PMs absolute power? The increased used of modern technologies. TV and polls. With TVs the Prime Minister can speak directly to Canadians everywhere – without having to be mediated by pesky local MPs or representatives. And with polls, the prime minister doesn’t even need local MPs to give him or her the “sense on the ground.”  But imagine a world where the two very things that Valpy fears are in decline – polling and mainstream media – actually do disappear? With a citizenry fractured along hundreds of conversations there are all sorts of information niches for MPs to fill and play important roles within. More importantly, without effective polling MPs local knowledge and local community connections (enhanced by social media) suddenly becomes relevant again.

If anything polling and mainstream media (especially TV) were killing our democracy. Social media may be the reason we get it back.

Eat the Young!

There was a fair amount of chatter among my friends last week as a result of  Lawrence Martin’s column If there’s an inspiration deficit in our politics, blame it on the young. My friend Alison Loat wrote an excellent, albeit polite, response, pointing out that blame could be spread across sectors and generations. She’s right. There is lots of blame to go around. And I don’t think Martin should get off so lightly. Here’s why:

The young reject the political status quo, as they should, but they are too lazy to do anything about it. Most of the under-25s don’t even bother to vote. Instead of fighting for change, they wallow in their vanities and entitlements. Not much turns them on except the Idol shows, movies with smut humour and the latest hand-held instruments. Their disillusionment with the political class is understood. Their complacency isn’t. It will soon be their country. You’d think they’d want to take the reins.

The problem with Martin’s piece is that he’s looking in the wrong place. He’s not looking at what young people are doing. He’s looking at what he thinks they should be doing… or more specifically, what he would have done when he was 25. To say an entire generation has given up because they don’t vote or participate in party politics is farcical.

Yes, young people reject the status quo, but it is deeper than that. They eschew the tools that Martin wants them to use – not just party politics but traditional media as well. They reject the whole system. But this isn’t out of juvenile laziness, but for the very opposite reason. In a world filled with choice, one that fragments our attention, they seek to focus their energy where they will be most effective and efficient – at the moment, that frequently means they are uninterested in the slow and byzantine machinations of politics (why engage when every party, even the NDP, are conservative?), the snobbishness of traditional media (when’s the last time a columnist on the Globe actually responded to a reader’s comment on the website?) or a hierarchical and risk-averse public service (held hostage by the country’s auditor general).

Indeed, Martin’s example around voting is perfect starting point. Here is a system that has not changed over 60 years. By and large one must still vote at the local church, community centre, or school, places that may or may not be near public transit and are not frequently visited by young people. In a world where shareholder proxy votes are regularly done over the web (not to mention credit card transactions), how are young people supposed to have confidence in a system that still cannot manage electronic voting? Complaining that an Elections Canada campaign targeting young people didn’t work is akin to wondering why a marketing campaign on Facebook didn’t generate a bigger youth audience for a cable TV Matlock marathon. Why didn’t young people watch TV any more? Can’t they see that Matlock is a classic?

Nor can they find much comfort in the media. If newspapers are the gathering places for political discussion, how inspiring might they be to young people? Since Martin writes for the Globe and Mail, let’s start there. Its opinion page’s most frequent columnists include Rick Salutin (68), Rex Murphy (62), Lawrence Martin (61), Roy McGregor (61), Jeffrey Simpson (60), Margaret Wente (59), Christie Blarchford (58), John Ibbitson (54) and the one young voice, Jim Stanford (43?). It’s not just political parties that have boring old guys (or BOGs, to use Martin’s term). I think it is safe to say that the hegemony of the boomers isn’t limited to the polling station. (No wonder so many of us prefer blogs – we at least get to hear what our peers think.) I wish the Globe would take a risk and hire some young and smart columnist for their opinion page – someone like Andrew Potter. The New York Times did; they replaced the relatively young William Kristol (56)with 29 year-old Ross Douthat. It would appear there’s an inspiration deficit in our newspaper too…

But above all, just because someone doesn’t vote, prefers blogs to the Globe, or doesn’t find Ottawa engaging doesn’t mean they are either inactive or a bad citizen.

Take my friends over at Mozilla (some who vote, some who don’t – but all of whom are young): they are part of a worldwide movement that broke Microsoft’s monopoly over control of the web (probably the single most important act to preserve freedom of speech and expression in the world as well as democratizing innovation online) and now, through a combination of technology (Firefox) and advocacy (the Mozilla Foundation) are continuing to innovate and find ways to preserve the freedom of the internet. This is something no political party or government initially cared to do or was willing to do something about. Should they have devoted their time and energy to get involved in politics? Should they have instead lobbied the government to regulate Microsoft (for all the good that ended up doing)?

Or take ForestEthics – another organizations started and staffed by young people. Canadians may consistently rank the environment as one of Canada’s top priorities and yet inaction consistently wins out. So ForestEthics bypasses government altogether and combines the power protesters with that of market forces to improve logging practices and save forests. It identifies corporations — such as Victoria’s Secret, with its vast catalogue distribution — whose consumption shapes the paper industry. It then offers these corporations a choice: cooperate and reform their practices or face painful protests and boycotts. For those that cooperate, ForestEthics works with the multinational’s procurement department to help it adopt more sustainable practices. This has given ForestEthics direct influence over the forestry industry practices, since logging companies pay attention to their largest customers. Would the staff of ForestEthics be more effective running for office or working for Environment Canada?

The key is, young people (and many Canadians in general) are engaged and more exciting still, are innovating in new and transformative ways. It just happens that most of it isn’t seen by today’s BOGs. Moreover, even when it is happening right in front of us it is hard to spot, such as within the Globe (where it feels like Mathew Ingram is almost singlehandedly fighting to save the newspaper), within political parties (where a community here in Vancouver has been excited and rewarded by our work with Vision Vancouver around Open Data) or within the public service (where a small and and amazing team within Treasury Board has been creating tools like GCPEDIA in an effort to pull the government into the 21st century).

But because the efforts are often invisible, herein lies the real dangers: not to young people — they are going to be just fine — but for the institutions Lawrence Martin and Alison Loat worry about. To many of my friends, today’s newspapers, political parties and public service look a lot more like General Motors than they do Google, Facebook, or better still, Mozilla, ForestEthics, or Teach For America. As they look at the institutions Martin assumes they should engage, they’re still evaluating: should we bail them out or should we just let them go bankrupt and start from scratch?

And that’s why Martin is looking in the wrong place. His misidentifies where the real innovation gap lies. The fact is that these institutions simply aren’t places where new thinking or experimentation can easily take place. They may have been at one point – perhaps when Martin was young, I don’t know – but they aren’t today. So those young people he believes are wallowing in their vanities and entitlements… they aren’t apathetic, they’ve simply opted to deploy their social capital elsewhere, places Martin chooses not look, or don’t know where to look.

So is there an innovation gap? Absolutely. Just not as Martin describes it. There is a gap between where it is actually taking place, and where he thinks it should be taking place. But let’s be clear, there’s plenty of innovation taking place, if you know where to look. Will it manifest itself in some political revolution? I don’t know. But more importantly, will it change Canada, or the world? Definitely. It already has.

As an aside, one friend suggested that Lawrence Martin and I should debate: “Be it resolved there is an inspiration deficit in our politics and young people are to blame.” If Martin is up for it, I’d accept the debate whenever and where ever he wishes. Perhaps we could rope Alison in to moderate.

The Myth of the "Wasted" Vote

One of the most disturbing allegations to come out of the electoral reform debate was the notion that people who voted – but whose candidate didn’t win – had their vote “wasted.”

The biggest problem with this analysis is that it casts the meaning and purpose of voting in the narrowest light possible. Defined this way, the purpose of voting is only to elect your representative. Consequently, you either succeed or you fail. Once the vote is over, how you voted takes on no further meaning.

This, of course, is completely false.

Ultimately, governments may win a majority of seats in a legislature, but the margin of their victory does impact the manner and confidence with which they govern. Parties nervous about their future will look to see how they can steal votes from other parties by adopting (stealing) their ideas. In this regard, voting is a powerful signal voters can send, one that communicates quite powerfully to parties, letting them know what they should do if they want to increase their appeal to certain communities.

For a practical example, take a look at the Green Party in British Columbia. Does voting for the BC Green Party constitute a wasted vote? I believe not. I would argue the existence of the Green Party – and the significant vote that it garners – has forced the other parties to react to its agenda. Would we presently have a Liberal Party in BC that is implementing a carbon tax if it weren’t for the Green Party? I suspect not. The pressure this group brought to bear – by making clear that there is a voting constituency interested in Green matters – has been significant, even if it has not won any seats. I would argue that not one of those votes has been “wasted.” Each one has communicated a powerful message.

I can imagine that living in a riding where a specific party is unlikely to win can be frustrating – but calling those votes wasted reveals a misunderstanding of how the system can be influenced and unfairly devalues the voting process. I hope we get over using this language if we end up looking at electoral reform again…

Open Cities: Popularity lessons for municipal politicians

Last Thursday I posted the Vancouver City motion that is being introduced today.

Prior to the posting the motion several of my friends wondered if the subject of open data, open cities and open source were niche issues, ones that wouldn’t attract the attention or care of the media, not to mention citizens. I’m not sure that this is, as of yet, a mainstream issue, but there is clear, vocal, engaged and growing constituency – that is surprisingly broad – supporting it.

For politicians (who are often looking for media attention), open-advocates (who are looking for ways to get politicians attention) and others (who usually care about and want access to, some of the data the city collects) there are real wins to be had by putting forward a motion such as this.

To begin with, let’s look at the media and broader attention this motion has garnered to date:

First, a search of twitter for the terms Vancouver and Open shows hundreds upon hundreds of tweet from around the world celebrating the proposal. Over the weekends, I tried to track down the various tweets relating to the motion and they number at least 500, and possibly even exceed 1000. What is most interesting is that some tweets included people saying – “that they wished they lived in Vancouver.”

As an aside, have no doubt, City Hall sees this initiative in part as an effort to attract and retain talent. Paul Graham, who created a multimillion dollar software company and is now a venture capitalist summed it up best “Great [programmers] also generally insist on using open source software. Not just because it’s better, but because it gives them more control… This is part of what makes them good: when something’s broken, they need to fix it. You want them to feel this way about the software they’re writing for you.” Vancouver is not broken – but it could always be improved, and  twitter confirms a suspicion I have: that programmers and creative workers in all industries are attracted to places that are open because it allows them to participate in improving where they live. Having a city that is attractive to great software programmers is a strategic imperative for Vancouver. Where there are great software programmers there will be big software companies and start ups.

Blogs, of course, have also started to get active. As sampling includes locals in the tech sector, such as David Asher of Mozilla, Duane Nickull of Adobe, as well as others interested in geographic data. Academics/public thinkers also took note on their blogs.

Then, the online tech magazines began to write about it too. ReadWriteWeb wrote this piece, ZDnet had this piece and my original blog post went to orange on Slashdot (a popular tech news aggregator).

Of course, traditional media was in the mix too. The Straight’s tech blog was onto the story very early with this piece, a national newspaper, the Globe and Mail, had this piece by Frances Bula (which has an unfortunate sensationalist title which has nothing to do with the content) and finally, today, the Vancouver Sun published this piece.

Still more interesting will be to see the number of supportive letters/emails and the diversity of their sources. I’ve already heard supportive letters coming from local technology companies, large international tech companies, local gardening groups and a real estate consulting firm. Each of these diverse actors sees ways to use city data to help lower the costs of their business, conduct better analysis or facilitate their charitable work.

In short, issues surrounding the open city – open data, open source software and open standards – are less and less restricted to the domain of a few technology enthusiasts. There is a growing and increasingly vocal constituency in support.

I’m voting no to BC-STV

For those outside of British Columbia we have a referendum on May 12th to determine if the province should shift from its current voting system, called First Past the Post (FPTP), to Single Transferable Vote (BC-STV).

Watching the back and forth over the referendum on BC-STV has, I sense, left most citizens of British Columbia exasperated and confused. On both sides, people pronounce that a change will either bring political nirvana to the province, or utter disaster. It’s all a little over dramatic.

The truth is, the current system is not a disaster nor is the proposed change a nirvana. Both have strengths and weaknesses – this is because fundamentally, they are seeking to accomplish different things.

At present, our system favours geographic representation. In BC we don’t have a single election, we have 85 individual elections – one in each riding. Consequently, a party that wins 34% in each individual race could win every seat. This means that ideologically – a single perspective get represented. It is rare, but it is possible.

BC-STV is an attempt to create electoral outcomes that better reflect not how individual ridings voted, but how people voted across the province. In short, it seeks to enhance ideological representation by enabling voters who are distributed across ridings to elect representatives whose ideas resonate with them.

The challenge is, one cannot have it both ways. You cannot strengthen province wide ideological representation without weakening local representation. And herein lies the central trade off between the two systems: Local accountability versus great ideological representation at the provincial level.

Both are noble objectives. They just happen to be incompatible, one comes at the expense of the other. For me, this reduces any assessment of BC-STV to this question: do the benefits of improved ideological representation outweigh the costs of reduced local accountability? I think the answer is no.

In part, this is because I happen to place a high value on local representation. Others who think geography is less important than ideology will likely disagree (these are legitimate, and likely irreconcilable perspectives).

However, I’m also concerned about BC-STV because to achieve better ideological representation, I believe it makes some significant and problematic trade-offs (listed below). That, and there are the infamous unknown unknowns involved in adopting a new system.

Incomprehensible

The biggest problem with BC-STV is that, to achieve a balance between ideological and local representation, it presents votes with a system that is almost impossible to understand. I’m a policy wonk and a political junkie, as such I’m genuinely interested in these things and like to think I know a little about them. I’ve just gone through the literature umpteenth times and while I understand how it works, it is grossly complicated. I have not ideas of what its implications will be nor am I sure that the manner and order by which votes get weighted is fair.

One thing you want from an electoral system is that it be easily understood. This is important so that people know exactly who they are voting for and what their vote means. BC-STV is so complicated that the Vote No campaign websites directs readers to the explanatory video developed by the Citizens Assembly (their opponents). Even its advocates can’t explain it simply.

Opaque

In order to create greater ideological representation BC-STV has to weaken local representation. It does this by making ridings (districts for Americans) larger. Consequently, in BC-STV we would end up with mega ridings, the largest being 372,000 sq km. But the ratio of elected officials to votes would however, remain the same meaning that each “riding” would be served by somewhere between 2 and 7 MPs. This has several problematic implications.

First, who’s accountable? When there is a problem in your riding who do you complain to? Who is your elected official? Do you complain to all seven? The one you voted for? The member who is part of the government? All of them? A 7 member riding dilutes the connection between the voter and their representatives.

Second, it can create problematic feedback loops. If voters who vote for the Green Party only ever contact the Green Party representative and Liberal Party voters only contact the Liberal Party member in their riding we run the risk of creating a selection bias driven echo chambers. Party’s actually become more ideological and partisan.

Finally, individual MPs voices are diminished. In our current system, MPs influence derives from the fact that they have a machine on the ground and that they know their riding better than anyone. Large ridings make this harder to sustain. More importantly, when there are multiple candidates from a single party in the riding, the party can choose to deploy more resources towards candidates that will not challenge the party or its leader. The outcome is that BC-STV actually weakens the independence of elected officials.

Small Parties, Big Voices

I’m not opposed to coalition governments per se but, unlike many BC-STV supporters, I do not think they are inherently good either. BC-STV supporters are correct in asserting that smaller parties will have a greater voice. What often isn’t explained is that that voice won’t be proportional to the number of seats they elect – it can end up being disproportionately influential. Imagine a small party that garnered 8% of the provincial vote holds the balance of power in the legislature. It can effectively make any demand it wants to prop up the government. As a result, a platform supported by just 8% of voters suddenly becomes dominant. I know many of my environmentalist friends are excited by the prospect of the Green Party holding that balance of power… but there is no guarantee that this would be the outcome. What if the nascent Conservative Party were to be that force? They would almost certainly force the Liberals – arguable the most progressive party on the environment and First Nations issues – to move backwards on issues like the Carbon Tax and the New Relationship.

For these and other reasons, I’m ultimately opposed to BC-STV. Is FPTP perfect? Hardly, but BC-STV is still less so.
